• Calls for an end to five years of delays and employees hardship

SRINAGAR: The Employees Joint Action Committee (EJAC) has raised serious concerns over the prolonged delay in finalizing the merger of the Handicrafts and Handloom Departments. Despite the government's decision under Order No: 71-IND of 2020, dated 30-03-2020, the merger remains incomplete even after five years, causing widespread frustration among employees.

J&K EJAC President Wajahat Hussain Durrani emphasized that the delay has led to severe stagnation of posts due to the non-conduct of Departmental Promotion Committees (DPCs). Employees have repeatedly been informed that their promotions cannot proceed until the merger is fully implemented, effectively halting their career progression. This has resulted in low morale, professional insecurity, and growing resentment among employees who have dedicated years of service to these departments.

Notably, the Chief Secretary of J&K Mr. Atal Dulloo recently directed all departments to conduct DPCs regularly to prevent career stagnation. However, employees of the Handicrafts and Handloom Departments continue to be deprived of this right, with authorities citing the incomplete merger as the reason. This contradiction has caused unnecessary distress and confusion among the affected workforce.

In light of these concerns, EJAC strongly urges the Deputy Chief Minister Surinder Choudhary and the Chief Secretary Atal Dulloo to take immediate and decisive action to finalize the modalities of the merger and ensure its proper execution. The government must prioritize this issue to prevent further injustice to employees who have already suffered due to administrative inaction. A structured and transparent approach is needed to ensure the smooth functioning of these departments and to facilitate long-overdue promotions and career growth opportunities.

EJAC stands firmly with the employees of the Handicrafts and Handloom Departments and assures them of its unwavering support in their legitimate demand for justice. The government must act without delay to resolve this long-pending issue in the best interest of employee welfare and institutional efficiency.
