JAMMU: Divisional Commissioner Jammu Ramesh Kumar and Inspector General of Police Bhim Sen Tuti today convened a meeting to review the arrangements for Shri Amarnathji Yatra-2025. The meeting, attended by officers from civil and police administration, CAPF, Deputy Commissioners, Commissioner JMC, Transport Commissioner, Director Information, HODs, representatives of line departments, Traffic, NHAI, Telecom agencies, included a detailed discussion on the action plan for smooth conduct of the holy annual pilgrimage.
At the outset, the Divisional Commissioner directed the concerned District Administrations to start the process of setting up of RFID counters and Registration centers from Lakhanpur to Jammu to Ramban. He asked them to initiate the training of staff for manning RFID counters at the earliest. The Div Com and IGP sought the details from stakeholder departments on different aspects of the arrangements to be put in place from Lakhanpur to Bhagwati Nagar Jammu and upto Lambar in Ramban -the route of holy pilgrimage passing through Jammu Division.
The arrangements reviewed included provision of civic amenities, sanitation and security at lodgment centres, traffic management, Transport and transit facilities, Healthcare facilities, illumination, provision of power generators, fire extinguishers, installation of CCTV cameras, parking and Cloak room facility at Bhagwati Nagar. The meeting was apprised about the status of ongoing works being executed by different departments at Bhagwati Nagar- the Jammu base camp and at different lodgement centres in the districts en-route the holy pilgrimage.
The Div Com directed the Deputy Commissioners to personally visit lodgment centres to ensure the quality of work and timely completion of the same. The Inspector General of Police reviewed arrangements for security forces and their deployment along the route, lodgement centres and yatra camps. He exhorted the officials for dispatch of the yatra caravan at the fixed time in the morning. He stressed on wide publicity of the starting and cutoff timing of Yatra from Jammu via print, electronic and social media to keep the pilgrims updated about the same to avoid confusion.
The Div Com directed the concerned executing agencies to complete all works by June 20. He asked the concerned departments to deploy Nodal officers to monitor daily progress of the works. He also asked for setting up of a Control room at Bhagwati Nagar camp with representatives from all stakeholder departments. The Divisional Commissioners further directed for making ample stock of LPG cylinders for Langars, besides sufficient counters for Mobile sim cards and public transports for the convenience of the devotees. He further asked the Transport Commissioner to keep a check on overcharging by auto rickshaws and e-rickshaws from pilgrims.
The CEO Jammu Smart City Limited was asked to promote the availability of e-buses for visiting tourist places in Jammu like Beating Retreat at Suchetgarh and others. The Divisional Commissioner emphasized inter-agency coordination and timely execution of responsibilities to ensure a safe and smooth yatra. All departments were instructed to maintain a close liaison and complete the tasks well in advance.
SRINAGAR: Chief Secretary Jammu and Kashmir, Atul Dulloo, today chaired a high level meeting to review progress on PM Gati Shakti (PMGS), National Master Plan implementation at Civil Secretariat here. The meeting focused on assessing the progress, identifying challenges and enhancing the coordination among various departments and stakeholders under the PM Gati Shakti initiative.
The Chief Secretary said that PM Gati Shakti aims to revolutionise the infrastructure development by breaking departmental silos and ensuring synchronised planning among the multiple agencies. He emphasised that the initiative aligns with the vision of ‘One Nation, One Master Plan’, aiming to reduce logistics costs, improve multi-modal connectivity and enable last-mile infrastructure access across the Union Territory.
The meeting was informed that 624 individual data layers have been integrated making J&K one of the top 3 performing states/UTs. It was added that 39 UT departments have been onboarded on the Gati Shakti portal. Besides, 50 strategic projects valued at over Rs. 3,000 crore have been deliberated through 16 TSU and NPG meetings. He directed the Industries and Revenue departments to play a pivotal role in adding layers to the portal and ensure inclusion of layers from the social sectors.
The officers were directed to replicate best practices from top performing districts of other states for more effective and tangible results. The Chief Secretary was informed that over 100 capacity-building sessions have been conducted across the departments while 23 planning tools and a robust Maker-Checker-Approver mechanism has been implemented. Besides, extensive mapping of over 23,000 schools, 26,000+ Anganwadi centers and all 6,000+ Fair Price Shops has been done on the portal.
The Chief Secretary reiterated the importance of adopting an Area Development Approach to infrastructure planning. He said under this model, a defined region is targeted for integrated development in logistics, economic activity, tourism, social services and governance. The PM Gati Shakti portal is being leveraged to enhance the operational efficiency for defence logistics while ensuring optimal utilisation of civilian infrastructure.
The meeting also highlighted the significant efforts in training nodal officers, establishing district-level GIS cells and integrating digital surveys and indigenous technologies for infrastructure planning and execution. The Chief Secretary called for expediting mapping of remaining assets, besides adding layers. He emphasised on leveraging the PMGS portal for project planning and monitoring besides strengthening the inter-departmental coordination for timely clearances and coordination.
The Chief Secretary lauded the progress made under the PM Gati Shakti initiative and emphasized its transformative potential in enhancing logistics, infrastructure and governance across Jammu and Kashmir. He assured continued support from the administration in further streamlining and accelerating implementation efforts. The meeting was attended by the Administrative Secretaries and other concerned.
SRINAGAR: Secretary, Rural Development Department (RDD) and Panchayati Raj, Mohammad Aijaz Asad, today chaired a review meeting with all the Deputy Commissioners to assess implementation of the Panchayat Advancement Index (PAI) 2.0 and the status of land allocation for construction of Panchayat Ghars across Jammu & Kashmir.
The meeting was attended by all District Development Commissioners of J&K, Director RDD Kashmir, Shabir Hussain Bhat, Director RDD Jammu, Mumtaz Ali, Director Panchayati Raj Sham Lal, Superintending Engineer REW Kashmir, Aamir Ali, Superintending Engineer REW Jammu, Rajesh Kumar, Deputy Secretary, Tahir Ahmad Magray, Assistant Commissioner Panchayats (ACPs), Executive Engineers and SPRC/DPRC team.
The Secretary underscored the significance of PAI as a key instrument for promoting data-driven and evidence-based planning at the grassroots level. Developed by the Ministry of Panchayati Raj, PAI consolidates the 17 UN Sustainable Development Goals (SDGs) into 9 actionable themes tailored to local governance, covering poverty alleviation, health, education, gender equity, water sufficiency, green infrastructure, good governance and more.
“PAI is not just a ranking tool; it’s a planning framework for our panchayats to understand where they stand and how they can improve,” said Secretary Asad, urging the DCs to take ownership and initiate thematic workshops for capacity building at district and block levels.
He directed for holding workshops at district, block and panchayat levels, with the DCs themselves chairing these sessions. Departments like Health, Education and Women & Child Development should be involved and each district was advised to prioritise one theme to achieve focused, measurable outcomes, potentially leading to national recognition.
The Secretary encouraged the DCs to log in to the official PAI portal (www.pai.gov.in) to assess their district and panchayat-wise rankings. He also directed each district to nominate a Nodal Officer to monitor progress regularly and conduct monthly or quarterly reviews of PAI implementation.
Encouraging quick results, the Secretary suggested that DCs select "low-hanging fruit" themes to show visible improvements within three months. “This will not only solve real issues at the grassroots but also prepare our panchayats for the upcoming National Panchayat Awards,” he added. The Secretary reviewed the status of Panchayat Ghars (PGs). Out of a target of 500 PGs for 2024–25, land has been identified for 386 sites and 358 Detailed Project Reports (DPRs) have already been submitted.
However, expressing concern over delays, he emphasized that pending land identification issues from both 2023–24 and 2024–25 phases must be resolved on priority. He reminded the DCs that they have full authority to shift locations of PGs within their districts based on local feasibility and requirements. “Land must be identified and allotted without delay. If issues are not resolved within one week, projects will be reallocated or withdrawn, he maintained.”
The Secretary asked both the Director of RDD to submit a complete list of incomplete Panchayat Ghars. He also highlighted the need to integrate key services in Panchayat Ghars, such as Common Service Centres (CSCs), Panchayat Learning Centres (PLCs), internet connectivity and electrification to make them holistic service hubs.
Reviewing the status of PLCs, the Secretary issued clear instructions to make all PLCs fully functional within a week. He asked the field-level officers to resolve any pending installation, equipment or staffing issue without delay.
SRINAGAR: Minister for Agriculture Production Department, Rural Development & Panchayati Raj, Javid Ahmad Dar, today chaired a high level meeting at the Civil Secretariat to review arrangements for the upcoming Eid-ul-Azha celebrations across the Union Territory. The meeting was attended by Minister for Food, Civil Supplies & Consumer Affairs and Transport, Satish Sharma and Advisor to Chief Minister, Nasir Aslam Wani.
Additional Chief Secretary Jal Shakti Department, Principal Secretary Agriculture Production, Principal Secretary Power Development Department, Commissioner Secretary Housing & Urban Development, Commissioner Secretary Food Civil Supplies & Consumer Affairs, Secretary Transport, Secretary Public Works (R&B), Secretary Health & Medical Education, Divisional Commissioner Kashmir, IGP Kashmir, Deputy Commissioners of Kashmir Division and heads of relevant line departments such as Sheep Husbandry, Animal Husbandry and Health besides Chief Engineers of PWD (R&B), KPDCL and PHE Kashmir along with other senior officers from civil and police administration were also present in the meeting while the outstations officers attended the meeting through video conferencing.
The meeting held a detailed discussion on several critical arrangements including identification and publicity of sale points for sacrificial animals, availability of essential commodities and door-to-door collection of animal skins and waste. It was informed that advance distribution of food grains for the month of June is underway and daily joint market inspections are being conducted to ensure quality control, price regulation, cleanliness and fumigation in public areas.
Further, arrangements for uninterrupted power and water supply, deployment of medical teams at major congregation points such as Hazratbal Shrine, installation of waterproof tents and pandals, fire and emergency services, crowd and traffic management and designation of parking zones, were reviewed comprehensively.
The Minister directed all the Deputy Commissioners and Senior Superintendents of Police to personally monitor implementation of all necessary measures and ensure smooth, safe and peaceful celebration of Eid-ul-Azha. He stressed the need for seamless coordination among all the departments involved in public service delivery.
Javid Ahmad Dar emphasized that elaborate arrangements must be made with regard to water and electricity supply, medical facilities, sanitation, fire and emergency response and public safety. He also directed that market regulation and availability of essential commodities at government-notified prices must be strictly enforced through regular inspections.
