NEW DELHI: The Chief Patron of National Panthers Party, Prof.Bhim Singh, Sr. Advocate & Sr. Executive Member of Supreme Court Bar Association who is also heading the State Legal Aid Committee, J&K has today released the Lok Sabha election manifesto of the Panthers Party regarding its mission for New Delhi Parliamentary election in 2019 declaring that the Panthers Party was founded by him and his associates in 1982 in J&K with a clear mission/manifesto that the party shall fight/agitate democratically and constitutionally/politically for ensuring application of all the fundamental rights guaranteed in the Constitution of India to the all the citizens of the country except the Indian citizens residing in J&K right since 1950. It was misfortune for the Indian citizens/residents in J&K that, “We have not been granted fundamental rights guaranteed in Chapter-III of the Constitution of India nor the residents of J&K (all citizens of India in the Indian Constitution) have been granted the constitutional rights granted to all Indian citizens.
This is another tragedy that the Indian Flag has not been extended to the State of J&K in spite of the fact that the Ruler of J&K, Maharaja Hari Singh signed the Instrument of Accession on October 26, 1947 like other 575 rulers. This is a tragedy that Parliament of India has not included the State of J&K at par with all other 575 states whereas two states Hyderabad & Junagarh had never signed the Instrument of Accession. It was a great misfortune for the people of J&K in particular that an Ordinance was introduced by the President of India on May 14, 1954 empowering the so-called Govt. of J&K to put limitations/control on the extension of any of the fundamental rights vis-à-vis J&K. Article 35-A could not have extended beyond six months and it is still be practiced by the Govt. of India even today authorising the State Govt. to curb or control or restrict any of the fundamental rights granted to the citizens of India residing in J&K. I, myself, being a Congress MLA in J&K Assembly was detained in 1981 and released by the intervention of the Supreme Court. This is a tragic situation that entire Parliament of India has been sitting silent on the fate of the people of J&K only to bargain their votes’ bank.”
The National Panthers Party was founded by strong nationalists, right thinking and secular group of people in 1982, Prof.Bhim Singh resigned as a Congress MLA and generated a new nationalist/secular movement in J&K seeking integration of J&K with the rest of the country on the basis of the Instrument of Accession. The party today in New Delhi is contesting Lok Sabha with its meritorious advocate from Hyderabad, Telangana practicing in New Delhi as Panthers Party candidate with party symbol, ‘Bicycle’. The party stands for clear manifesto.
-
The Panthers Party shall mobilize the entire Parliament of India in support of its nationalist-secular mission to integrate the entire State of J&K with rest of the country as it was done on January 26, 1950 in respect of 575 states (two states Hyderabad & Junagarh has not signed the Instrument of Accession even).J&K was left out and the state was not integrated with the Union of India. So-called illegal/unconstitutional J&K Constituent Assembly (a parallel) had dismissed the Maharaja of J&K while he was away from the state in 1952. The Panthers Party stands for complete merger of J&K, at least, in respect of three subjects namely, Defence, Foreign Affairs, Communications with Allied Matters which was signed by the Maharaja.
-
This is unfortunate and insult to the people of J&K that the Govt. of India/Parliament in 1950 did not approve the Instrument of Accession as it was done in respect of the other states. This fact has been kept in the darkness by the political bosses that rules J&K and the rest of the country.
-
The Panthers Party stands for one India—one Constitution—with one Flag from Kanyakumari to Kashmir and Manipur to Gujarat so that the people of J&K/citizens of India shall also share the fruits and benefits of all fundamental rights provided to the citizens of India in all states except in J&K. This message is very clear for which Panthers Party was founded 37 years back.
-
The Panthers Party stands for full application of Chapter-III of the Indian Constitution carrying all Fundamental Rights to the citizens of India in J&K with no political/executive power to the State Govt. to curb/delete any of the fundamental rights as it is the case with the citizens of India in the rest of the country.
-
The Panthers Party stands for full application of Bar Council of India Act which is applicable in respect of all the advocates in the country except in the State of J&K. This is a constitutional tragedy that the orders/directions passed by the Supreme Court of India in a petition of the Panthers Party directing the State of J&K/High Court of J&K to induct Bar Council Act in the State of J&K has not been applied by the Govt. of J&K. Over one year is gone neither the Union of India nor the Govt. of J&K nor even the High Court of J&K has moved an inch for the implementation of the order of Supreme Court of India directing the High Court of J&K to introduce Bar Council by holding elections of the J&K advocates. This is a tragedy with the fundamental rights of the people of J&K when the advocates registered as members of the High Court of J&K have not been able to hold election to the J&K Bar Council.
-
J&K is only state in India where Minimum Wages Act has not been made applicable as it is applied in respect of labourers working in the rest of the country.

The Panthers Party declares before the entire nation that if it gets a chance to enter the floors of the Parliament of India, it shall ensure full integration of the State of J&K with the rest of the country. At least three subjects, Defence, Foreign Affairs, Communications with Allied Matters could not have been kept away from the competence of the Parliament to legislate. Who is responsible for this discrimination and continuing political tragedy with the people of J&K? Is it a foreign country? Is it the terrorists? Is it the foreigners or the responsibility falls on the Hon’ble Members of the Indian Parliament who have kept the people of J&K away from democracy, rule of law, from the fundamental rights enshrined in the Indian Constitution and from other laws meant for the welfare of the people of J&K. The Panthers Party pledges that if the electorates shall give a chance to its member, Advocate Sree Krishna to enter the Parliament. It shall raise the voice of India for the complete merger of the people of J&K with the respect dignity and all fundamental rights which are being enjoyed by the Indian citizens in the rest of the country. Why Parliament discriminates against J&K when any law made by Parliament does not applied in J&K?Why hold Parliament elections in J&K? What is the role of J&K MPs in Parliament?
