JAMMU:  Demanding  the enhancement  reserved seats in all Universities and  colleges of Jammu and Kashmir for admission of Gujjar and Bakerwal students at various level- the Scheduled Tribe Community  members today urged to provide reservation to them proportionate to their population with regard to the respective region where the university or college exists.

They were speaking in  a programme organized here by Tribal Research and Cultural Foundation- to discuss various aspects of “Admission Issues- Quota for STs and  Gujjars of J&K”. The programme was presided over by noted Gujjar scholar and author Dr.Javaid Rahi  and attended by elders and youths of tribal groups.  Dr. Javaid Rahi in his address stated that only  education can change the future of our tribe.

He impressed upon  Gujjars youth should strive hard to achieve educational goals and equipped them self with skills, education and jobs to guide  new generation of community . He asked Gujjar-Bakrwal students to opt for other National Universities for admission and be focus on competitive exams. 

Earlier, it was  informed to participant that ,  the foundation has written to Vice Chancellors for intimidate enhancement of seats for Gujjar-Bakrwal students adding that the foundation is planning to  establish  a guidance cell in the State to guide Community youths in getting admissions, jobs under ST category in country  in general and in State in particular.

The speakers on occasion stated that presently, there is a 6% reservation for Gujjars/Bakerwals in admission in Government professional colleges of J&K ( as against 14.9% population of ST-Gujjars-Bakrwals - in the state as per census 2011), 5% in University of Jammu  (as against 21% population in the province and the Gujjars-Bakrwals share the 5% seats with Gaddis, Sippis and Baltis ) and 3% in Kashmir University (as against 19% population in the region).

The speakers said the BGSB University Rajouri provides 9% Reservation to Gujjars and Bakarwals as against more than 50% population in the areas. They said Shri Mata Vaishno Devi University and Islamic University of Science and Technology so for have no provision for quota/reservation to be provided to Suppressed and marginalized groups like SC/STs, he said and urged the authorities to fix percentage of reservation for oppressed classes in both Universities too. 

The speakers said  presently no University or college of the state is providing Gujjar-Bakarwal quota proportionate to the population as they constitute more than 20% of total population of state and demanded immediate enhancement in quota at all levels in J&K Universities and Colleges to safeguard the constitutional guaranties to tribes.  The speakers said that there is an urgent need to implement, monitor and evaluate continuously the reservation policy in universities and colleges and plan measures for ensuring effective implementation of the policies and programmes of the Government meant to uplift tribal population.  Other Who spoke includes Ishtiaq MIsbah , Naveed Choudhary , Amir Choudhary , Mohd Shrief , Kher-ud Din Chowdhary , Noushad Chowdhary and others.
