DODA: As the education Dept Has become the hub of corruption due to which it has gotten bad name in the society. Public has lost the trust on Govt. Schools. In spite of having highly qualified staff government schools can't give the result up to the expectations. The need has arisen to reform the Education Deptt. In this connection Zakir Butt State Secretary of J&K ReT Teachers Forum has put-forth the following Reformations in Education Department before the government to make it corruption free and to increase the standard of education.
(1). All kinds constructions related to our Dept Should be given to some construction agency such PWD, R&B , ERA JKPCC etc. and Distt.Level Tenders Should be made for repair and Minor works. Zonal Level Tenders Should be Made for School buildings, toilets, Additional rooms etc. to These construction agencies.
(2) Stop cooking MDM in Schools and Transfer the amount meant for it into Bank Accounts of students on monthly basis and also Transfer the Scholarship to students accounts
(3) Cash payments or payments by cheques should be strictly banned in offices.
(4) school maintainance grant should not be given to Schools but District level Tenders for Maintainance should be given on yearly basis and item wise rates should be asked
(5) There Should be reshuffling of clerical staff strictly after every two years
(6) No clerk should be allowed to remain in any office for more than two years especially in Head offices like Director offices and CEO offices (7) clerks once served in office should be transferred to High Schools and Higher Secondary schools there should be no office to office transfer.
(8) Reshuffling of teachers and Masters Should be made strictly after two years and that should be at the end of academic session. Mid session Transfers should be strictly banned
(9) Teachers should be banned for working in any kind of office. Shortage of clerical staff should be filled through appointments.
(10) All the Officer of Education Department Should given the Duty to Improve only the Academic standard of Government Schools.
