PULWAMA: The Deputy Commissioner (DC) Pulwama, Dr. Basharat Qayoom conducted an extensive review of the winter preparedness in light of the anticipated weather conditions forecast for the 24th of October onwards. The meeting involved sectoral departments to ensure all necessary measures are in place well in advance for a smooth winter season.
During the review, the DC emphasised that decentralized Mechanical Engineering Control rooms have been set up in the district to coordinate snow clearance operations. Adequate numbers of snow clearance machines are ready for deployment stationed across different locations. Machinery has been decentralized for more efficient response to snow accumulation across key priority roads.
In addition to District control rooms, Sub-Divisional, Tehsil and Sectoral Control Rooms shall function to respond to eventualities. The DC directed the power department to address the peak demand during winter and adhere strictly to curtailment schedules. A buffer stock of essential materials has been prepared, directing officers to ensure timely repairs and replacement of distribution transformers as per set timelines.
Workshops shall function in double shifts to manage contingencies and Damaged Transformer (DT) replacement activities will be carried out to ensure power supply as per schedule. Adequate stock of essential commodities, including food grains and LPG is available to meet the needs of the population. The DC instructed the department to ensure timely distribution across the district.
Backup power arrangements have been made for 39 lift water supply schemes across Pulwama to maintain uninterrupted water services during power outages. An evacuation plan has been put in place and all necessary healthcare facilities will remain functional. The district has also identified healthcare centers in critical areas for smooth operations during harsh weather.
DFOs were also directed to complete the supply of firewood as per norms. The District Disaster Management Authority (DDMA) has prepared volunteers and activated the State Disaster Response Force (SDRF) for immediate response. Police control rooms, police stations and SHOs will remain on high alert during snowfalls, with dedicated contact numbers shared through the media.
EO of all five Urban Local Bodies were directed to keep their men and machinery ready and finalise all stage contracts where ever required. Special emphasis was given to essential installations like health care institutions and other essential facilities. Dr. Qayoom directed all concerned officials to ensure no laxity in preparations and stressed that all departments must remain vigilant to prevent any disruption during the winter season.
