SRINAGAR: The Department of Horticulture J&K has bagged first prize at International Agriculture & Horti Expo-2024 at Pragati Maidan, New Delhi. The Department of Horticulture J&K had participated in the International Agriculture & Horti Expo-2024, the mega exhibition which was held at Pragati Maidan New Delhi, w.e.f. 20th to 22nd July 2024.
The 3-day exhibition aimed to focus on Agricultural and Horticultural Advancements and International Trade; Protected Cultivation (Greenhouse), Irrigation & Farming Technologies; Organic Farming and Fresh Fruits, Vegetables, Cereals etc.; Hi-tech Seeds, Fertilizers & Pesticides; Processed Foods & Post Harvest Technologies; Agri Finance, Insurance & Research Institutes; Cold Storage & Technologies. Concurrent shows ‘Farmers Workshops’, World Organic Expo, Food & Technology Expo Govt. Achievements & Schemes.
The Departmental stall was installed in the said Expo, to showcase various fruit cultivars being cultivated in Jammu and Kashmir. A large number of people visited the stall during three days. The exhibits of fresh and dry fruits displayed at the stall invited the attention of visitors as well as the management of the expo.
At the valedictory session of the expo, the participation of Department of Horticulture, Govt. of Jammu and Kashmir was declared spectacular and adjudged most attractive among all the stalls of the expo and has got first prize in the International Agriculture & Horti Expo 2024.
JAMMU: Tightening its noose on the traffic violators of district Jammu, RTO Jammu, Pankaj Bhagotra, suspended 153 driving licenses and issued notices to around 403 violators during the last 02 days. The 153 Driving Licenses have been suspended as per the recommendations of different enforcement agencies/ teams and 250 more Driving Licenses are under process for suspension and will be suspended after completion of notice period.
Meanwhile, the enforcement teams of RTO Jammu laid Nakas regularly at different locations in Jammu district viz. Bhagwati Nagar, Tawi 4th Bridge, Near Railway Station Jammu and Jammu-Akhnoor Road to monitor complaints of overcharging during ongoing Shri Amarnath Ji Yatra. The main focus of the last two day's drive was overloading and overcharging by Passenger Vehicles particularly e-Autos and e-rikshaws carrying Amarnath Pilgrims and vehicles plying with expired documents.
During the last 02 day's enforcement drive nearly 265 vehicles, which includes 2-Wheelers, Taxi/ Maxi Cabs, e-Rikshaws, e-Autos and Three Wheeler (Passenger) etc. were checked for various offenses viz. Route Permit violations, RC violations, Overloading, without Seat Belt, Without Helmet, without SLD etc. out of which 90 vehicles e-challaned.
A fine of Rs. 1,10000 (Rupees one lakh ten thousand) was imposed on violators during these drives. In addition to issuing Challans, the overloaded Passenger Vehicles were offloaded on spot and vehicles were arranged for the extra passengers for their respective destinations.
The drives are being widely appreciated by the pilgrims and have shown RTO's commitment to fair practices and regulatory standards. The public/commuters were encouraged to report any malpractice with the Motor Vehicle Department during the drives. The enforcement teams comprised of Rehana Tabassam, ARTO (HQr), Motor Vehicles Inspectors, Vikas Srivats, Jasbir Singh, Jagandeep Singh, SMVI, Amanish Sharma.
NEW DELHI/SRINAGAR/JAMMU: Union Finance Minister, Smt. Nirmala Sitharaman, introduced the Budget of Jammu & Kashmir for 2024-25 in Parliament on 23rd July, 2024. The Appropriation Bill on the Regular Budget for 2024-25 will be considered by the Lok Sabha and Rajya Sabha in this regard.
Finance Department of the UT Government had drafted the Regular Budget for the current year. For this, the Department had assessed the revenue receipts of the UT Government from GST, motor spirit tax, excise, and stamp duty. Further, the non-tax revenue from electricity and water supply, mining royalty, timber sales, annual rent from industrial lands, etc were also examined. The own revenue of the UT Government has been estimated at Rs. 21,860 crore.
A detailed analysis of the fiscal situation of Jammu and Kashmir was carried out by the Finance Department to address the legacy challenges which include high staff strength, low revenue base, and high debt load. The high fiscal stress caused by the committed nature of the major expenditures has increased the UT’s dependence on central grants. To address these challenges, the UT government has increased tax and non-tax revenues through improved GST return compliance, improved billing and collection efficiency, increased dealer registration, and transparent excise auctions.
All administrative departments also intensified efforts to harness central funds by enhancing execution speed. This led to a sharp increase in receipts of funds under centrally sponsored schemes.During the last financial year, the UT government also stringently enforced borrowing limits and curtailed the culture of overdraft. With close monitoring of public debt, the UT government was successful in tapering down the off-Budget borrowings. The government has restrained revenue expenditure through austerity measures and biometric verification of beneficiaries. The UT Government also pursued Government of India for increasing central financial assistance.
Lieutenant Governor Shri Manoj Sinha, Chief Secretary, Atal Dulloo and Principal Secretary Finance, Santosh Vaidya led the UT’s efforts in this direction. Crucial meetings were held in June and July 2024 in Ministry of Home Affairs and Ministry of Finance to review these demands of the UT Government. Union Home Minister and Union Finance Minister personally reviewed the fiscal management of the UT Government in recent months.
Considering the challenges faced and the strenuous efforts made by the UT government, Government of India has agreed to provide special financial support to Jammu and Kashmir coupled with reforms to come out of the fiscal stress. Accordingly, the Union Budget which was also laid before the Parliament provides for a special central assistance of Rs.17,000 crore for Jammu and Kashmir. The Union Government has agreed to provide for the salary, pension and other costs of Jammu and Kashmir Police for which an allocation of Rs 12,000 crore has been made in the annual budget. In addition, a lump sum special grant of Rs 5,000 crore as additional central assistance is being provided in the current financial year.
As a result of this Rs. 17,000 crore of special package, the fiscal deficit to GDP ratio of Jammu and Kashmir will reduce to 3.0% in the financial year 2024-25. This special package will be part of the overall central assistance which is estimated at Rs. 67,133 crore during 2024-25. This unprecedented assistance would lead to complete improvement in fiscal position enabling the Government of Jammu & Kashmir to work towards fulfilling the developmental needs and aspirations of the people, while maintaining stable fiscal health.
The budget of Jammu and Kashmir for 2024-25makes provisions for the ongoing initiatives for infrastructure development, sustainable agriculture, new industrial estate, PRI level works, employment generation, developing tourism, and social inclusion.During preparation of the interim budget proposals, consultations were held with all the Departments and various stakeholders to provide for ongoing initiatives and arrive at realistic budgetary numbers. For finalizing expenditure proposals, assessment of financing needs of infrastructure projects, social and economic measures undertaken by Departments was undertaken.
The budgetary exercise focused on the imperative of advancing the cause of the greater collective good within the realistically realizable resources.The budgetary estimate for this financial year 2024-25 is about Rs. 1,18,390 crore, includingrevenue expenditure of Rs. 81,486 crore and capital expenditure of Rs. 36,904crore. SRINAGAR: Lieutenant Governor Shri Manoj Sinha today launched 'JK SAMADHAN', Unified Grievance Redressal & Monitoring System, of the Department of Public Grievances, at Srinagar today. In his address, the Lt Governor congratulated the Department of Public Grievances, Information Technology Department, Central Department of Administrative Reforms and Public Grievances, Ministry of Electronics & Information Technology and Bhaskaracharya Institute for Space Applications and Geo-Informatics for the initiative.
Dedicating 'JK SAMADHAN' to the people, the Lt Governor said the unified grievance redressal & monitoring system launched today underscores the UT Administration's commitment to good governance.
“Every voice matters for the administration. We have built a system that works for everyone without discrimination. 'JK SAMADHAN' will establish a transparent, inclusive, accountable, accessible and responsive governance for ease of living and empower the citizens,” the Lt Governor said. It will improve governance through advanced monitoring and analytical capability and free the system from anonymous complaints and foster greater trust between citizens and the administration, he further added.
Observing that Ease and Speed are two most important factors - ease to lodge complaints and speed to resolve grievances, the Lt Governor said the new system will provide a user-friendly interface to the citizens and is dedicated to resolve the complaints within the time frame, besides fixing the accountability of nodal officers.
Citizens can lodge grievances via call center, online mode and through 'JK SAMADHAN MOBILE APP'. JK SAMADHAN web portal ( https://samadhan.jk.gov.in ) and the mobile app launched today are multilingual and citizens can write their complaint in English, Hindi and Urdu, he observed.
The Lt Governor said the state-of-the-art grievance redressal system will ensure efficient and speedy redressal of citizen grievances. He said the monitoring of grievances on GIS using heatmap will address systemic issues in particular areas and automated flow of grievances to concerned nodal officer of the department.
On the occasion, the Lt Governor also highlighted the key endeavours of UT Administration, under the guidance of Hon’ble Prime Minister Shri Narendra Modi, towards establishing a transparent, accountable, people-centric and corruption-free governance.

The Lt Governor said the Budget-2024 meets the challenges of 21st century and provides unlimited opportunities to youth, women, farmers and entrepreneurs and lays down plans for prosperous rural India. He said the budget will speed up development of a robust agriculture infrastructure and urban development.
The Lt Governor said the focus on productivity and resilience in agriculture and measures highlighted in the budget will greatly benefit J&K. Natural farming, mission for oilseeds, vegetable production, supply chains and national cooperation will ensure inclusive growth for farmers, villages and labourers, he added.
“Jammu Kashmir has seized the opportunities of the 21st century and our youth are building a proud and prosperous Union Territory. Budget-2024 with focus on 'Employment & Skilling' and new schemes will give fresh impetus to youth empowerment and it will pave the way for higher participation of women in the workforce,” the Lt Governor said.
The Lt Governor said the Pradhan Mantri Janjatiya Unnat Gram Abhiyan for saturation coverage for tribal families in tribal-majority villages and aspirational districts will be a game-changer. “Budget-2024 ensures that the system at grassroots is strong and caring and people enjoy the fruits of social justice,” he said.
