JAMMU: The Chief Patron of National Panthers Party, Prof.Bhim Singh, a former Member of National Integration Council (NIC) also has urged President of India, Shri Ramnath Kovind to constitute National Integration Council (NIC) in J&K as a special case so that appropriate governance shall be provided to watch governance/administration in the state which is passing through President’s rule after the expiry of the Governor Rule in the State.
Prof.Bhim Singh urged the President of India that it is the only Governor within the meaning and scope of Section 92 of J&K Constitution read with Article 370 of the Indian Constitution who can intervene/interfere with the working of the governance under the President’s Rule as it is in J&K. He said that there is no disciplinary force to watch the laxity of bureaucracy in J&K as there is no state government in operation. The Governor in J&K has also limited powers to take appropriate measures to ensure a disciplined bureaucracy in the state which is governing the state without any disciplinary pressure because the state is under the President’s Rule.
NPP Supremo strongly urged the President of India to constitute National Integration Council by involving a representative of each recognized political party operating in J&K. The Chief Secretary and the Divisional Commissioner may also be included in the NIC. This is the only way to keep a strict watch on the working of loose bureaucracy as it is happening today. In the meantime, the President of India is competent to appoint Delimitation Commission as he is empowered under Article 370 in respect of J&K. It shall help bringing disciplined bureaucracy and administration during the President’s Rule in the state.
