JAMMU: Divisional Commissioner Jammu, Ramesh Kumar, today chaired a meeting to assess the safety and proper functioning of Private Tuition/ Coaching Centres operating in Jammu Division. The meeting was attended by Commissioner Jammu Municipal Corporation, Deputy Commissioner of Jammu Division, Vice Chairman Jammu Development Authority, Director School Education, Joint Director, Fire and Emergency Services and other concerned.
At the Outset of the meeting, the Div Com sought the details of all the coaching centres and private tuition institutes operating in all the districts of Jammu from the concerned District Administrations. The Div Com constituted a committee in every district headed by Additional Deputy Commissioner of the respective districts who will submit a detailed report on the functioning and safety of Private Tuition/Coaching Centres in seven days.
The members of the Committee were directed to visit and inspect all such coaching centres operating in their districts. The committee will assess the coaching centres on adequate safety features, adherence to building regulations and norms, fire systems, space, CCTV and emergency exits besides other important parameters. The Div Com said that safety and security of all the students who come for studies and taking tuitions in the coaching centres is paramount.
RAJOURI: A review of the traffic challenges in Rajouri-Poonch Range was held by the Deputy Inspector General of Police traffic Jammu Range at Conference Hall, DPL Rajouri. In addition, the proposed deployments for the forthcoming Shri Budha Amarnath Ji Yatra- 2024 were also discussed threadbare. Deputy Inspector General of Police, Traffic, Dr. Haseeb Mughal, visited district Rajouri and chaired a meeting with officers and officials of traffic police Rajouri and Poonch. He was accompanied by SSP traffic Rural Jammu, Vinay Kumar Kullar.
A welcome address was given by DySP traffic Rajouri – Poonch, Nawaz Ahmed in which senior officers were welcomed and briefed about day to day functioning of traffic police. The challenges and issues of traffic police in general were also brought to notice of the senior officers. Besides this, achievements during the year were also highlighted. During the meeting, the officers and officials were asked to put forward their grievances and field challenges.
The problems regarding the working of e-challaning machines, bike riders, road issues and personal-welfare issues were raised on the occasion. The issues were listened patiently by DIG and noted for early redressal besides some issues were resolved on the spot. Besides that, issues related to parking slots in Rajouri, increased percentage of e-auto rickshaws and traffic booths in towns were also discussed.
SSP Traffic rural Jammu, Vinay Kumar Khullar, while speaking stressed on discipline, right code of conduct while performing duties. He briefed the officers to put focus on quality challaning specially on overloading, overspeeding, drunken driving and use of Mobile phones while driving.
DIG Traffic, Dr. Mughal imparted necessary directions to all the officers and jawans regarding Traffic Policing and challenges ahead. He advised the officers and officials to maintain personal security and security of fellow officials. He emphasised the need to keep a high vigil around and contribute actively in maintaining overall peace in the area. Directions were also imparted on officers and officials for maximising the use of electronic gadgets and body worn cameras when on duties and also stressed on people friendly policing and emphasized on engaging religious, community heads, NCC and others for traffic rules awareness in public.
Lastly, he briefed in detail to officers and officials regarding upcoming SBANJY 2024 and directed all to gear up for Yatra duties. A successful and smooth yatra convoy movement is required on part of Traffic Police and especially cut off timing be maintained at each stop/Langer points. He stressed upon the Traffic Police officers to maintain a close coordination with District Police and other sister agencies for a better sense of Traffic on roads.
SRINAGAR: In a significant move, the Administrative Council which met here under chairmanship of the Lieutenant Governor Shri Manoj Sinha approved the revised policy for delineation of lands recorded as Gair Mumkin Khads in revenue records. Rajeev Rai Bhatnagar, Advisor to Lieutenant Governor, Atal Dulloo, Chief Secretary, Dr Mandeep K Bhandari, Principal Secretary to Lieutenant Governor were present in the meeting.
The policy is aimed at segregating khads from khads which do not form water course thus allowing for subsequent development of segregated lands. This decision is an amplification and simplification of earlier Administrative Council Decision No. 17/01/2022 Dated 29.01.2022 and subsequent Government Order No. 18-JK(Rev) of 2022 dated 04.02.2022 vide which a 3-Tier Committee was empowered to carry out the delineation/demarcation exercise in this regard.
Under the new scheme of things, the procedure has been decentralized, empowering the Deputy Commissioner to carry out delineation based on the District Level Committee's recommendation, regardless of the size of the land involved for State Land. For private lands, the Deputy Commissioner can delineate up to 200 kanals per Khasra on the recommendation of the District Level Committee, while the Divisional Level Committee and Divisional Commissioner can delineate 200-500 kanals per Khasra. All other proposals will be approved by the UT Level Committee.
This decentralized approach will ensure efficient, transparent, and timely delineation. The process will be conducted simultaneously in various districts using modern and scientific technologies like Digital Elevation Model/Digital Terrian Model and Hydrological/Hydraulic Modelling etc. This decision is expected to lead to substantial industrial expansion and attract new investments. Additionally, it serves as a crucial step towards planned urban development in the segregated areas.
SRINAGAR: Justice Tashi Rabstan, Chief Justice (Acting), High Court of J&K and Ladakh today inaugurated the Alternate Dispute Resolution Center Leh through virtual mode in presence of Justice Atul Sreedharan, Judge High Court of J&K and Ladakh and Executive Chairman Ladakh Legal Services Authority.
In his inaugural address, Justice Tashi Rabstan, appreciated the timely completion of the work by the executing agency and the support and cooperation rendered by the Administration of UT of Ladakh in completion of all the ongoing projects relating to judicial infrastructure.
He expressed the hope that the ADR Center will prove to be a milestone in the justice delivery system. Justice Tashi Rabstan further stated that physical infrastructure is crucial for a nations economic and social development.
Present on the occasion were Shahzad Azeem, Registrar General, High Court of J&K and Ladakh, M.K Sharma, Principal Secretary to Chief Justice and other officers of the Registry of High Court of J&K and Ladakh through virtual mode and S.K. Bhagat Administrative Secretary, Law and Justice UT Ladakh, Spalzes Angmo Member Secretary, LLSA/ Principal District and Sessions Judge Leh, Judicial Officers, Abdul Mutalib Chief Engineer PWD, Dorjay Gyatso, Suptt. Engineer PWD, Nawang Norboo, Sr. PO. alongwith his team, Mohammad Shafi President Bar Association, Leh alongiwth with Bar Members, Legal Aid Defense Counsels, Staff Members, Panel Lawyers and PLVs through physical mode.
The programme commenced with formal welcome by Spalzes Angmo, Member Secretary LLSA/ Principal District and Sessions Judge Leh, whereas, vote of thanks was proposed by Mohammad Shafi President Bar Association Leh. The programme was coordinated and conducted by Phuntsog Angmo, Secretary DLSA Leh.
SRINAGAR: A special camp was organized by the Jammu and Kashmir Housing Board today under the supervision of Commissioner Secretary, Housing & Urban Development Department, Mandeep Kaur. The camp, held at the Camp Office in Bemina, aimed to address public grievances related to plot transfers, leasehold rights, and other housing matters.
Managing Director of the Housing Board, Ashish Kumar Gupta oversaw the camp's operations. The camp, which will run until August 3rd aims to provide assistance with various issues such as the transfer of plots, extension/conversion of leasehold rights, NOC for conveyance deed, NOC for sale deed, and more.
This initiative allows the public to directly engage with officials to promptly address their concerns. The first day saw a significant number of applicants visiting the office and sought information and collected documents for the transfer of plots and other related matters.
The Housing Board officials promptly addressed most of the issues on the spot, providing guidance for resolving any remaining concerns. The Managing Director encouraged allottees/ lessees and the general public to take full advantage of this opportunity. Furthermore, he expressed that similar special camps will be organized in the future, providing hope and reassurance to the public.
