JAMMU: The Department of Urdu, University of Jammu and the Manuscript Conservation Centre, Shashvat Art Gallary and Museum, Jammu regional and Research Centre of National Mission for Manuscript, Ministry of Culture, Government of India, New Delhi jointly celebrated “World Heritage Day ” today on the theme "Conservation of Manuscripts." The event featured exhibition and one-day workshop led by expert conservators from the Manuscript Conservation Centre, operating under National Mission for Manuscripts, the Ministry of Culture, Government of India, New Delhi.
The event included the exhibition-cum-workshop which was inaugurated by Jb Nasar Aslam Wani, Advisor to Hon’ble Chief Minister of Union Territory of Jammu and Kashmir while Prof. Umesh Rai, Vice Chancellor, University of Jammu presided over the function. The presidium was also shared by Prof. Shohab Inayat Malik, Head, Department of Urdu, University of Jammu and Dr. Suresh Abrol, Coordinator of the Manuscript Conservation Centre under, National Mission for Manuscripts, Regional and Research Centre Jammu, Ministry of Culture.
Speaking at the event, Chief Guest Jb. Nasir Aslam Wani emphasized the pivotal role of the National Education Policy (NEP) 2020 in redefining the educational landscape by placing language, culture, and the arts at the core of learning. Commending the Department of Urdu for its efforts, he urged students and scholars to recognize the immense value of Indian languages like Urdu, Hindi, Punjabi, and Sanskrit. “These are not just mediums of communication—they are carriers of our history, our emotions, and our identity,” he said. Stressing the importance of linguistic pride, he added, “One should never be apologetic about speaking their mother tongue. Language is a source of dignity, not division.”
The Chief Guest also laid strong emphasis on the preservation of manuscripts, describing them as the “living soul of our heritage.” He pointed out that these ancient texts encapsulate centuries of wisdom, philosophy, literature, and cultural memory, and their conservation is vital to understanding who we are as a civilization. “Preserving manuscripts is not just an academic exercise—it is an emotional and cultural responsibility. They are a testimony to our pluralistic past and must be safeguarded with urgency and care,” he asserted. He called for greater institutional support and public awareness to ensure that this legacy is passed on to future generations with pride and purpose.
Presiding over the event, Prof. Umesh Rai, Vice Chancellor, University of Jammu, delivered an insightful address that called for a fundamental reimagining of how language education is approached in the modern era. Expressing concern over the declining interest in traditional languages like Urdu, Dogri, and Punjabi, Prof. Rai urged academic departments to think beyond the conventional blackboard model and focus on making languages relevant, practical, and employment-oriented. “We must ask ourselves—how many teachers or researchers can we realistically produce in these fields? Where will our students go if we do not link language studies with opportunities for meaningful careers?” he said.
In a thought-provoking remark, Prof. Rai questioned whether artificial intelligence could be leveraged to restore incomplete manuscripts. “Can we create software, particularly in Urdu, that could help recover missing portions of historical texts? Can AI assist us in manuscript reconstruction and preservation?” he asked. Encouraging interdisciplinary innovation, he urged language departments to explore such possibilities in collaboration with IT and heritage studies. He further reiterated the University's commitment to digitizing manuscripts and extending support for their preservation. “This is not merely an exhibition; it’s a mission. Unless we adopt a mission-oriented approach, the true impact of such initiatives will remain unrealized,” he affirmed.
Highlighting the broader context of heritage conservation, Prof. Rai connected the preservation of manuscripts to the larger ecosystem of cultural heritage, which includes language, literature, arts, and indigenous knowledge systems. “Our heritage is a mirror to our identity and evolution as a society. It holds immense potential in fostering social cohesion, economic empowerment, and environmental sustainability,” he said. Concluding his address, the Vice Chancellor called for embracing the four Cs—Culture, Creativity, Commerce, and Collaboration—as guiding pillars in safeguarding India's rich and diverse cultural legacy. He congratulated the Department of Urdu and the associated departments for their commendable efforts in organizing the manuscript exhibition, held in observance of World Heritage Day.
Dr. Suresh Abrol emphasized the significance of manuscript conservation. The resource persons, including Coordinator Dr. Suresh Abrol, Senior Conservator Kailash Kumar and Junior Conservator Kewal Krishan Kotwal and Romesh Chander Advisor of the above said Museum conducted training sessions on the fundamentals of manuscript conservation.
Earlier, Prof. Shohab Inayat Malik provided insights into the Centre's initiatives and rationale behind selecting the workshop theme, aligning with the International Council of Museums' (ICOM) overarching theme for World Heritage Day 2025, "Museums for Education and Research."
Participants, comprising students, scholars, and faculty members from colleges across Jammu and Kashmir, engaged as trainees in the program. The program was designed to encompass a wide array of activities, ranging from exhibiting a diverse collection of manuscripts to providing hands-on experience and imparting comprehensive knowledge on the principles and techniques of manuscript conservation.
Dr. Abdul Rashid Manhas, Assistant Professor at the Department of Urdu conducted the proceeding of the program while vote of thanks was presented by Dr. Chaman Lal, Assistant Professor at the Department of Urdu. A large number of students, scholars, college and University faculty members including Aseer Kishtwari, Khalid Hussain, Sohil Kazmi and Dr Shehnawaz Parveen.
JAMMU: Chief Secretary, Atal Dulloo, today chaired the State Level Steering Committee (SLSC) meeting held regarding approval to the Annual Action Plans (AAP) in favour of major Centrally Sponsored Schemes being implemented by the Agriculture Production Department in the region.
The meeting besides Principal Secretary, APD, Shailendra Kumar, was attended by Commissioner Secretary, Forests, Sheetal Nanda; Secretary, Tribal Affairs, Prassana Ramaswamy; Secretary, Planning, Talat Parvez; Secretary, Cooperatives, Babila Rakwal; DG, A&T, Mahesh Dass; DG, Budget, M Sultanand other concerned HoDs of APD.
During the meeting, the department submitted proposed action plan for 2025-26 fiscal under the major flagship schemes like Krishonnati Yojana (KY) and Rashtriya Krishi Vikas Yojana (RKVY) to the Chief Secretary led Committee for its approval.
For the Krishonnati Yojana, the sub-schemes focused on seeds, nutrition, digital agriculture and horticulture development. Besides, the department has projected a total financial requirement of Rs. 20,881.62 lakh, significantly exceeding the Rs. 14,923.00 lakh ceiling conveyed by the Government of India, during the upcoming fiscal.
The sub-components included Agriculture Extension ATMA with an AAP for Rs 2,500.00 lakh. The Agriculture Extension ATMA acts as a platform to integrate agricultural research, extension services and farmers.
For the sub-component of Seeds (SMSP), an action plan of Rs 750.00 Lakhs was submitted for approval. The aim of the plan is to ensure the availability of quality seeds to farmers in a timely and affordable manner.
Other sub-missions of the scheme included National Food Security & Nutrition Mission (NFSM) with a plan of Rs 875.00 lakh to increase the production of rice, wheat, pulses and coarse cereals through area expansion and productivity enhancement.
Similarly, National Mission on Edible Oils–Oilseeds (NMEO-OS) with an AAP of Rs 312 lakh for 2025-26.This sub-mission aims at increasing domestic production of edible oils by increasing the productivity of oilseeds, promotion of high-yielding oilseed varieties and hybrids.
On the other hand, the Mission for Integrated Development of Horticulture (MIDH) with an AAP of Rs 11,850.50 lakh aims at enhancing the horticulture production and improve the livelihood of farmers through sustainable practices.
The Digital Agriculture Mission (DAM) had a plan of Rs 4,604.62 lakh to modernize the revenue records and agriculture by using digital technologies to improve the productivity, reduce input costs and enhance farm-level decision-making. It also included development of a unified farmers' database and geo-tagging of assets.
The Rashtriya Krishi Vikas Yojana (RKVY) for the Financial Year 2025-26 has a total proposed Annual Action Plan of Rs. 9900.00 lakh. This comes alongside the progressive implementation of the National Mission on Natural Farming (NMNF) across the Union Territory, showcasing a multi-pronged strategy to enhance the agricultural sustainability, mechanization and farmer empowerment.
The Proposed Annual Action Plan under RKVY for 2025-26 included allocations across several key sub-schemes aimed at holistic agricultural development. The major components of the proposed plan included Soil Health and Fertility retaining its original allocation of Rs. 280 lakh, Rain-fed Area Development (Rs. 224 lakh), Paramparagat Krishi Vikas Yojna (PKVY) (Rs. 615.20 lakh), Per Drop More Crop (Rs. 1750 lakh), Agriculture Mechanization (Rs. 3141 lakh) and Agroforestry (Rs 116.25 lakh).
These sub-schemes are critical components of the government’s broader mission to transform agriculture into a more productive, sustainable and technologically empowered vocation.
SRINAGAR: In order to review the arrangements for upcoming Shri Amarnath Ji Yatra (SANJY)-2025, a meeting of senior Officers of Police and Civil Administration was held under the Chairmanship of Deputy Commissioner (DC) Srinagar, Dr. Bilal Mohi-Ud-Din Bhat here today at Meeting Hall of DC Office. During the meeting, DC took a comprehensive review of the arrangements to be put in place to ensure smooth and seamless conduct of the upcoming annual Shri Amarnath Ji Yatra-2025.
The DC discussed threadbare the arrangements to be made at yatra transit camp at Panthachowk with regard to the supply of Power & Water, setting up of cleanliness & sanitation, disaster mitigation & fire safety measures, transportation & parking facilities, access control gates, issuance of RFID cards, medical facility and other aspects to extend better facilities to the visiting yatries.
In addition, DC emphasized the need for formulating a supplementary contingency to augment the accommodation for temporary halt of the yatries in wake of expected huge footfall as the yatries may travel through train service this year to pay obeisance at holy cave via Srinagar route. On the occasion, Dr Biall asked the concerned to take necessary measures to ensure all basic amenities at the transit camps so that yatries may not face any difficulty.
With regard to sanitation, SMC authorities were directed to ensure proper sanitation in and around the transit camp, beside, adequate arrangements for mobile public convenience facilities at the camp. They were also asked to keep sufficient staff at the camp to maintain sanitation and proper cleanliness. Additionally they were asked to ensure measures to combat water logging issues, if any caused due to inclement weather.
DC was informed that an adequate number of mobile toilets, bath stations and urinals are being made available at yatra transit camp Panthachowk and near Nowgam railway station to facilitate the yatries during SANJY-2025. Regarding transports & parking facilities, the concerned Officers briefed the DC about the arrangements being made for parking of buses ferrying the Yatries.
Similarly, the Fire & Emergency Department was asked to take appropriate fire safety measures at the transit camp particularly near yatra langar to tackle any fire incident. DC also stressed on the installation of signages at Panthachowk yatra transit camp to provide information to the yatries regarding nearby facilities, control room contact numbers etc. Meanwhile, DC passed directions to set up an Emergency Operation Centre for inter-departmental coordination and proper management of the yatra-2025.
JAMMU: Lieutenant Governor Shri Manoj Sinha today met Arjuna Awardee Para-Archer Shri Rakesh Kumar, and National Champion Para-Archer Payal Nag, at Raj Bhawan. The athletes were accompanied by Archery Coach Ms Abhilasha Chaudhary.
The Lieutenant Governor also met National Games Silver Medalist Shri Hritik Sharma, and extended best wishes to the young archer for the upcoming FISU World University Games 2025.

JAMMU: Senior Superintendent of Police Jammu Joginder Singh on Thursday inaugurated 'Crime and Criminal Tracking Network System Lab cum Training Centre' here at DPO Jammu. Deputy SP Hqrs Jammu Farha Nishat, Senior Prosecuting Officer DPO Jammu Altaf Hussain, PA to SSP Jammu Inspector M K Chowdhary, and members of the Range Technical team, including ASI Dheeraj Kumar Magotra, Sgct Anil Raina, Sgct Vishal Bandral and District Rollout Manager IRAD Jammu Mohit Ahluwalia were present on the occasion.
The SSP stated that the Lab is uniquely equipped and fully furnished with the latest equipment to control the CCTNS Project in Jammu District, as well as to impart training on various CCTNS related software.
The SSP further stated that the newly established lab will greatly facilitate the smooth functioning of CCTNS Projects in Jammu District by enabling efficient tracking of case disposals and records from various police stations. Furthermore, it will contribute to the digitization of policing by incorporating modern technologies such as e-Sakshya, e-FIRs, e-Summons, and electronic record-keeping.
He said that the Lab was essential for the Crime and Criminal Tracking Network System, which would provide training for IOs and CCTNS operators, and on the first day, 23 IOs and operators received training on various portals and digital services under the New Criminal Laws.
