KUPWARA: In compliance to the directions of NALSA and as per the schedule for conducting Under Trial Review Committee Meetings for 2025, District Legal Services Authority (DLSA) Kupwara, under the aegis of the Jammu & Kashmir Legal Services Authority, convened its 1st Quarterly Under Trial Review Committee (UTRC) meeting today in the office chamber of the Secretary/ Sub-judge Kupwara.
The meeting, chaired by Khemraj Sharma, Additional Principal District & Session Judge (I/C Chairman DLSA) Kupwara, brought together relevant stakeholders from the judiciary, police, administration, and medical fraternity to address the crucial issue of ensuring fair and speedy justice for under trial prisoners and measures to expedite the legal proceedings. The committee reviewed the shortlisted 19 cases of UTPs falling within different categories specified in NALSA’s, Standing Operating Procedure for UTRC’s.
The meeting was attended by Moneer Ahmad, Sub-Judge/Secretary DLSA Kupwara; Additional Deputy Commissioner Kupwara, Rouf Rehman; Dy. Superintendent Kupwara, M Rafee Rather; Chief Prosecuting Officer Kupwara, Syed Jehangir; Sr. Prosecuting Officer, Masroor Ahmad; Chief Medical Officer Kupwara, M Ramzan; Executive Magistrate 1st Class Handwara and others.
The UTRC will continue to monitor the situation of under-trials and make recommendations of the inmates who fall within the categories laid down by the Supreme Court in the NALSA’s SOPs of UTRC. The committee will also work closely with the relevant stakeholders including the judiciary, the bar, and the civil society organization to implement effective solutions.
