CHANDIGARH: The Federation of Self Financing Technical Institutions (FSFTI) has filed a Writ Petition in the Supreme Court of India seeking deferment of the newly notified Regulations, Norms, Guidelines and Standards under the National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021 for the Academic Year 2026–27.
Dr. Anshu Kataria, President, FSFTI & President, Punjab Unaided Colleges Association (PUCA) & Chairman, Aryans Group of Colleges, Rajpura Near Chandigarh said that FSFTI has submitted that introducing major regulatory changes during an ongoing admission cycle could create uncertainty for students, institutions and universities, particularly when several States are yet to constitute their State Allied and Healthcare Councils. The Federation has sought uniform and prospective implementation of the new framework from the next academic session.
Dr Kataria asserted that FSFTI supports reforms and higher academic standards, but their implementation must be uniform, transparent and prospective. Changes during an ongoing admission cycle can adversely affect students, institutions and universities. Our petition seeks an orderly transition while safeguarding the academic interests of lakhs of students.
Kataria mentioned that allied Healthcare has emerged as one of India's fastest-growing healthcare sectors, with over 2,500 institutions offering more than 2 lakh seats annually, playing a crucial role in strengthening the country's healthcare delivery system.
Adv Amit Sharma, Vice President, FSFTI said that Federation has prayed for deferment of the newly notified NCAHP norms by one academic year and uniform implementation across all States and Union Territories. It has also sought directions to IKGPTU and MRSPTU to continue affiliations, approvals and admissions for the current session, along with comprehensive regulations on land norms, approved intake and a national student database.
Dr Rev KVK Rao, General Secretary, FSFTI stated that the 2026–27 admission cycle has already faced disruptions and delays, making regulatory certainty particularly important. The Federation has urged the Supreme Court to allow substantial changes under the NCAHP framework to take effect from the next academic session to ensure a smooth and transparent transition.
