SRINAGAR: Director Information, Mamta Yadav, today chaired a comprehensive review meeting to assess the overall functioning and operational performance of District Information Centres (DICs) across the Kashmir Division, with particular emphasis on strengthening grassroots-level information dissemination, enhancing media coordination, improving publicity mechanisms and ensuring comprehensive and effective coverage of Government activities, developmental initiatives and public welfare programmes.

The meeting was attended by Joint Director Information (Headquarters), Dr. Zahoor Ahmad Raina; Joint Director Information, Kashmir, Syed Shahnawaz Bukhari; Deputy Director Information (PR/AV), Javid Ahmad Rather; Deputy Director (PR), Kashmir, Mohammad Rafiq Zullah; Deputy Director (Headquarters), Kashmir, Zubair Ahmad; Cultural Officer; Field Publicity Officer; District Information Officers from various districts of the Kashmir Division; and other concerned officers.

During the deliberations, the Director undertook an extensive assessment of the functioning of District Information Centres, examining their publicity initiatives, media outreach mechanisms, field-level coverage, available infrastructure, manpower requirements and overall operational performance. The review was aimed at identifying areas requiring further strengthening and ensuring greater efficiency, coordination and effectiveness in the Department's district-level communication apparatus.

Emphasising the strategic importance of District Information Centres as the grassroots communication network of the Department of Information and Public Relations (DIPR), Mamta Yadav observed that these institutions have a pivotal responsibility in ensuring the timely, accurate and accessible dissemination of information relating to Government policies, flagship programmes, developmental interventions and public welfare schemes.

Describing the DICs as the primary institutional interface of the DIPR at the district level, she underscored that their responsibilities extend beyond conventional information dissemination, as they also function as a vital communication link connecting the Government, district administration, media organisations and the general public.

"District Information Centres are the face of the DIPR at the grassroots level. Their role goes beyond disseminating information; they serve as an important link between the administration, media and the public. It is imperative that every district unit functions with dedication, professionalism and a clear sense of responsibility," she said.

The Director stressed the need to transform departmental publicity and information dissemination into a more dynamic, outcome-oriented and responsive communication framework, keeping pace with the rapidly evolving media landscape. She called upon district-level officers to strategically leverage digital and social media platforms in conjunction with conventional publicity channels to expand information outreach, strengthen public engagement and ensure wider dissemination of Government initiatives.

Underscoring the importance of accuracy, credibility and timeliness in official communication, Mamta Yadav observed that the effective dissemination of verified information remains fundamental to building public awareness and strengthening institutional communication.

"Timely and credible information is the foundation of effective public communication. Our focus should be on taking verified information to the people through appropriate platforms, while ensuring that the achievements and initiatives of the Government receive adequate and factual coverage," she remarked.

She further emphasised the importance of proactive media engagement and the need to maintain constructive, cordial and professionally sound relations with local media organisations. The Director called for stronger institutional coordination between District Information Centres, district administrations and concerned Government departments to facilitate comprehensive coverage of significant Government events, public outreach programmes, developmental activities and other initiatives of public importance.

Highlighting the need to introduce greater innovation and a district-specific approach to departmental publicity, she encouraged field-level units to systematically identify and document local success stories, developmental achievements, significant milestones, cultural heritage and public-oriented initiatives for wider dissemination through print, electronic and digital media platforms.

Observing that every district possesses distinctive development experiences, innovative interventions and examples of public participation that merit greater visibility, the Director urged officers to move beyond event-centric publicity and focus on documenting the tangible impact of Government initiatives at the grassroots level.

"Every district has its own stories of development, innovation and public participation. Our officers must identify these stories and bring them to the forefront. Effective communication should not remain limited to official events but must also reflect the impact of Government initiatives on the ground," she added.

Mamta Yadav also laid particular emphasis on strengthening institutional accountability, ensuring regular performance monitoring and maintaining strict adherence to established professional standards while discharging official responsibilities. She directed the concerned officers to maintain consistent communication and coordination with the Department's headquarters, ensure the timely submission of requisite reports and improve the overall quality, credibility and consistency of departmental publicity and information dissemination.

Reaffirming her commitment to enhancing the institutional capacity, operational efficiency and communication outreach of the DIPR, the Director observed that a well-coordinated, responsive and technology-driven approach would remain central to making the Department's communication mechanisms more effective, transparent and people-centric.

She urged all District Information Centres to discharge their responsibilities with renewed dedication, professional commitment and a proactive outlook, ensuring that the Department of Information and Public Relations continues to function as a credible, effective and dependable communication bridge between the Government and the people.
