JAMMU: In view of disruption of potable water supply due to incessant rains and flood, District Magistrate Jammu Dr Rakesh Minhas today invoked Section 163 of the Bhartiya Nagarik Suraksha Sanhita- 2023, to regulate the operation of private water tankers. The step has been taken to safeguard public health and ensure equitable distribution of drinking water.
As per an order issued by the DM, all private water tankers operating within Jammu District have been immediately prohibited from independently supplying or selling water to any household, commercial establishment or institution. All such tankers stand requisitioned by the District Administration and placed under the control of the Jal Shakti (PHE) Department for regulated distribution.
Owners and drivers of private tankers operating within Jammu Municipal Corporation limits have been directed to report to Er. Vineet Nanda, AEE, Company Bagh (9419182053). Those operating outside JMC limits are to report to Er. Kulwant Singh Chib, XEN, PHE Mechanical (Rural Division) Jammu (9419137260) without delay. Fuel charges for requisitioned tankers will be borne by the District Administration, JMC and Jal Shakti (PHE) Department.
All private borewells used for filling tankers in Jammu District have also been requisitioned and placed under the control of the Jal Shakti (PHE) Department. Sub-Divisional Magistrates (SDMs) have been instructed to immediately identify at least 25 borewell filling stations in their areas and submit the details to the Technical Officer, SE PHE Urban Circle, Jammu.
The SDMs have also been directed to identify individuals and establishments running private tankers in their jurisdictions and hand them over to the Jal Shakti (PHE) Department. The Senior Superintendent of Police (Traffic), City Jammu, has been directed to impound any tanker found operating without an official duty slip issued by the Jal Shakti (PHE) Department.
Strict enforcement of this order will be ensured by all SDMs, XENs, Tehsildars and SHOs within their respective jurisdictions. Any violation will invite penal action under the Bhartiya Nagarik Suraksha Sanhita, 2023, and other applicable laws.
Deputy Commissioner Dr Rakesh Minhas said that the move aims to ensure that there is no exploitation, no overcharging and no supply of unhygienic or unfit water. He appealed to the citizens to cooperate with the administration in safeguarding public health and ensuring fair distribution of water during this crisis.
