SRINAGAR: The Jammu & Kashmir Students Association (JKSA) on Tuesday has welcomed the timely intervention of the Indian Nursing Council (INC), New Delhi, regarding the long-pending issue of digitizing the Registered Nurse (RN) & Registered Midwife (RM) registration process in Jammu & Kashmir. The Association described the development as a significant step towards ensuring greater transparency, efficiency and accountability in the registration of nursing professionals across the Union Territory.
The issue was formally taken up by Shahid Shafi Rather, Media Coordinator of the Jammu & Kashmir Students Association, who highlighted the persistent hardships faced by newly graduated nursing students due to the outdated offline registration system. Thousands of nursing graduates have been compelled to wait for several months for the issuance of their RN & RM registration certificates, making repeated visits to the J&K Nursing Council office and facing unnecessary procedural delays.
The Association pointed out that these delays have adversely affected students' careers, preventing them from applying for employment opportunities, participating in recruitment processes, securing admissions for higher education, and obtaining professional registrations in other states. Many graduates have been left in a state of uncertainty despite successfully completing their nursing education.
Responding to the grievance, the Indian Nursing Council has informed the Government of Jammu & Kashmir that the progress made in implementing the National Registration & Tracking System (NRTS) in the Union Territory remains unsatisfactory. The Council has directed the concerned authorities to immediately operationalize the NRTS and ensure that online primary registration is made available to nursing graduates through the digital portal without any further delay.
The INC has further clarified that it has already extended all necessary technical assistance to facilitate the transition to the online system. This includes training officials of the J&K Nursing Council, facilitating the engagement of Data Entry Operators, and providing computers, printers and other essential infrastructure required for implementing the NRTS. The Council has urged the authorities to expedite the enrolment of all nurses under the portal to ensure a seamless, transparent and time-bound registration process.
Welcoming the development, Shahid Shafi Rather, Media Coordinator of JKSA, said that the intervention of the Indian Nursing Council reflects a strong commitment towards modernizing nursing administration and improving governance in the healthcare education sector.
"The implementation of a fully digital registration system is not merely an administrative reform; it is a crucial step towards protecting the careers and professional aspirations of thousands of nursing graduates. Timely issuance of RN & RM certificates will eliminate unnecessary delays, reduce bureaucratic hurdles, enhance transparency, and enable graduates to pursue employment and higher education opportunities without avoidable obstacles,"Â he said.
The Association expressed hope that the Health & Medical Education Department and the J&K Nursing Council will act expeditiously on the directions issued by the Indian Nursing Council and complete the implementation of the National Registration & Tracking System in a time-bound manner.
Association further emphasized that digitization of the registration process will significantly reduce administrative delays, minimize unnecessary physical visits to government offices, improve service delivery, strengthen record management, and bring Jammu & Kashmir in line with national standards being adopted across other States and Union Territories.
The Association urged the concerned authorities to implement the directions of the Indian Nursing Council in letter and spirit so that nursing graduates no longer have to endure avoidable hardships in obtaining their professional registration certificates. It reiterated that ensuring a transparent, efficient and technology-driven registration mechanism is essential for empowering healthcare professionals and strengthening the overall healthcare system in Jammu & Kashmir.
