Dear brothers and sisters,

  1. I extend my heartfelt congratulations and best wishes to all of you on the auspicious occasion of the 78th Independence Day. Today, we gather to celebrate the spirit of freedom, unity, and resilience that defines our great nation. On this joyous occasion, we stand together to honor and remember the countless sacrifices made by our valiant freedom fighters and martyrs. I solemnly remember our great national leaders and revolutionaries with gratitude & reverence and pay obeisance to their sacrifice for the liberation of our motherland.
  2. Our history is etched with the blood and toil of those who, against all odds, fought bravely for our nation's independence. Their indomitable spirit and unwavering commitment to the cause of freedom have paved the way for the vibrant democracy we are privileged to be a part of today. As we unfurl the tricolor today, we are reminded of the struggles, the pain, and the ultimate sacrifice of those who fought against oppression and tyranny. They envisioned a free nation, and through sheer dedication and courage, they turned that vision into our reality. Their sacrifices were not in vain, and it is our duty to ensure that their legacy continues to inspire and guide us.
  3. Let us take a moment to reflect on the values and principles that our freedom fighters and martyrs held dear — values of justice, equality, and patriotism. As we celebrate this day, let us renew our pledge to uphold these ideals. Let us strive to build a nation that not only cherishes its hard-won freedom but also works tirelessly to ensure justice, equality, and prosperity for all its citizens. In their memory, let us vow to contribute towards the betterment of our nation, to stand united against any threat to our sovereignty, and to work towards a brighter, more inclusive future for all. Their sacrifices have given us this day; let us honor it by dedicating ourselves to the service of our nation and its people.

I pay homage to the valiant jawans and officers of J&K Police, Army and CAPFs, who have always displayed magnificent heroism and the spirit of sacrifice in protecting the land of Jammu & Kashmir and ensuring its all-round development. They had only one dream- Jammu & Kashmir with its ageless cultural-spiritual heritage must become synonymous with achievement and march with confidence towards the goal of good governance. We have built a memorial-Balidan Stambh’, to immortalize the police personnel and soldiers who laid down their lives in protecting the soil of Jammu & Kashmir. This monument will always inspire the new generation to reflect on the ideals and values of patriotism and sacrifice of the martyrs.

  1. On this auspicious occasion, we gather to celebrate not just the freedom of our great nation but also the unparalleled beauty and heritage of Jammu and Kashmir. This land, the "Paradise on Earth," is a testament to nature's splendor and humanity's indomitable spirit. Jammu and Kashmir, with its majestic mountains, serene lakes, and lush valleys, is a canvas painted by the divine. The snow-capped peaks of the Himalayas, standing tall and proud, inspire us to rise above challenges and reach for the skies. This place symbolizes peace and tranquility, reminding us that at the end of the darkest of tunnels, there is always light.
  2. I congratulate you all for the monumental strides we have taken in reinforcing the democratic fabric through recent General Elections of 2024. The work done in the past five years has strengthened the common man's faith in democracy. The peaceful conduct of these elections amidst challenging circumstances stands as a testament to our resilience and determination to build a prosperous and harmonious Jammu and Kashmir. The people of Jammu & Kashmir reaffirmed the solemn pledge to uphold the principles of democracy and demonstrated a strong commitment to inclusivity, evident through robust participation from first-time voters, women, the elderly and tribal communities. I extend my heartfelt gratitude to every citizen who exercised their democratic right and contributed to making these elections a resounding success. Jammu and Kashmir witnessed its highest voter participation in the last 35 years.
  3. The Combined Voter Turnout of 58.46% across the Union Territory, not only signifies the robust democratic spirit of our people, but also underscores their commitment to shaping the future of our region through the power of the ballot. Kashmir Valley, a focal point of our electoral journey, witnessed a remarkable increase in voter turnout. Rising from 19.16% in 2019 to an impressive 50.86% in 2024, this surge reflects a renewed faith in the democratic processes. The success of these elections is also a testament to our collective efforts in promoting peace and civic engagement.
  4. The roots of democracy have deepened in the past five years. Today I appeal to the citizens of Jammu & Kashmir now it should be our collective resolve to ensure that the ideals of democracy should become an important part of our consciousness and our innate nature.

पकुन छुम म्ये जमहूरक्यन मशवरन प्यठ, म्ये दुनिया छु मिलचार किन्य कुन बनावुन- We have to walk on the path of democracy with the spirit of “Vasudhaiva Kutumbakam”. Jammu & Kashmir was not called heaven on earth only because of its mountains, rivers and valleys. It was termed paradise because of its quest for knowledge, spirituality and ideals of equality among all religions, which made its natural beauty unique across the world. The experience of this totality makes this land Satyam, Shivam, Sundaram. May the resolve of our minds be successful-आकूति सत्या मनसों में अस्तु- this should be our prayer.

  1. There has been a significant decrease in violence in the Union Territory of Jammu and Kashmir, marked by the absence of organized stone pelting and hartal/bandh The new wave of development, increased voter turnout in elections, and the almost complete cessation of indoctrination of locals have frustrated the biggest sponsor of terrorism, our neighboring country. They, struggling for even two meals a day, now want to spread unrest in the Jammu region by sending foreign terrorists, who have carried out heinous acts. We have lost brave officers, soldiers, and civilians. Our hearts go out to their families. I salute their martyrdom. We have given a free hand to the J&K Police and security forces and want to assure the people of Jammu & Kashmir and the nation that we have intensified our efforts to crush terror. The people of Jammu have fought against terrorism with vigor before, and this time too, they will help in ending it.
  2. Five Shaurya Chakras were awarded to J&K Police officers this year. On the eve of Independence Day, J&K police was bestowed with 31 Medal for Gallantry (GM), 17 Medal for Meritorious Service (MSM) 2 President’s Medal for Distinguished Service. Their actions reflect the highest standards of commitment and valor and their recognition at the national level not only honors their individual heroism but also highlights the collective strength and resilience of the Jammu and Kashmir Police force. Each of these officers has shown an unwavering dedication to the nation, risking their lives to protect the citizens and uphold the law, embodying the true spirit of service and sacrifice. In our efforts to deal crushing blows to Narco-terrorism, we have adopted a multi-pronged strategy involving Comprehensive Enforcement and Coordination, Community Involvement, Strategic Operations, Data Analytics, Setting up of Special Courts for Trial of Offences, Surveillance and Intelligence and robust Rehabilitation Programs. I am confident that through these comprehensive strategies, we shall not only disrupt the supply chain but also address the root causes of addiction, paving the way for a safer and healthier
  3. Four years ago, on this very day, I stood before you and took the resolve for the reconstruction of Jammu & Kashmir. I promised you that the administration will create a Jammu & Kashmir where there is equality, equal opportunities, social justice, citizen empowerment, peace and prosperity. These resolutions have been pursued with complete honesty. Our aim has been to foster a Jammu & Kashmir where every citizen can thrive and contribute to the nation's prosperity. This commitment is reflected in a multitude of initiatives aimed at developing and enhancing agriculture, infrastructure, healthcare, education, and other economic opportunities. Our solemn vow is to secure a future where peace and progress are the hallmarks of this beautiful region.
  4. For the complete transformation of Jammu & Kashmir, five big dreams have been realized in the past five years. The stigma of discrimination that has been plaguing this land for seven decades has been washed away. We have built a skilled Jammu & Kashmir, paving the way for a self-reliant Jammu & Kashmir. The gap between resources and aspirations of citizens has been bridged. Every citizen is at the center of the policies, intentions and decisions of the administration. The administration is dedicated to empower the poor, the disadvantaged and the marginalized. The wheel of time has turned rapidly. The existence of displaced persons from West Pakistan and Pakistan-occupied Jammu & Kashmir was attempted to be erased. With resolute determination, they have been fully granted ownership rights. Discrimination against the people of Jammu under the name of "Gair Mumkin Khad" has been completely eliminated, and the revised policy to demarcate such land has been approved. Jammu and Kashmir of today is a testament to these transformative efforts, standing firm as a symbol of progress for the entire country.
  5. As we all know, historically Jammu and Kashmir has faced challenges in fiscal management due to the unabated pressures of externally sponsored terrorism. The high levels of committed expenditure and ATC losses in power sector had accentuated these challenges. Hence, over the past year, the administration has stressed on revenue augmentation, improving project execution, reducing ATC losses, and improving quality of governance. During the past few years, the Jammu & Kashmir administration has improved budgetary transparency. For the first time in 77 years, Jammu & Kashmir contributed to the contingency funds created by RBI; viz. the Consolidated Sinking Fund and Guarantee Redemption Fund. During 2023-24, Jammu & Kashmir improved its fiscal discipline and curtailed the culture of raising Hundis and overdrafts. It has now focused on increasing capital expenditure and leveraging the central sector and centrally sponsored schemes.
  6. Jammu & Kashmir Administration has improved its revenues, reduced wasteful expenditure, and improved fiscal transparency. These initiatives coupled with the judicious welfare measures and infrastructure development have helped GDP of J&K double from Rs. 1.17 lakh crore in 2017 to Rs. 2.45 lakh crore in 2023-24. The GDP is expected to touch Rs. 2.63 lakh crore in 2024-25. Complete turnaround of J&K Bank also reflects the accelerated growth and strengthened foundations of J&K’s economy. During the last four years, from a loss of Rs. 1,139 Cr in the year 2019-20, the bank has reported a profit of Rs. 1,700 Cr in the year 2023-24; the NPAs have been reduced from 11% to current level of 5%. The Bank is focusing its efforts to improve professionalism, efficiency and transparency in its business operations.
  7. Capital expenditure has been doubled in the last five years, which has brought new impetus to the completion of projects. Furthermore, the tax and non-tax revenue of the government has grown significantly, from Rs 13,726 crore in 2019 to Rs 20,362 crore in 2023-24, marking an increase of 48%. With the introduction of new J&K Excise Policy 2024-25, duties and fee structures under various categories have been revised for achieving broader objective of increased revenue realization. More than 2.5 lakh projects have been completed in the past 5 years. I am grateful to the Honorable Prime Minister, Shri Narendra Modi Ji, and the Honorable Finance Minister for providing a special fund of ₹17,000 crore to Jammu & Kashmir in this financial year to maintain the pace of development.
  8. This robust economic growth is a clear reflection of our strategic planning and effective implementation of policies aimed at fostering economic development. These numbers not only underscore our commitment to building a strong and sustainable infrastructure that supports long-term economic growth and development, but also highlight the sound financial management and robust revenue base which translates into development and welfare of our citizens.
  9. Agriculture is integral to Jammu and Kashmir’s economy, not only providing employment and contributing to GDP but also shaping the socio-economic fabric of the region. Investments in agricultural development and modernization hold the key to bolstering its role as the economic backbone. Through the Holistic Agriculture Development Program (HADP) and J&K Competitiveness Improvement in Agriculture & Allied Sectors (JKCIP), with a combined budget of ₹6,813 crore, we are on our way towards revolutionizing agriculture in J&K over the next 5 years. These initiatives would double the contribution of agricultural sector towards GDP. The 29 projects under the scheme shall ensure livelihood security for      13 lakh farmer families, with special emphasis on 3 lakh weak and marginal farm families, creating 2.87 lakh jobs, 18,861 enterprises, and skill development for over 2.5 lakh individuals to foster agri-preneurship.
  10. PM Fasal Bima Yojana has been extended to all 20 districts, covering almost 2.50 lakh farmers. 500 Kisan Khidmat Ghars have been launched and a total of 2,000 Farmer Service Centers will be operational within this financial year. These centres will serve as one-stop service hubs, offering comprehensive support, from input supply to marketing and technological assistance to the farmers. The area under diverse crops has increased from 12.55 lakh hectares to 13.07 lakh hectares, and registration of organic clusters has increased eight-fold from 33 to 294, with area under organic farming expected to expand to 5,860 hectares, benefitting 14,550 farmers. The Government has introduced End-to-End Online licensing services under Business Reform Action Plan, underscoring our commitment to revitalize the sector.
  11. 69 lakh women have been linked to integrated farming and livestock management through 'Women Farmer Empowerment Project'. Women farmers have developed 2.25 lakh agri-nutrition gardens, 40 integrated farming clusters, 12 women farmer-producer organizations. 287 Mini Custom Hiring Centers have been set up to provide mechanical support to women farmers. Through campaigns like Krishi Sakhi, Pashu Sakhi, not only financial security has been provided to women farmers in agriculture and allied sector but it has also been ensured that they will play an active role in giving further impetus to the developmental journey of Jammu & Kashmir.

  1. Before 2019, Jammu and Kashmir faced significant challenges in its industrial development, marred by limited infrastructure, restricted investment opportunities, and political uncertainties that hindered growth. The landscape of industrial development in Jammu and Kashmir has undergone a transformative shift. Post reorganization, the government has introduced a range of progressive policies and incentives to stimulate industrial growth.
  2. The UT has received 6,934 investment proposals worth ₹1.26 lakh Crores with projected employment generating potential of 74 lakh. Industrial units with an investment of Rs 6600 crore have started production. Groundwork for Investments worth Rs. 18,185 crore has started and units with the investment worth about Rs 10,000 crore will become operational in this financial year. The New Industrial Scheme is ending in September this year but on the basis of talks with the Government of India, I want to assure all the enterprises and entrepreneurs that this scheme will definitely be extended for at least one year. 46 new industrial estates are coming up and the New Startup Policy, 2024-27, shall provide much needed fiscal and non-fiscal support to startups, thus spearheading the rise of Jammu & Kashmir entrepreneurs in the National and Global Startup ecosystem. DPIIT registered startups increased to 825 in 2024 with 296 women-led startups and a total of 1600 startups have been registered with EDI.
  3. Jammu and Kashmir has achieved first rank among all States and UTs in India in respect of projects established under PMEGP for the year 2023-24. During 2023-24, employment has been generated for 1,20,296 persons through disbursement of margin money of 281.06 crores for setting up of 15,037 self-employment enterprises. Private Industrial Estate Development Policy, 2021-30, has been amended and notified with new incentives and investor friendly provisions. J&K is the first Union Territory to achieve 97% reform implementation under Ease of Doing Business. 185 Online Services have been developed & integrated on Single Window. Handloom and Handicraft exports have doubled from Rs. 563 crore in 2021-22 to Rs.1,162.29 crore in 2023-24.
  4. In the handicraft and handloom sector, a total of 5,682 Cooperative societies have been registered in J&K, which represents a massive increase of 1800% from the year 2020. 7.39 lakh rural women have been brought within the fold of 90683 SHGs, and 6976 Village Organizations (VOs) and 574 Cluster Level Federations (CLFs) have been formed as on date. To date, we have provided capitalization of ₹454.84 crore to 67,754 SHGs across the Union Territory. Under PM Kissan Samrudhi Kendras 123 PACS have obtained license to run activities like seed business, fertilizer business and pesticide business. Presently, there are 3714 functional cooperative societies, out of which 894 have been registered during 2023-24 and 250 registered during 2024-25, in the sectors of Dairy, Poultry, Housing, Health, Education etc. Programs like Hausla and Tejaswini have turned the dreams of thousands of women entrepreneurs into reality. Under the Lakhpati Didi scheme, we have identified more than one and a half lakh self-help group households.
  5. We recognize that the youth shall be the torch-bearers of the bright future we have envisioned. Schemes have been designed which shall play a crucial role in stimulating economic growth by creating a workforce equipped with relevant skills, fostering entrepreneurship, and reducing unemployment rates. In the public sector too, over 42,000 selections have been finalized since the year 2019, which includes 4095 Gazetted posts. Selections to all Government posts are made in a fair and transparent manner. 10,477 vacancies have been referred to recruiting agencies (JKSSB/JKPSC), out of which 3,594 vacancies have already been advertised and exams in respect of 1,516 posts have been concluded. 6,780 fresh vacancies have been identified and are in process of referral to recruiting agencies for making selections. 1100 compassionate appointments pending for many decades have been made, which has provided immense support to the dependent families.
  6. The schemes of Mission Youth have paved the way for a bright future for the youth. In the current financial year, we aim to create more than 8 lakh self-employment opportunities through the synergy of Central and UT administration schemes. During the year 2023-24, 65,206 units were established and employment was generated for 238,675 young people, and during the year 2024-25, 5489 units have so far been established generating employment for 26,105 people. During 2023-24 and 2024-25, 116 job fairs have been organized in which 1459 companies participated and more than 2300 placements have been made.
  7. In PM Vishwakarma Yojana, Jammu and Kashmir ranks third in the country in terms of registration and second in terms of skill assessment and basic training, and over 1.27 lakh applications have been approved. Under PMKVY 4.0, 18000 youth have been enrolled for skill training with skill hub centers in Universities, Schools, ITIs, JNVs, KVKs. To skill, reskill, and upskill the youth, all ITI institutions are being developed as model ITIs. An additional 600 seats have been added to Polytechnic institutions. Training in new trades has been started, keeping in mind the demand for new skills. In the Union Budget 2024-25, the Honorable Prime Minister has given priority to skill development, and a new Centrally Sponsored Scheme has been announced under the Prime Minister's Package. This scheme will significantly boost skill development and employment generation in Jammu and Kashmir.
  8. We believe that institutional support is instrumental in enhancing the operational capabilities of all groups, be it farmers, businessmen and women, young entrepreneurs, and aspirants, enabling them to access vital resources, improve their productivity, and contribute meaningfully to local economies. We are not only fostering entrepreneurship and self-sufficiency but also driving sustainable development and social empowerment.
  9. Significant investments in infrastructure, including the development of industrial parks and improved connectivity, have created a favorable environment for businesses. Focus on sectors such as technology, manufacturing, and tourism, has attracted both national and international investors, spurring rapid industrialization, generating employment opportunities, enhancing economic activity, and positioning Jammu and Kashmir as a burgeoning industrial hub. The strides made since 2019 in this sector, mark a transformation, reflecting the region’s potential and our commitment to achieving sustainable industrial growth.
  10. For the planned development of all sectors, emphasis has been placed on ‘last-mile connectivity.’ Jammu and Kashmir has achieved tremendous strides under the Pradhan Mantri Gram Sadak Yojana, showcasing exceptional progress in rural connectivity. The implementation of this flagship scheme has dramatically transformed the landscape of our region, ensuring that previously isolated villages are now linked to essential services and opportunities. The construction of new roads and the upgrading of existing ones have not only enhanced mobility, but have also significantly contributed to economic development and social integration.
  11. As per the 2001 Census, 2,140 rural habitations with population of two hundred fifty or more were identified for connection through all-weather roads under the scheme. By March 2024, 2,129 such habitations have been successfully connected, with 11 more expected to be completed by September 2024. Under PMGSY-I and II, 17,839 kilometers of road have been constructed, and PMGSY-III has seen the completion and upgrading of 536 kilometers. These achievements reflect a substantial improvement in rural connectivity, driving both development and accessibility across the region.
  12. Thirty five projects have been completed under PMDP and execution of works on several projects, worth ₹1.5 lakh crore is being completed. In addition to the Delhi-Amritsar-Katra Expressway, four National Highway projects worth ₹58,493 lakh, two ring roads in Jammu and Srinagar, and twenty one tunnels are being constructed. Rural infrastructure is being strengthened. Air traffic has doubled compared to 2019. We have successfully extended rail services running between Baramulla and Banihal to Sangaldan. The dream of a direct train journey from Kashmir to Kanyakumari will be realized by the end of this year. Construction and up gradation of 294 major road and bridge projects has been sanctioned by the Ministry of Road Transport and Highways (MoRTH) at an estimated cost of Rs. 4,315 crore.173 projects have been completed and expenditure to the tune of           2,840 crores incurred on the sanctioned projects. 338 bridges are under construction at an estimated cost of Rs. 1,785 cr. During the last 7 years, 410 bridges have been completed at an estimated cost of Rs. 1,180 cr. 
  13. Digital connectivity plays an important role in transparency in governance and ease of living. In order to achieve these goals, efforts have been made to develop Jammu & Kashmir as a digital society. The Government has facilitated ease of accessibility of services through e-unnat portal.  Jammu and Kashmir is first in the country to integrate with Meri Pehchaan (National Single Sign On). I am proud to state that starting from a few online services, as on date, 1,140 services have been integrated and are available in online mode. Till date more than 73 lakh applications have been filed of which more 63 lakh applications have been disposed. Under e-unnat portal, as all the services have been integrated with e-payment, e-mail, SMS, RAS, UMANG and DigiLocker.
  14. 475 services have been integrated with the Feedback System (RAS). According to data as of 15th July 2024, over 11.8 million SMS messages have been sent to gather feedback from the public. 87% approval rating of online services is a testament to the common man's trust. At the district level, 480 offices have been connected to the e-office system, with a file disposal rate of 97%. Recently, the JK Samadhan Portal and Samadhan App were launched, aimed at the swift resolution of public grievances.
  15. Despite possessing substantial resources, Jammu & Kashmir faced significant hurdles in developing its vast potential for power generation. The slow pace of project implementation and inadequate investment limited the ability to harness the full capacity of its rivers and streams, resulting in frequent power shortages and underdevelopment of the sector.
  16. Introduction of supportive policies has unlocked new opportunities for the power sector. With renewed focus on infrastructure development and streamlined processes, several ambitious hydropower projects have been launched, aiming to exploit the region’s extensive water resources more effectively. 850 MW Ratle Hydro Electric Project is currently under execution and 93 MW New Ganderbal Hydro Electric Project & 48 MW Lower Kalnai Hydro Electric Project are at award stage. Techno Economic Appraisal (TEA) stands issued by Central Electricity Authority, Ministry of Power, to 1856 MW Sawalkote HEP, 930 MW Kirthai-II Hydro Electric Project and 240 MW Uri-I Phase-II. Compared to 2019, there has been a 42% increase in capacity in the transmission sector and a 30% increase in the distribution sector. J&K administration has taken a historic decision. The facility of amnesty scheme for domestic consumers will also be extended to commercial consumers, providing relief to a large population.
  17. In addition, bottlenecks in development of three major under-construction projects i.e. 1000 MW Pakal Dul Hydro Electric Project, 624 MW Kiru Hydro Electric Project and 540 MW Kwar Hydro Electric Projects executed by M/s CVPPPL with aggregate capacity of 2164 MW on Built, Own, Operate and Maintain (BOOM) have been cleared and work on these projects is going on in full swing with scheduled commissioning by 2026-27. The progress of these projects is being regularly monitored at the highest levels. As part of power sector reforms, 6.0 lakh smart meters have been installed by June 2024 resulting in 25% reduction in Transmission & Distribution (T&D) losses and 10% increase in tariff collection per month. Before 2019, only 5 MW of solar energy was being produced, but today, 55 MW of solar energy is being generated. The Government has taken up solarization of all Government Buildings and around 22,000 Government Buildings are proposed to be solarized under the project. So far 3,825 buildings with a cumulative capacity of 35 MW have been solarized and the project shall be completed by December, 2025.
  18. North Kashmir's Gurez Valley was connected to the electricity grid for the first time after independence. The Holy Cave of Shri Amarnath Ji Shrine has been connected with Grid connected power supply for the first time with a total investment of Rs. 13.55 cr., ensuring reliable power to the pilgrims. In February, 2024, the Hon’ble Prime Minister, Shri Narendra Modi Ji announced the commencement of PM Surya Ghar: Muft Bijli Yojana. The scheme, with an investment of over Rs. 75,021 crores, aims to light up 1 crore households by providing up to 300 units of free electricity every month. 76,000 consumers of Jammu & Kashmir shall benefit from this scheme.
  19. Over 15 lakh rural households have been provided Functional Household Tap Water Connections (FHTCs) and the remaining households shall be covered this year. 6630 Pani Samitis have been constituted covering all villages, which are actively participating in planning, implementing and monitoring of Jal Jeevan Mission. No one understands the value of each drop of water better than our mothers and sisters. This is why women led management of water supply is encouraged by involving them in testing of water samples, tariff collection and operation and maintenance of water supply schemes. All Rural Schools, Anganwadi Centres and Healthcare Institutions have been provided tap water connections.
  20. The government has placed healthcare at the forefront of its development agenda, recognizing it as a fundamental pillar for the well-being and prosperity of its citizens. Significant strides have been made to transform the healthcare landscape through comprehensive and targeted initiatives. Implementation of Universal Health Insurance Coverage, AB-PMJAY SEHAT, has revolutionized healthcare, by extending the benefits of the flagship health insurance scheme to 19.02 lakh additional families. Till date, 85.50 lakh golden cards have been issued and 251 hospitals have been empanelled, which have provided treatments amounting Rs. 2,334 Crores.
  21. Robust Public Health infrastructure with more than 4000 health facilities, with mega projects like setting up of two AIIMS, two State Cancer Institutes and two Bone and Joint Hospitals have ensured that citizens of Jammu & Kashmir receive cutting-edge healthcare without having to travel long distances. AIIMS Jammu was inaugurated by the Hon’ble Prime Minister in February, 2024 and AIIMS Kashmir shall be completed by November, 2025. New building of Bone & Joint Hospital, Srinagar is also expected to be completed shortly. 07 New Government Medical Colleges are being established with total outlay of Rs. 1,595 crore. A fleet of 489 geo-tagged Ambulances has been integrated with online 108/102 ambulatory services.
  22. With the help of various initiatives such as Health and Wellness Centers established in villages and remote areas, Ayushman Bharat Digital Mission, Tele-Radiology, Tele-MANAS, e-Sanjeevani, and Ayush Arogya Mandir, we have successfully brought health indicators on par with those of developed states in the country. Unique health IDs for 8.9 million citizens have been created. Life expectancy at birth has reached 74.3 years, the highest in the country after Kerala and Delhi. In the next 5 years, the government's primary focus will be on strengthening geriatric centers and providing special care for the treatment of chronic diseases. Wellness policies will be developed for schools, colleges, government departments, and hospitals. The expansion of telemedicine services for intensive care units and the exploration of artificial intelligence in health services are also being considered.
  23. Education is important for overall development of the students and the administration is making every possible effort to make Jammu and Kashmir the educational hub of the country. Jammu, the city of temples, is the first city in the country where all premier educational institutions - IIM, IIT, AIIMS, IIMC, and Central University are present. A total of 51 new degree colleges have been started. Jammu and Kashmir has taken the lead in implementing the recommendations of the National Education Policy. Initiatives like Design Your Degree and College on Wheels have given Jammu and Kashmir a new identity in the country and provided students with opportunities for experiential learning. To ensure the holistic development of the 'Amrit Peedhi,' 21st-century skills and innovation are being promoted in all institutions. These institutes shall emerge as flag-bearers of a new, scientific Jammu & Kashmir that showcases its exceptional talent on the world stage.
  24. The Government is committed to provide ‘Education to All’ with focus on bringing dropouts back to the schools and ensuring their retention and educational continuity. 46,000 out of school children have been brought to schools and mainstreamed to ensure universalization of education.
  25. Significant investments have been made to upgrade educational infrastructure, including the construction of new schools and colleges, as well as the modernization of existing institutions. Scholarship programs and financial aid have been expanded to ensure that students from economically disadvantaged backgrounds have access to quality education. Special initiatives have been launched to improve literacy rates and educational outcomes in rural and remote areas. In the education sector, efforts are being made to bridge the digital infrastructure gap. Most educational services have been made available online to ensure ease of access. In addition to the student feedback system, a new initiative called 'Vidya Samiksha Kendra' has been launched for a technology-driven and data-centric education system. ICT, CAL, and vocational labs have been operationalized in schools to develop scientific temper in children from an early age. Under the PM SHRI scheme, 396 schools are being upgraded.
  26. Jammu and Kashmir, renowned for its breathtaking landscapes, rich cultural heritage, and vibrant traditions, has seen a renewed focus on promoting tourism as a key driver of economic growth and cultural exchange. The government has undertaken extensive efforts to upgrade tourism facilities, ensuring world-class amenities for visitors. Initiatives like the development of new tourist circuits, adventure tourism, and heritage tourism have diversified the offerings, attracting a broader range of tourists. Special emphasis on preserving and showcasing the unique cultural heritage of Kashmir, including traditional crafts, music, and cuisine, has enriched the tourist experience. Additionally, digital marketing campaigns and international collaborations have positioned Jammu and Kashmir as a premier global destination. These comprehensive measures not only boost the local economy by creating employment opportunities but also foster a deeper understanding and appreciation of the region’s unparalleled beauty and cultural wealth.
  27. After the successful G20 Tourism Working Group meeting last year, the number of foreign tourists has increased by two and a half times. Events like Miss World pre-event, Formula-4 car racing, and freestyle football at Lal Chowk have helped establish the image of the new Jammu and Kashmir globally. The Tourism Sector in J&K has witnessed unprecedented growth. More than 2.11 crores tourist visits were recorded in the year 2023, as compared to 1.13 crores and 1.88 crores in the years 2021 and 2022 respectively. Besides, tourists from abroad numbered 55,000 in 2023, a 300% increase from the previous figures, which reflects that Jammu and Kashmir is gaining popularity as an international tourist destination. In the current year, 10,869,535 tourist visits have been recorded upto 30th June 2024.
  28. On the occasion of 10th International Day of Yoga (IDY) on 21st June, 2024, Hon'ble Prime Minister Shri Narendra Modi Ji led the International Yoga Day celebrations from Srinagar. Two-day Tourism Development Conclave was held at International Convention Centre, Srinagar, in which eminent personalities from film, tourism industry and social influencers participated. 46 lakhs people visited the Tulip Garden during the current season which is an all-time record. The Government has notified the new Jammu and Kashmir Film Policy 2024, which shall create a conducive environment for film-makers to shoot films in J&K. Over the last four years, more than 300 films and web series have been shot in Jammu & Kashmir. The Policy shall boost the local film industry and start-ups and promote activities in the Film Sector to establish Jammu and Kashmir as a hub of cinematic activities, attracting national and international film-makers.
  29. These events of global and national significance mark significant milestones in the visionary journey to establish Jammu and Kashmir as the most sought-after tourism destination. Such initiatives attract thousands of tourists which will boost local businesses, generate substantial revenue, support jobs and provide significant economic benefits to the Union territory.
  30. To maintain consistent growth, it is essential that rural areas have the same basic amenities as cities. Moving in this direction, the administration has renewed its focus on the development of rural areas. Through initiatives such as enhancing digital and physical connectivity, developing commercial institutions, creating marketing networks for rural entrepreneurs and artisans, providing equal opportunities for every poor family to advance, and achieving 100% saturation of all schemes, the administration has largely succeeded in fulfilling the aspirations of every section living in rural areas and achieving the goal of equality and prosperity.
  31. With the aim that everyone has a roof over their head along with access to water, electricity, toilets, and other basic amenities, 215,000 homeless poor families have been provided with permanent houses, and an additional 115,000 houses are targeted for construction in this financial year. In Jammu & Kashmir, by enacting a law to provide government land to the landless, 477 poor families have been allocated 5 marla of land, and permanent houses are being constructed for them under the Pradhan Mantri Awas Yojana.
  32. With the objective of providing effective and meaningful employment in rural areas for strengthening livelihood resource base and creating durable assets, the Union Territory has demonstrated a strong performance under Mahatma Gandhi National Rural Employment Guarantee Act in the fiscal year 2023-24. The UT has generated 374.86 lakh Person Days against an approved target of 375 lakh PDs, thus effectively mobilizing significant resources to enhance employment opportunities for 6.86 lakh households. The avowed aim of strengthening Gram Sabha involvement in the planning process and infusing grassroots-level engagement with powers of decision-making has been realized. The Rural Development Department has achieved a new milestone by making the Shri Amarnath Ji Yatra zero-landfill, litter-free, plastic-free, and sustainable. I would like to extend my heartfelt appreciation to all the sanitation workers and sanitation friends associated with this campaign.
  33. The administration has made earnest efforts to ensure a brighter future for our Kashmiri Pandit brothers and sisters. Out of the 6,000 government jobs allocated, 5,724 positions have already been filled. The construction of transit accommodation has been accelerated and the houses under construction will be completed by the end of this year. For the convenience of Kashmiri Pandit families, services like domicile certificates and migrant certificates are being provided online. To ensure 100% saturation of all schemes by the Central and UT administrations, the LG Special Governance Camp has been launched, which is also providing opportunities for youth entrepreneurship.
  34. The administration is firmly committed to the upliftment and dignity of every poor and marginalized section of society. Over the past five years, it has been ensured that no one is left behind on the journey of progress and prosperity. The Jammu and Kashmir Reservation Act has granted reservation to the OBCs, and the Jammu and Kashmir Local Bodies Act has provided them with reservation through the country's Parliament. The Pahari, Padri, Koli, and Gadda Brahmin communities have been included in the Scheduled Tribes category and given 10% reservation. The administration is continuously striving for the education, health, and empowerment of the new generation and women from marginalized sections.
  35. For providing Education and benefits of the modern society to Tribal Students who migrate with their families, more than 1,800 Seasonal Centres have been made functional, which cater to 32,000 Students of the Tribal Community. Nearly 200,000 children and youth from Scheduled Tribes are being provided with scholarships. Two hundred smart schools have been developed, and 41 girls' hostels, along with 71 Kasturba Gandhi Balika Vidyalayas, have been constructed. To instill the spirit of "Ek Bharat Shreshtha Bharat" among students, 200,000 students were sent on exposure-cum-learning visits to different parts of the country and various districts of the Union Territory. To preserve and promote the cultural and artistic heritage of Scheduled Tribes, a Tribal Research Institute and a Tribal Hostel have been established in Srinagar. Six Eklavya Model Residential Schools are now operational. Additionally, 29 Cluster Tribal Model Villages and 16 Tribal Milk Villages are being developed. Under the Pradhan Mantri Adi Adarsh Gram Yojana, 302 villages have been approved. Along with forest rights, they have been granted rights over forest products.
  36. Keeping in mind the challenges of urbanization, focused efforts have been made for the planned development of urban areas, the establishment of planned housing colonies, the improvement of basic urban infrastructure, and the provision of quality living and livelihood opportunities. Under Green Urban Mobility, 200 electric buses have been launched in the Jammu and Srinagar Smart Cities. The Smart City projects such as the Jhelum Riverfront, cycle tracks, pedestrian walkways, and laser lights have transformed the image of Srinagar. Apsara Road in Jammu has been transformed into a lively and thriving attraction. Where once Lal Chowk would fall silent after sunset, there is now hustle and bustle late into the night. The pictures of peace coming from these places have made the entire nation proud.
  37. Under the PM SVANIDHI scheme, more than 26,000 street vendors have been provided with financial assistance. Under the SVAMITVA scheme, drone surveys have been completed in 4,192 villages, covering 94.62% of the target villages. Bio-data based property cards have been distributed in three languages—Urdu, Hindi, and English—to 25,413 property owners across 851 villages, and the campaign is being carried out in mission mode in the remaining villages. Arrangements have been made to provide food to about 1 crore citizens every month. The administration has made a historic decision to enroll children born between 2011 and 2016 in ration cards, ensuring food security for 9 lakh children. Pension facilities are being provided to approximately 9 lakh beneficiaries and the administration has made an important decision that for beneficiaries aged 80 years or above, government employees will personally visit their homes for verification.
  38. Dear brothers and sisters, we are in the era of the green economy. To conserve the natural resources of Jammu & Kashmir, initiatives like "Ek Ped Beti Ke Naam," "Green Jammu Kashmir Drive," "Har Gaon Haryali," "Van Se Jal, Jal Se Jeevan," "Ek Ped Shaheedon Ke Naam," and "Plastic-Free Jammu Kashmir" have been launched. Efforts are also being carried out in mission mode to restore the purity and make the Dal-Nigeen Conservation areas, Ban Ganga, Jhelum, Doodh Ganga, Basantar, and Devika Rivers pollution-free.
  39. In the sports sector, world-class infrastructure has been developed to hone the skills of our youth. Multi-purpose indoor sports halls have been built in all districts, and 92 small Khelo India centers have been established. Two Khelo India Centers of Excellence have been set up in Jammu and Srinagar. Floodlights and synthetic turf have been installed in all stadiums. Before 2019, around 2 to 3 lakh young people were provided with opportunities to play throughout the year, but last year, a record was set by providing 8 million children and youth with opportunities in various sports disciplines. In the last financial year, 15 national-level games were organized. The recruitment process for 230 posts under the new sports policy is in the final phase and these positions will be filled by the end of this year. On the occasion of Independence Day, I would like to specially commend athletes like Rakesh, Sarita, Aamir Ahmad Bhat, Rudraksh Khanna, Bhanu Pratap Singh, and Abhishek Jamwal, who have brought glory to the nation with their outstanding performances.
  40. The government is steadfast in its commitment to uplifting vulnerable communities in Jammu and Kashmir, striving to ensure that no one is left behind in the region's journey towards progress and prosperity. Comprehensive policies and programs have been implemented to address the unique challenges faced by these communities, focusing on inclusive growth and social equity. Initiatives such as targeted financial assistance, skill development programs, and livelihood opportunities have been introduced to empower economically disadvantaged groups, enabling them to lead self-sufficient and dignified lives.
  41. There are moments in the history of a region which can change the course of its journey towards a glorious future. Today, Jammu & Kashmir is marching ahead with confidence towards the goal of peace and progress. It is the ultimate duty of every citizen not to let this historic opportunity go waste in realizing the dream of a strong and prosperous Jammu & Kashmir. We must work with dedication and zeal, with a sense of pride in our hearts to build a brighter tomorrow.
  42. Come, let us take a pledge to follow the ideals of our founding fathers and build a Jammu & Kashmir, which will contribute in the journey of 'Viksit Bharat'. Come, let us take a pledge today that together we will make Jammu & Kashmir synonymous with achievements so that it can set new records in the fields of education and entrepreneurship. I call upon our brothers and sisters of every religion to present a unique example of our unity and brotherhood to the world. Let us pledge together that we will build the edifice of a glorious Jammu & Kashmir on the strong pillars of holistic development which were laid in the past five years.
