JAMMU: Manik Batra, Director, Batra Group and Chairman, ASSOCHAM J&K Council, has welcomed the passage of the Jammu and Kashmir Water Resources and Management Regulations Bill, 2026 by the Government of Jammu and Kashmir in the Legislative Assembly.
Batra said the legislation is a significant step towards addressing the long-standing concerns of individuals holding âGair Mumkin Khadâ lands, particularly in cases where there is no actual flow of water on such land.
He appreciated the provision aimed at granting proprietary rights to eligible individuals holding Gair Mumkin Khad land where no actual watercourse exists, stating that the measure could provide greater clarity and security of land rights to affected property holders.
âThe passage of the Jammu and Kashmir Water Resources and Management Regulations Bill, 2026, is a welcome development for people who have been facing uncertainty regarding their land rights. Where there is no actual flow of water, providing a clear legal framework for proprietary rights can bring greater certainty and facilitate the productive use of such land,â Batra said.
He further stated that a transparent and well-defined regulatory framework would help resolve longstanding issues concerning land ownership and encourage investment, development and economic activity in the region.
Batra expressed appreciation to the J&K Government and the members of the Legislative Assembly for taking up the issue and hoped that the implementation of the legislation would be carried out in a fair, transparent and time-bound manner, keeping the interests of affected landholders in view.
