JAMMU: Acting Chief Justice, High Court of J&K and Ladakh, Tashi Rabstan, today laid foundation stone for multipurpose hall in the District Court Complex, Melongthang, Leh, through virtual mode, from Jammu wing of the High Court.
The multipurpose hall would come up at Melongthang, Leh at an estimated cost of Rs. 19.78 crore, which will comprise of Ground Floor Auditorium Hall with capacity of 260 persons, Separate Lounge and Dining Hall, and a Gymnasium. Whereas, the first floor of the building will comprise of a Conference Room, Mediation Hall, Physiotherapy Room and Media Room. The Project is being executed by PWD Leh, and has to be completed within 18 working months.
In the course of his virtual address on the occasion, while Justice Tashi elaborated upon the usage and benefits of the upcoming Multipurpose Hall, impressed upon the Executing Agency for timely completion of the same.
Worthwhile to mention here that it is with the vigorous intervention of Justice Tashi Rabstan, who also heads the Infrastructure Committee of the High Court for UT of Ladakh, and with the upbeat co-operation of the Administration of the UT Ladakh, that a state of art judicial infrastructure is rapidly being developed in UT of Ladakh, for the judiciary, in a record time.
Those who were present on the occasion virtually from Jammu wing of the High Court included Shahzad Azeem Registrar General, High Court, M K Sharma Principal Secretary to Chief Justice, Sandeep Kour Registrar Judicial Jammu, Amit Gupta Member Secretary J&K Legal Service Authority, Anoop Kumar Sharma Registrar Computers (IT), High Court, Prem Sagar Secretary High Court Legal Services Committee, Rajni Sharma Joint Registrar (Judicial) Jammu and Deldan Angmo Munsiff attached to the office of Registrar Computers (IT).
Whereas, at Leh the event was graced by the presence of Splazes Angmo, Principal District and Sessions Judge Leh, Shashi Kant Bhagat Administrative Secretary Law and Justice UT of Ladakh, Judicial officers from the District Headquarter Leh, Shafi Lassu President Bar Association Leh along with other Members, Mutalib Chief Engineer UT Ladakh, Gyatso SE Leh, Executive Engineers of PWD Construction Division and Mechanical Division Leh etc.
SRINAGAR: Jammu and Kashmir will organize Swacchta Pakhwada over two weeks from 1st August to 15th August 2024 with greater public participation to emphasise on sanitation, sustainability and cleanliness. In line with directions of the Lieutenant Governor Shri Manoj Sinha the Rural Development Department and Panchayati Raj in coordination with various departments and Districts Administration has planned a series of programmes for cleanliness and sanitation initiatives with involvement of public.
Secretary, Rural Development Department (RDD) and Panchayati Raj, Dr Shahid Iqbal Choudhary discussed the detailed roadmap in a meeting with District and Block level officers today, which was attended by Director General Rural Sanitation, Anoo Malhotra, Director Rural Development Kashmir, Shabir Hussain Bhat, Director Rural Development Jammu, Mumtaz Ali, Director Panchayati Raj, Sham Lal, Jt Director Planning Kamal Sharma, besides other provincial officers, ACDs and ACPs.
Dr Shahid emphasised on effective and greater public participation for promotion of scientific waste management, best sanitary practices, hygiene, cleanliness and institutional as well as societal initiatives. The two week long initiative aimed at public mobilization includes inaugural events at provincial, district and block level, cleanliness drives at public places and tourist destinations, legacy waste disposal, dedication of infrastructure to local communities, initiation of new projects at local level besides a series of awareness programs and engagement initiatives at various levels.
The Rural Development Department and Panchayati Raj will also organize Swachhta Gram Sabhas in select panchayats of all the districts for creating awareness and eliciting public participation in planning, establishment, operation and maintenance of various assets under the Swachh Bharat Mission- Grameen. In coordination with departments of Health, School Education, Youth Services and Sports, Forest Ecology & Environment, Social Welfare and Agriculture, a number of programs have been planned at district, block and panchayat level.
The Secretary asked the officers to promote innovation at local level for sanitation and best practices in sustainability for which assured funding will be provided by the department.
It was also conveyed that participation of Non-Governmental Organizations, Educational Institutions, and local Community organization for effective and responsive planning for waste management in villages. The Amrit Sraovars developed by the department will also serves as focus areas for community action during the initiative. It was advised engage local media establishments for public engagement and creating awareness about sanitation, sustainability and scientific waste management in the rural areas.
The performance of districts will also be awarded after culmination of the two week long program which is designed to trigger a great public involvement and response.
SRINAGAR: Administrative Reforms Inspections and Trainings Department, conducted a comprehensive administrative inspection of the Directorate of Horticulture Kashmir. The inspection team was led by Dr. Kabir Dar, Secretary Technical Administrative, Reforms, Inspections and Trainings Department along with other senior officials.
Administrative inspections are crucial for assessing the operational efficiency of government departments, They help evaluate the implementation of policies and programs of the respective departments, ensuring alignment with model profarma, devised by ARI for desired outcome and public good. They also help effective resource utilization, identify areas for improvement, and promote best practices and innovative solutions.
Horticulture, plays a pivotal role in the economy of Jammu and Kashmir. The Directorate is responsible for establishing and maintaining fruit and vegetable markets in production zones, enhancing marketing connectivity, and facilitating the direct supply of fruits to potential markets and distribution of fruits from Jammu & Kashmir to other parts of India and international markets.
Notably, Jammu and Kashmir has got first prize in International Agriculture and Horiticulture expo-2024. The inspection led by Dr Kabir underscores the commitment of ARI & Training’s Department, to assist and guide the government organisations to enhance their administrative and operational efficiency so that they can contribute significantly to the economy and overall development of Jammu & Kashmir.
SRINAGAR: Principal Secretary, Agriculture Production Department (APD), Shailendra Kumar today held a detailed meeting with Presidents of terminal Fruit and Vegetable Market Associations of J&K to review their functioning and assess overall development scenario.
Secretary in Agriculture Production Department, Secretary Technical Agriculture Production Department, Managing Director JKHPMC, Directors of Horticulture Kashmir/Jammu, FA /CAO Horticulture, Joint Director Planning, Horticulture, Deputy Director (P&M) Jammu/Kashmir, AMOS and Technical officer Horticulture participated in the meeting. The meeting was also attended by Presidents/representatives from Fruit & Vegetable Markets of Parimpora, Narwal, Jablipora Anantnag, Aglar Shopian and Sopore.
During the meeting, the Principal Secretary emphasized on the need of cleanliness of the Mandis and directed that all Fruit & Vegetable Markets to focus on this aspect on priority. He also asked the F&V market officials to prepare the budget for development in each Mandi every year by September/October and its approval by January enabling works to start early.
Regarding spurious Fertilizers and pesticides, the Principal Secretary informed that effective mechanism has been put in place and the Law Enforcing agencies have curbed it and if anyone is found indulging in malpractices, huge fine will be levied on them. He asked the association representatives to get involved with Law Enforcing Agencies for enforcing the vigilance of spurious fertilizers.
The Principal Secretary emphasized that government schemes like HADP are tailored for overall benefit of farmers and their business development and a new scheme JKCIP has also been launched. He also complimented the department for raising the e-NAM trade manifold. He advised the growers to participate in e-NAM for gaining remunerative prices of their produce.
While welcoming the participants, Director Horticulture (P&M, Vikas Sharma, dwelled upon the services and other facilities that the department is providing to growers for their smooth business operations.
The Association members highlighted the issues of their respective F&V Markets and requested for their early resolution. Various issues of the Mandis were discussed threadbare including early completion of Baghi Sundri road and development of truck terminal, extension of lease in Narwal Mandi, building permission of CA store in Parimpora by SDA and its supplementary MOU/lease, allotment of shop sites in Aglar and Jablipora.
The Principal Secretary patiently listened to the participants and had a thorough discussion about all the issues. He stressed that all the allotments for shop sites shall be carried out through e-auction for transparency and accountability. He invited the association members for their views which shall be taken into consideration while finalizing e-auction parameters.
In the meeting Principal Secretary accepted the demand from Mandi Associations for establishment of Quality Control Laboratories each costing about one crore for six fruit and Vegetable markets in J&K which is expected to enhance quality control mechanism of the fruit being exported. It was also informed that from this year the Crop Insurance Scheme for horticulture crops has been approved.
