JAMMU: The Jammu and Kashmir Border Area Development Conference (JK-BADC), an organization working for the welfare of border and tribal communities in J&K, has raised serious concerns over media reports highlighting the non-utilization of central funds meant for building bunkers for civilians in border areas.

Dr. Shazad Ahmed Malik, Chairman of JK-BADC and former Vice Chancellor, expressed disappointment, saying it is extremely unfortunate that nearly half of the funds provided by the central government for bunker construction in the past five years have not been used. According to reports obtained through the Right to Information (RTI) Act, the Government of India had approved Rs. 242.77 crore for this purpose between 2020 and 2025. However, only Rs. 129.68 crore has been spent.

Dr. Shazad pointed out that in Rajouri district, Rs. 78.05 crore was used, while Poonch saw spending of only Rs. 44.56 crore. Despite being the most affected areas due to cross-border firing, the construction of bunkers in these districts remains incomplete. This delay, he said, is endangering innocent lives year after year.

Referring to recent incidents of cross-border shelling under "Operation Sindoor", he stated that the tragic loss of life and injuries in Rajouri and Poonch could have been reduced if the bunkers had been ready. He called the failure to act not just negligence, but a serious lapse that must be seen as a crime against the people who live under constant fear without adequate protection.

Dr. Shazad demanded strict action against officials responsible for the delays and called for an immediate investigation and time-bound completion of the remaining bunkers. “Public money is meant to protect lives and should never be allowed to go to waste,” he said. JK-BADC urged the government to take the problems of border residents seriously and ensure they are no longer ignored. These families, who have lived under threat for decades, deserve proper shelter, dignity, and the government’s full attention.

Dr. Shazad assured the people of border areas that JK-BADC stands firmly with them and will continue to raise this issue at every platform until their safety and rights are secured. He also hinted to take the matter to the court of Law, if the government fails to take appropriate action into this serious issue.
