SRINAGAR: Lieutenant Governor Shri Manoj Sinha today addressed Kisan Unnati Sammelan at Shalimar Campus of SKUAST Kashmir and launched 500 Kisan Khidmat Ghars (KKGs) across J&K. Dedicating the Kisan Khidmat Ghars to the farmers of Jammu Kashmir, the Lt Governor said the inauguration of 500 KKGs across J&K UT today under the Phase-I, is a significant milestone in J&K’s journey under the Holistic Agriculture Development Program.
“Kisan Khidmat Ghars will serve as one-stop service hubs, offering comprehensive support, from input supply to marketing and technological assistance to our farmers,” the Lt Governor said. Highlighting the UT Administration’s resolve for the welfare of farmers of J&K, under the leadership of Hon’ble Prime Minister Shri Narendra Modi, the Lt Governor informed that 1500 KKGs will be established in the second phase and works will be completed by end of this year.
“At the heart of this initiative is our commitment to empower 13 lakh farmer families, including nearly 3 lakh vulnerable and marginal farmers,” the Lt Governor said. Kisan Khidmat Ghars will bridge the gap in agriculture extension worker and farmer ratio and bring essential services directly to our farmers' doorsteps and taking extension network to the highest level up to the farthest corner of the UT, he observed.
The Lt Governor said the Kisan Khidmat Ghars equipped with modern IT systems will ensure efficient delivery of critical services such as input booking, soil health monitoring, plant diagnostics, market intelligence, and capacity building. He said the Centres will also enable farmers access to custom hiring services, Artificial Insemination, horticulture and institutional data ensuring that farmers have access to necessary and timely services.
At Kisan Unnati Sammelan, the Lt Governor also launched Kisan Khidmat Ghar mobile application, designed to provide comprehensive support to the farmers. “Our vision is to build a smart, technology-driven, and inclusive agricultural extension system that will transform the lives of farmers of Jammu Kashmir,” the Lt Governor said.
He said the KKGs and the mobile application will greatly enhance accessibility to information and services, leading to better decision-making and higher productivity. By integrating Internet of Things (IoT), Artificial Intelligence, and real-time data analytics, we are set to revolutionize our agricultural extension services, he added.
“Our commitment to transforming agriculture in Jammu Kashmir is unwavering. The launch of KKGs and the mobile application is a testament to our dedication to improving the lives of our farmers. This is just the beginning. As we move forward, we will continue to expand and enhance our services to ensure that every farmer in J&K benefits from these initiatives. Together, we will create a prosperous and sustainable agricultural future for Jammu Kashmir,” the Lt Governor said.
Farmers can use the Kisan Khidmat Ghar mobile application, for credit support, crop price forecasting, decision support, applying for government schemes, booking expert consultations, locating dealers, and accessing skilling courses, farming calendars, and guides. The Lt Governor commended the significant contribution of HADP Apex Committee, Ministry of Electronics and Information Technology, Bhaskaracharya National Institute for Space Applications and Geo-informatics, Agriculture and other stakeholder departments in implementation of Kisan Khidmat Ghar initiative.
He also reiterated the commitment of UT Administration and agriculture & allied departments to the effective implementation of HADP. Sh Atal Dulloo, Chief Secretary; Dr Mangala Rai, former DG, ICAR and Chairman, Apex Committee for Holistic Development of Agriculture & Allied Sectors J&K; Dr. Ashok Dalwai, Member Apex Committee and Sh S Krishnan, Secretary, Ministry of Electronics and Information Technology also spoke on the occasion and shared their valuable inputs on Holistic Agriculture Development Program and other key interventions in agriculture & allied sectors of J&K.
Agri-entrepreneurs associated with the Kisan Khidmat Ghars interacted with the Lt Governor and other dignitaries, and expressed gratitude to the Lt Governor led UT administration for providing them with the opportunity to serve the farming community and earn a livelihood for themselves as well. On the occasion, the Lt Governor initiated the grant of sanction letters worth Rs 48 crore to 764 beneficiaries across the UT under HADP.
Earlier, the Lt Governor visited the stalls put up by the Agri-entrepreneurs and farmers. He also inaugurated the Office of Mission Directorate of HADP and JKCIP, and released Handbook on HADP and Guidelines on Agriculture Credits.

JAMMU: BJP National General Secretary Tarun Chugh today blasted the Congress and regional political parties for putting J&K in a crisis situation. Addressing a series of meetings in Akhnoor region, Chugh said Prime Minister Narendra Modi has envisioned a new era of peace and development for J&K. He said the Congress & regional parties of Abdullahs and Muftis have been deliberately misleading the people and have been trying to foment anti national sentiments.
Chugh said the BJP workers must prepare themselves for the coming Assembly elections. It is time to defeat anti-national forces in J-K so that every person can enjoy the fruits of development and visionary policies of the Modi government. SRINAGAR: Principal Secretary Culture, Suresh Kumar Gupta today released the book “Caddle” on the sidelines of an impressive cultural event at Tagore Hall here. Director, Libraries & Research, J&K, Mohammad Rafi, senior officers from Department of Culture and School Education Department were present on the occasion. “Caddle” is a collection of poems written by budding writer Haya Zeeshan who is a class 10th student of International Islamic School, Humhama. Daughter of Valley’s leading Gastroenterologist and Hepatologist Dr Zeeshan Ahmad Wani, Haya Zeeshan said her book is about optimism and positivity in life.
“I was always fascinated by poetry and through this book I want the readers to realize that it is OK to lose people, because that makes you feel, which people are actually right for you,” Haya said and added that poetry is not just a process where you learn a few words, collect them, arrange them and put across, it is something that comes out from deep inside you.
She praised her parents, her family, her teachers and her friends for providing her unflinching support in her maiden endeavour as a writer. Suresh Kumar Gupta complimented the young writer for her work and said that it will inspire more young writers to make their debut in the literary field. “Caddle as not just a collection of poems, but a celebration of creativity, innovation, and the power of poetry,” he said. A large number of artists, writers, poets, cultural enthusiasts and people from different walks of life, who were present on the occasion, applauded Haya Zeeshan for her maiden literary initiative.
JAMMU: Leadership and Management Development Programme on Leadership in Panchayats for Effective and Accelerated Rural Transformation (Lead-ART) concluded at SBS, CUJ. This pioneering initiative aimed to equip elected representatives and senior officers with essential leadership and managerial skills to enhance rural policymaking and governance organised by the School of Business Studies, Central University of Jammu, in collaboration with the Department of Rural Development & Panchayati Raj, Government of J&K under the patronage of Prof. Sanjeev Jain, Hon’ble Vice Chancellor, Central University Jammu.
With a view to enhance the leadership capacity at the grassroots and to give an impetus to the strengthening and capacity building of Panchayati Raj Institutions across the UT of J&K Department of RD & PR has conceptualized a programme for leadership development among the Panchayat Leaders who are leading the change at the grassroots level under the supervision of Dr. Shahid Iqbal Choudhary, IAS, Secretary, Department of Rural Development and Panchayati Raj, UT of J&K for infusing professional leadership skills. Under this initiative the Department of RD & PR in collaboration with SBS, CUJ organised the Programme for beneficiaries for developing leadership skills among the Panchayati Raj representatives for better and informed decision making and governance.
The first batch of 30 participants included DDC Chairpersons/Members and BDOs of RD & PR and were trained in various modules on Leadership and Teamwork, Financial Management and Panchayat Finances, Effective Communication, Project Management and Monitoring, Digital Transformation, ICT, Creativity and Innovation for Village Development and more were covered by galaxy of eminent experts to instil confidence among participants and equip them with requisite skills to usher in a new era of grassroots governance.

SRINAGAR: Chief Secretary, Atal Dulloo today held a meeting of Wular Conservation & Management Authority (WUCMA) to make assessment of the measures taken for cleaning and beautification of the waterbody besides increasing tourist footfall to the largest fresh water lake in the country. Besides ACS Forest Department, the meeting was attended by Chairman, JK Pollution Control Committee; Secretary, R&B; Chief Executive Director, WUCMA; DC, Baramulla/Bandipora besides other concerned officers.
The Chief Secretary took this occasion to impress upon the Authority to make strenuous efforts to cleanse the whole lake area besides acting tough against the encroachers. He also enquired about the beautification works executed by the Department to increase footfall of tourists to this lake. He exhorted upon the lake authorities to pace-up the ongoing works besides creating other facilities there to woo the tourists.
Dulloo maintained that the water body is a picturesque location studded with many of the popular sites in its periphery. He observed that the place has a great potential for development and could come-up as a great tourist attraction in the valley. He told the DCs to give assistance to the lake Authority to make it best location in terms of facilities and scenic beauty existing there.
On this occasion, the ACS Forests, Dheeraj Gupta, remarked that the Department has taken several steps to improve the overall ecosystem of the lake. He also gave out that the three focus areas for the Department are Dredging whole lake area, updation of management plan and tourism promotion to bring livelihood to the locals residing there.
It was revealed that the JKPCC is continuously monitoring the pollution levels in the lake and suggesting measures to tackle it. It was made out that the solid waste management is given the prime focus for the same is the primary detriment for the lake waters.
It was further disclosed that the total lake area is around 130 sqkms and the entire periphery of 84 kms has been demarcated by geo-tagged boundary pillars. It was added that so far 11 kms of vulnerable boundry has been consolidated by bunds/chain-link fencing and this year, the Department is contemplating to cover 15 more kilometers of such boundary to evict the encroachers.
Moreover, it was revealed that 5 sqkms of lake area has been dredged so far at a cost of Rs 196 Cr and 22 sqkms more critically silted area is to be dredged now. It was said that a revenue based model is being worked out to take the task towards completion. Regarding the generation of livelihoods through tourism promotion, it was given out that construction of 2.5 kms non-motorable walkway is under execution through R&B Department which is expected to be completed by October this year.
The meeting was further apprised that a Delta Park at Baniyari and Dyke Park at Garoora are also under progress. The installation of water fountains near vantage are going to be completed this year along with extending the walkway by another 2.5 kms upto Vantage from Naz Nallah and developing Watlab, Adipora-Ninglee cycle track.
Regarding the pollution control measures it was given out that installation of 5 real time water quality monitoring system through JK PCC/ DEERS would be commissioned during this year. In addition, out of 23 inlets that bring water, 6 are prioritized for treatment using artificial wetlands technology. WUCMA is partnering with RUDA for Solid waste management which will include collection, segregation and disposal of solid waste on scientific lines. In the first phase, 3 villages (S.K Payeen, Garoora and Zurimanz) are taken as pilot during the current year, the meeting was informed.
