The Kashmir dispute has become increasingly layered and fragmented legal, and political dimensions, the grip of World bodies is getting lose with every passing day, there was no mention of Kashmir during Indo-Pak Prime Ministers meet in Ufa, even not can get a particular touch during the Nawaz- Obama meeting at White House.  In Nov 2010 the United Nations removed Jammu and Kashmir from its list of disputed territories. It is a bitter truth that once upon a time household names in Kashmir, International Media Agencies like BBC, Reuters, Associated Press and AFP, Voice of Germany have also loosed the attention in Kashmir.

The Kashmir’s summer capital Srinagar who remained one of the busiest media capitals in India and World for nearly two decades, today the media organizations have shut their bureaus. International publications and outlets like TIME, Guardian, The Times, The New York Times, Al Jazeera and some Arab newspapers are also not showing much interest in picking up news from Kashmir.

The resolution in United Nations regarding the plebiscite in Jammu and Kashmir undoubtedly frames the Kashmir dispute internationally recognized.  The resolution on April 2, 1948 was adopted to help the governments of India and Pakistan restore peace and order to the region and prepare for a plebiscite to decide the fate of Kashmir. In March 2001, the then Secretary-General of the United Nations, Kofi Annan during his visit to India and Pakistan, remarked that Kashmir resolutions are only advisory recommendations and comparing with those on East Timor and Iraq was like comparing apples and oranges, since those resolutions were passed under chapter VII, which make it enforceable by UNSC. 2003, then Pakistan President Pervez Musharraf announced that Pakistan was willing to back off from demand for UN resolutions for Kashmir. Moreover, in November 2010, United Nations excluded Jammu and Kashmir from its annual list of unresolved international disputes under the observation of the United Nations Security Council.

India and Pakistan have fought three wars over Kashmir, including the Indo-Pakistani Wars of 1947, 1965 and 1999. On Oct 1947 then Prime Minister of India Jawaharlal Nehru made some statements in media and in various telegrams regarding plebiscite in Kashmir, that Government of India and Pakistan should make a joint request to U.N.O. to undertake a plebiscite in Kashmir at the earliest possible date. However, Daughter of Nehru, Indira Gandhi and his grandson Rajiv Gandhi being the Prime Ministers of India  never did any attempt to implement their forefather's 'Promise'. Instead Indira Gandhi did 1974 Indira–Sheikh accord with Shaikh Abdullah which vanished all possibilities of plebiscite. Many analysts have interpreted the high voter turnout in state elections under the constitution of India is a sign that the people of Kashmir endorsed Indian rule in the state.

The State of Jammu and Kashmir is only state with a Muslim majority in predominantly Hindu India. Kashmir continues to rock for months, days by near-daily clashes between Indian security forces and stone-throwing Kashmiri youth. The wellsprings of the latest surge of armed struggle under the poster boy Burhan in Kashmir will never limit to the regional dispute between India and Pakistan. A new generation of Kashmiri firebrands perhaps is finding its voice. India has not yet found a way to respond to this generation's particular capacity for popular mobilization and ruthless intimidation, in spite a large number of youth trying luck to KAS and IAS examinations after the symbolization of Dr Shah Fesal.

Lacking the Foreign Relation Policy, the Kashmiri separatist leaders in Kashmir failed to capitalize a relation with outside world except the Pakistan. Limited to Press Releases, Strike Calls and street seminars, they failed to create an atmosphere for the tripartite talks or the implementation of UN resolutions, which they only stress in their daily routine Press Releases. Undoubtedly Kashmir needs World attention for settlement, which can never ever be achieved by the above stated activities.

At present, Its highly a tough job to continue a movement without the well-built foreign relations, undoubtedly Kashmir’s Hurriyat leadership neglected the important aspect of their struggle, don’t know intentionally or unintentionally, they kept themselves busy with self promotion, or party promotion within the boundaries of Kashmir or they might have assumed it is the duty of neighbor Pakistan to handle foreign relations. Although Pakistan has appointed few Kashmiris for this job but they can’t deliver in an attractive manner or we can say they were not the motivated politicians but working as employees.

At such above stated circumstances to understand Foreign Relation or Foreign Affairs All Parties Hurriyat Conference (APHC) whatever which faction, has to create an indigenous character which is the foundation of International Relations. Secondly APHC has to formulate Foreign Policy to maintain foreign relations with other friendly countries other than being limited to local press. As per my observation APHC does not have domestic policy to address the matter with Government of India; Foreign Policy is perhaps beyond their understanding.
