NEW DELHI: The Telecom Regulatory Authority of India (TRAI) today issued the consultation paper on draftamendments proposed in‘The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024’seeking comments and counter comments of stakeholders.

In August, 2024, TRAI comprehensivelyreviewed the earlier QoS framework and notified consolidated regulation ‘The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024’ on 2^ndAugust 2024. The Regulations provide anupdated QoS framework for monitoring the quality of access and broadband services through technology-agnostic performance standards, strengthened reporting mechanisms, and measures to enhance transparency to the consumers. The regulation came into force on 1^st October 2024.

Based on the experience gained during the implementation of the Regulations, feedback received from stakeholders, evolving technological developments and the increasing consumer expectation for reliable and high-quality digital connectivity,it is considered necessary to address the issues identified during implementation and further enhance the effectiveness of the Quality of Service framework. Accordingly, it is proposed to amend certain provisions of ‘The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024’.

The consultation paper with draft notification ‘The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service (First Amendment) Regulations, 2026’has been placed on TRAIs website www.trai.gov.in,seeking comments and counter-comments from the stakeholders.

The written comments on the amendment proposed in the draft notification or any other relevant provisions of the regulations, and counter comments, if any, may be sent preferably bymail toadv-qos1@trai.gov.in, by 26^th August 2026, and 7^thSeptember 2026, respectively.

Dr. Ranjan was a rare and noble soul—humble, compassionate, intellectually brilliant and always willing to help others. A visionary thinker, he believed in using knowledge and abilities to make a meaningful difference. His influence lives on through the people he guided, the work he inspired and the countless lives he touched.

For me, he will always be the elder brother who believed in me and guided me with affection. I will cherish his kindness and lessons forever. May his soul rest in eternal peace. He will be deeply missed and never forgotten.

We at JK Monitor are profoundly saddened by the sudden demise of our Founding Chairman, Dr. Priya Ranjan. IN LOVING MEMORY Dr Priya Ranjan

A brilliant mind who studied at Netarhat Residential School and graduated in Electrical Engineering from IIT Kharagpur before earning his PhD from the University of Maryland, Dr. Ranjan chose to return to India and dedicate his life to teaching, research and social good.

His pioneering work in networked systems, AI, robotics and biomedical applications—especially computer-vision tools for early detection of cancer and heart disease—reflected his deep belief that advanced technology must serve humanity.

For more than 15 years at JK Monitor, he remained a loyal friend, mentor and collaborator, marked by rare humility, intellectual integrity and quiet generosity. His passing leaves a void that cannot be filled. Priya, you will be deeply missed. Your life continues to remind us that knowledge finds its highest purpose in the service of others.
