JAMMU: The Jammu and Kashmir Govt’s Finance Department which is under the direct control of one of the most able Legislator as Finance Minister, Dr Haseeb Darabu seems acting very casually and in a lethargic manner without any home work thus causing mental harassment and trauma to Government employees and pensioners as a New Year gift.
The department first issued circular with a warning to DDOs of strict disciplinary action if they fail to ensure completion of enrolment forms of the employees for the Mediclaim Policy which is still in making by December 31st 2017.
Due to the lack of vision of concerned officials of the department, the policy which is yet to be framed, the employees and pensioners were asked to fill the forms without any clear guidelines.
As a New Year gift to employees, the department issued another circular on January 02, 2018, with some clarifications on certain points. Now doubt, this circular is pro employees and pensioners and is an appreciable step, but if the same would have been issued few days back the employees and pensioners would have not suffered such a trauma which they are facing today as these employees and the pensioners will have to refill the forms. In short the total exercise done so far on ground go waste and the result will be delay in the implementation of this policy.
In the larger interest of employees and people, the officials at the help of affairs should do a detailed ground work first before issuing any directives to avoid creating such a mess in near future.
