JAMMU: BJP Jammu & Kashmir State Secretary Pawan Sharma has welcomed the passage of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha, describing it as a historic and transformative reform that will safeguard the aspirations of millions of honest and hardworking students across the country. He congratulated the visionary leadership of Hon'ble Prime Minister Shri Narendra Modi Ji for taking decisive action against the growing menace of question paper leaks, organised cheating syndicates and examination fraud.

Pawan Sharma said that the Modi Government has once again demonstrated its unwavering commitment to transparency, meritocracy and zero tolerance towards corruption. He remarked that for years, paper leak mafias have exploited loopholes in the examination system, destroying the dreams of deserving students and undermining public confidence in recruitment and admission processes. The new legislation sends a clear message that those who play with the future of India's youth will face the harshest consequences under the law.

Highlighting the key provisions of the Amendment Bill, Sharma said that the law substantially strengthens the Public Examinations (Prevention of Unfair Means) Act, 2024 by introducing stringent punishments, time-bound investigations and speedy trials. He stated that the amended law provides, imprisonment of not less than five years, extendable up to ten years, along with a fine of up to ₹50 lakh for individuals found guilty of using unfair means in public examinations.

A fine of up to ₹5 crore for service providers involved in examination fraud, besides debarment from conducting public examinations for eight years. Imprisonment of five to ten years and a fine of up to ₹5 crore for directors, managers and persons responsible for service providers found involved in such offences. Stringent punishment for organised paper leak syndicates, including a minimum imprisonment of seven years, extendable up to ten years, and a minimum fine of ₹10 crore, making it one of the toughest anti-examination fraud laws in the country.

Constitution of Special Task Forces to investigate offences under the Act. Mandatory completion of investigations within two months, ensuring swift action against offenders. Establishment of Special Fast Track Courts in every State and Union Territory for speedy trial of offences under the Act. Appointment of Special Public Prosecutors and time-bound disposal of appeals, ensuring that justice is delivered without unnecessary delay.

Pawan Sharma said these provisions reflect the Modi Government's determination to completely dismantle organised paper leak mafias and ensure that merit alone becomes the basis of success in public examinations. He added that strict punishment, coupled with fast investigations and speedy trials, will serve as a powerful deterrent against those attempting to manipulate examinations for monetary gain.

He further observed that the legislation complements the Government's broader efforts to modernise the country's examination ecosystem through greater use of technology, enhanced digital security, institutional accountability and transparent recruitment processes. According to him, these reforms will significantly strengthen the credibility of examinations conducted by agencies such as the UPSC, SSC, Railway Recruitment Boards, NTA, IBPS and other public examination authorities.

Appealing to students, parents, educational institutions and society at large, Sharma urged everyone to support the effective implementation of the new law by remaining vigilant and reporting any attempt to compromise the sanctity of public examinations. He said protecting the future of India's youth is a shared national responsibility.

Concluding his statement, Pawan Sharma said that the passage of the Anti Paper Leak Bill 2026 marks another milestone in Prime Minister Narendra Modi Ji's vision of building a transparent, accountable and corruption-free India. He expressed confidence that the strengthened law will restore public faith in the examination system and ensure that every deserving student succeeds through hard work, honesty and merit.
