JAMMU: ACB Jammu registered a formal case FIR No. 09/2025 u/s 5(1)(c) (d) r/w section 5(2) of J&K PC Act, Svt. 2006 & section 120-B RPC at P/S ACB Jammu against (1) M.S. Choudhary, then Director Tribal Affairs J&K, (now retired), (2) Shanaz Akhtar Malik, Catalog Computers, Auquaf Complex Jammu, (3) Humera Banu & Firdous Ahmed, Chirag Institute of IT. Channi Himmat, Jammu (4) Sham Lal Targotra, JKS-Industrial Training institute (ITI), Jindar Mehlu, R.S Pura, (5) Jaffer Hussain Wani, Ever Green Institute of Computer Technology, Shastri Nagar Jammu, (6) Parshotam Bharadwaj. Global Institute of IT, Janipur Jammu, (7) Smt. Ramneek Kour, Pankaj Memorial Charitable Trust for Education and Research, Rajpura Subash Nagar, (8) Puneet Mahajan, Supertech (India) Computer Education, Talab Tillo and others, into the allegations of gross violation of guidelines and releasing of crores of rupees to un-recognized institutes for un-recognized courses while implementing Post Matric Scholarship, Government of India, sponsored scheme entitled for ST candidates.
During the course of verification conducted into the matter, it revealed that the GOI launched post matric scholarship scheme to ST candidates to complete their education by way of providing financial assistance in the shape of scholarship amounting ₹18,000 per student plus ₹2300 maintenance allowance. The objective behind PMS scheme was to provide financial assistance to ST students studying at post matriculation or post-secondary stage to enable them to complete their education and reimbursement of compulsory fee to students charged by recognized Institute. The private institutes situated at Jammu District managed documents of ST students of far-flung areas and submit same to the office of Directorate of Tribal Affairs, but the officers/officials of Tribal Affairs Department without checking the genuineness of institutes as well as infrastructure/course contents provided by institutes, even without ensuring the end use of scholarship amount, disbursed the scholarship fee worth crores during 2014 to 2018 directly in the bank accounts of these Institutes.
Verification further reveals that the students against whom payment released neither sought admission nor attended the free computer course. Some of students though sought admission under the above said scheme but never attended or partially attended the said computer course. However, the benefit in the shape of full tuition fee was credited to the accounts of different computer institutions. Furthermore, one of the institutes, in order to increase the strength, managed the documents of ST students of far-flung areas and filled scholarship forms on their names. Moreover, some fake bank accounts were opened for ST students without their consent and knowledge, as it was mandatory to fill account number in the form for crediting maintenance allowance directly in the accounts of students. Even few institutes were not having proper accreditation with NIELIT, but the fees were disbursed accordingly etc
By acting in this manner, the officers/officials of Directorate of Tribal Affairs Department, by sheer abuse of their official positions and in criminal conspiracy with owners of Institutes/beneficiaries, by way of manipulating records as well as violating guidelines of Post-Matric Scholarship Scheme, misappropriated huge amount of Government funds worth crores during the year 2014 to 2018, as a result of which a huge loss has been caused to the Government exchequer.
Further investigation in the case is going on.
SRINAGAR: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo, today held a meeting to discuss the issues raised during her recent visit to various constituencies of Anantnag, Kulgam and Srinagar districts. The meeting was attended by Deputy Commissioner Kulgam, Athar Amir Khan; Deputy Commissioner, Srinagar, Dr. Bilal Mohiudin Bhat and Deputy Commissioner Anantnag, Syed Fakhruddin Hamid.
The Minister discussed various on-ground issues raised by the general public during her constituency tours to districts of Anantnag, Kulgam and Srinagar. While discussing some pressing civic and development concerns shared by the residents, like irregular power and water supply, delayed disbursement of welfare schemes, road conditions as well as issues related to rural development, the Minister stressed upon the Deputy Commissioner’s to address the same at the district administration level. She asked them to be more responsive while dealing with the issues and concerns of public importance.
She called upon the officers for organising regular public interaction and grievance redress camps at block and tehsil level, highlighting that timely action and accessibility of officers to public are key for enhancing public faith in administrative system. The Minister further said that consistent communication between the administration and public is key towards ensuring seamless delivery of public services. The Deputy Commissioners assured the Minister of their commitment towards improving the service delivery and prompt redress of genuine public issues and concerns.
UDHAMPUR: Lieutenant Governor Shri Manoj Sinha today flagged off the 'Physics Bharat Yatra' from Udhampur. In his address, the Lieutenant Governor lauded the excellent initiative being spearheaded by Indian Association of Physics Teachers (IAPT) and the National Anveshika Network of India (NANI) under the leadership of eminent physicist Padma Shri Dr HC Verma to foster experimental science learning and igniting curiosity, creativity and scientific temper among students.
The Lieutenant Governor observed that the Physics Bharat Yatra covering every district of India, will unify diverse regions under a shared mission to revive the joy of learning science. He extended his felicitations and best wishes to everyone associated with the visionary and transformative journey aimed at connecting a network of schools, educators and learners through immersive interactions.
“When science is deeply woven into the fabric of society, it not only fosters innovation but it can also significantly shape the direction of a nation by improving the quality of living for the entire society,” the Lieutenant Governor said. The Lieutenant Governor highlighted that, in the past one decade under the leadership of Hon'ble Prime Minister Shri Narendra Modi, the thinking of India towards Aatmnirbharata has changed.
“Our scientists know that India cannot depend on others to defend her. We have developed our own indigenous capabilities and our successful attack is a symbol of resurgent India,” the Lieutenant Governor said. The Lieutenant Governor attributed the success of Operation Sindoor to India’s indigenous defence capabilities, innovations in defence sector and technological advancements.
“Operation Sindoor has shown India's scientific might. It has demonstrated that our scientists, defence personnel and jawans are second to none in the world. This victory is a tribute to their dedication. It is also a vindication of our steadfast commitment to self-reliance. India's military might is proof of our Scientist's determination to comprehensively strengthen the national security and also put our economy on the growth trajectory. Our scientists are unwavering and determined to make historic strides in new areas of science and technology,” the Lieutenant Governor said.
The Lieutenant Governor, in his address, emphasised on capacity building of science teachers and bringing the new scientific advancements to the classroom and lab. He urged the teaching community and educational institutions to provide the young researchers with a bigger canvas and bigger goals for experiments. The Lieutenant Governor also called upon the Indian scientists and engineers making valuable contributions all over the world to consider returning home. He said, the conditions are now favorable for pioneering inventions and they can significantly contribute to India's scientific and economic leadership.
“The confluence of Science, Spirituality, and Sanskar has powered India’s dominance globally. We are strategically investing in scientific and technological advancement to make India a leading global scientific power. Our scientists, innovators and researchers are determined to reclaim the ancient glory and build a developed India by 2047. It is our national resolve,” the Lieutenant Governor further said.
Padma Shri Dr HC Verma shared the vision and objective behind Physics Bharat Yatra. He said, the initiative aims to promote experiential and hands-on learning, and encourage the people, especially the youth to make Science a part of their day-to-day life. On the occasion, the Lieutenant Governor also inspected the Physics Exhibition showcasing the students-led models and experiments.

SRINAGAR: Jammu and Kashmir exhibited remarkably outstanding performance at the Khelo India Beach Games 2025, clinching a total of 9 medals including 5 gold, 1 silver and 3 bronze besides earning widespread praise from dignitaries and sports enthusiasts. Union Minister of Youth Affairs and Sports, Dr. Mansukh Mandaviya, congratulated the J&K contingent for their outstanding dedication towards nurturing sporting talent and a culture of excellence during the vibrant closing ceremony held at the INS Khukri Memorial in Diu.
Union Minister of State for Sports and Youth Affairs, Raksha Nikhil Khadse, hailed the Games as a landmark event, stating, “our young athletes have truly lit up the shores of Diu with their brilliance, ushering in a new era for Indian sports.”
Jammu and Kashmir’s athletes made a strong impact across the disciplines. The team emerged as overall champion in the men’s pencak silat category and secured third place in the women’s category, contributing significantly to J&K’s impressive 4th place finish among 30 States and Union Territories, one of the region’s best performances at a national multi-sport event.
The Games, hosted at Ghoghla Beach in Diu, featured over 1,350 athletes competing in six medal sports including beach soccer, volleyball, sepaktakraw, kabaddi, pencak silat, and open water swimming alongside demonstration events such as mallakhamb and tug-of-war. J&K’s gold medal winners were Saaliq Farooq, Adeeba Gulzar, Muskan Shaban, Sajad Beigh and Tawzeeh Mujeeb. Silver was secured by Jibran Masood while Ravees Ahmad, Ruqaya Manzoor and Sarfaraz Ali took home bronze medals.
The J&K beach volleyball team also showcased exceptional skill, defeating hosts Dadra and Nagar Haveli and Daman and Diu, as well as Chhattisgarh, in their matches. The J&K contingent was led by Divisional Sports Officer and their participation was sponsored by the J&K Sports Council.
Minister for Youth Services and Sports, J&K, Satish Sharma, congratulated the athletes and their coaches for their exemplary performance. He reiterated the government’s commitment towards transforming Jammu and Kashmir into a centre of sporting excellence. “Ongoing improvements in sports infrastructure and regular coaching camps are key to our athletes’ success on national stages,” he said.
Secretary, Youth Services and Sports, J&K, Sarmad Hafeez, extended his congratulations to the team for their spirited performance and expressed gratitude to Union Minister Dr. Mansukh Mandaviya for his encouragement and continuous support in strengthening sports in the region. Secretary J&K Sports Council, Nuzhat Gul, also applauded the athletes and coaches, affirming that Jammu and Kashmir is progressing steadily on the path of sporting excellence.
JAMMU: The District Administration Jammu has begun preparations to implement major tribal welfare programs under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), scheduled from June 15 to June 30, 2025. Additional Deputy Commissioner Jammu, Ansuya Jamwal, shared this update through a video message on the district administration’s social media accounts. “Jammu district is gearing up to initiate activities under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan and PM JANMAN schemes as part of the Government of India’s tribal empowerment initiative,” she said.
The administration is in the process of outlining programs focussing on health services, education, Anganwadi improvements, sanitation and livelihood development in tribal villages across the district. Ground level preparations have begun to facilitate smooth and effective delivery of benefits to tribal communities.
During the two-week campaign, special camps are expected to be organised for health screenings, Aadhaar seeding for direct benefit transfers and distribution of key documents like caste and income certificates. Departments such as Health, Social Welfare, Education and Rural Development will collaborate to implement these activities. Community awareness initiatives will also be taken up to encourage participation from tribal population. The administration aims to ensure targeted interventions in line with the objectives of both flagship programs.
“We are in the preparation phase. We are committed. Together with our tribal citizens, we aim to build a more inclusive and empowered future,” ADC Ansuya Jamwal stated. The district administration confirmed that detailed planning and coordination will continue in the coming days to ensure the successful rollout of the campaign and to maximise its reach and impact among tribal populations in Jammu district.
