DIRECTOR ACB J&K EMPHASISES INTEGRITY, ETHICAL VALUES AND THE ROLE OF YOUTH IN COMBATING CORRUPTION
Addressing students representing various colleges affiliated with the University of Jammu, Shri Shakti Kumar Pathak, IPS, Director, ACB J&K, underscored the vital importance of integrity, transparency, accountability and ethical values in public life.
Emphasising the significance of this year's national theme, “Probity for Prosperity”, the Director highlighted that integrity and probity are not merely individual virtues but essential institutional values that determine the quality of governance and the overall development of society.
He encouraged students, particularly the younger generation, to adopt an uncompromising stance against corruption and actively contribute towards building a society founded on honesty, fairness, accountability and good governance.
He further stressed that young citizens have a pivotal role in shaping the future of the nation and must emerge as responsible stakeholders in the collective endeavour to establish a transparent, ethical and corruption-free administrative system.
The interaction was aimed at sensitising young minds about their responsibilities in promoting ethical practices, resisting corrupt conduct and strengthening public accountability, recognising that today's youth are the future pillars of a transparent, accountable and prosperous nation.
The underlying message of his address was aptly reflected in the guiding principle: “Integrity begins with an individual and leads to the prosperity of a nation.”
YOUTH PARLIAMENT: STUDENTS DELIBERATE ON THREE CRITICAL ISSUES OF PUBLIC GOVERNANCE
One of the principal highlights of the programme was the Youth Parliament Session, which provided a dynamic and participatory platform for young students to engage with issues of public importance and critically examine the functioning of key government departments.
A total of 35 interns representing different colleges, along with other participating members, including the Speaker, actively participated in the proceedings.
The session was designed to familiarise students with parliamentary procedures, democratic deliberations, constructive debate and the process of articulating informed opinions on matters concerning public service delivery and administrative governance.
It also sought to encourage critical thinking, analytical reasoning and a deeper understanding of public administration, institutional accountability and democratic decision-making processes.
During the proceedings, three substantive motions concerning the Revenue Department, Housing & Urban Development Department and Police Department were taken up for detailed deliberation:
1. Revenue Department:
“Whether Digital Transformation Has Made Revenue Services More Efficient and Effective?”
The motion focused on the role of digital transformation in improving revenue administration, streamlining service delivery and enhancing transparency through the digitisation of revenue records and related administrative processes.
2. Housing & Urban Development Department:
“Smart Jammu: A Reality or a Distant Dream?”
The motion examined the progress, implementation challenges and practical dimensions of the Smart Jammu initiative, while encouraging students to assess the extent to which the vision of a technologically advanced, efficient and citizen-friendly urban infrastructure is being realised.
3. Police Department:
“Cyber Crime: Is the Police Department Adequately Prepared for Emerging Threats?”
The deliberation centred on the growing challenges posed by cybercrime, the evolving nature of digital threats and the preparedness of the Police Department to effectively prevent, investigate and respond to emerging cyber-related offences.
Following comprehensive deliberations and exchange of views, all three motions, along with their accompanying resolutions, were put to vote.
The two motions concerning the Revenue Department and Police Department were passed by a majority vote, whereas the motion relating to the Housing & Urban Development Department was not passed.
The voting process provided students with practical exposure to parliamentary decision-making and democratic consensus-building, while reinforcing their collective responsibility to advocate transparent, accountable, responsive and citizen-centric governance, particularly in the functioning of the Revenue and Police Departments.
INTERACTIVE KAHOOT QUESTIONNAIRE SESSION GENERATES ENTHUSIASTIC PARTICIPATION
Further reinforcing the objectives of vigilance awareness through an engaging and technology-driven approach, an interactive Kahoot Questionnaire Session (Audience Poll) was organised as an integral component of the programme.
The session comprised 30 specifically designed questions covering three important thematic areas:
- Police Department: Cybercrime and emerging cyber threats.
- Housing & Urban Development Department: Smart City initiatives and related developments.
- Revenue Department: Digitisation of revenue records and digital transformation of revenue administration.
The interactive exercise witnessed enthusiastic participation from approximately 400 students and officials.
