JUST A SUGGESTION !
I am not a teacher, the reason is i am not efficient enough to teach students and make them understand lessons and give them in-depth knowledge. But i am astonished to see, a class 2nd or 3rd students of a private school where a teacher hardly draws a salary equivalent to 5000 speak fluent English and has good command over general knowledge.
On the other hand I failed to understand the highly qualified teachers in Govt schools who draw a minimum of Rs 20,000 salary fails to produce even a single student even in class 5th or 8th who can speak fluent English (excluding a few exceptions).
The reason is what i understood is not the teachers in Govt schools are not talented, but there is lack of Performance Appraisal and the head of the institutions are lethargic and incompetent. They instead of adopting innovative methods in schools always seek the chance to swindle funds that may be either Govt funds or the fees or fines collected from the students.
This is understood, only the civil society and the parents bodies can now swing into action and think about the future of their children and coming generations. As far as TET is concerned, i don't think any harm in it, but the Govt shall assure the teaching community, especially those engaged under ReT scheme that they will not be kicked out of service, who are already regularized and learned much during their service to department.
Moreover, the Govt shall devise a scheme, under which, those appointed under ReT shall have to undergo certain tests to qualify for teaching in middle and high schools. Those who cant qualify shall be left in primary schools with no increments, no promotions, untill they qualify the similar exam. Secondly, no ReT, RReT, even no GLT shall be assigned to teach senior secondary classes, untill they qualify a test equivalent to lectureship by PSC.
The best method to streamline the entire system is to fix a borderline, ReT or RReT be posted in primary and middle schools, GLT in High Schools and after wards lecturers.
