SRINAGAR: Deputy Commissioner (DC) Srinagar, Dr. Bilal Mohi-Ud-Din Bhat Tuesday chaired a meeting here at Meeting Hall of the DV Office Complex to review the progress of the Annual District Good Governance Index (DGGI) for 2023-24 The meeting aimed to assess the impact of various governance interventions across sectors based on predefined parameters of DGGI.
The DC held a comprehensive review, covering sector-specific performance in Agriculture, Education, Health, Rural Development, Public Infrastructure, Financial Inclusion, Judiciary & Safety and Environment. The focus was on evaluating Governance measures under the DGGI framework and analyzing indicators providing insights into current status and progress over time covering the indicators for 2023-24, crucial for the forthcoming publication of DGGI-4.0.
The DC stressed the Departments to lay special focus on further improvising performance of DGGI Indicators under Health sector viz immunization, IMR, MMR etc and full coverage of elegible beneficiaries under different schemes of beneficiary oriented schemes under Social Welfare and ICDS.
The chair emphasized that the Good Governance Index serves as a standardized tool to assess governance status and the effectiveness of government interventions in public interest. He urged officers to analyze past indices to identify existing gaps and devise strategies to bridge them for achieving desired outcomes.
Dr. Bilal encouraged departmental officers to work with heightened enthusiasm and dedication to enhance developmental outcomes within the DGGI framework, focusing on adopting Good Governance indicators. He underscored the importance of measuring departmental performances against specific parameters, emphasizing both quantity and quality to ensure an efficient and prompt public delivery system.
The DC commended line department officers for improvements in certain indicators while noting areas requiring significant enhancement for better governance. Among others, the meeting was attended by Chief Planning Officer, District Statistics & Evaluation Officer, Programme Officer ICDS, Superintending Engineer, PWD Circle South, Superintending Engineer, KPDCL Circle-I, Deputy Chief Medical Officer, Chief Education Officer, Chief Agriculture Officer, Chief Animal Husbandry Srinagar, District Sheep Husbandry officer, Assistant Director FCS&CA and other sectoral heads.
SRINAGAR: In order to prevent road accidents and take corrective measures, the Deputy Commissioner (DC) Srinagar, Dr. Bilal Mohi-Ud-Din Bhat who is also Chairman of District Road Safety Committee and District Level Monitoring Committee (DRSC/ DLMC) today chaired a meeting at DC office Complex, here.
SSP Traffic, Muzafar Ahmad Shah, Additional District Development Commissioner, Zahoor Ahmad Mir, Additional Deputy Commissioner, Syed Ahmad Kataria, Additional Deputy Commissioner, Khalid Hussain Malik, RTO Kashmir, Syed Shahnawaz Bukhari and other senior Officers were present in the meeting.
At the outset, the meeting discussed threadbare remedial measures to prevent ‘Hit and Run’ cases in the district which includes awareness campaigns, proper regulation of traffic, pedestrian friendly roads, erection of signages especially at black spots, illumination at cut spots, removal of encroachments, etc
The SSP Traffic City and Regional Transport Officer Kashmir briefed the chair regarding the statistics of road fatalities and causes. It was informed that already 14 black spots have been identified in the Srinagar District which are prone to accidents.
Speaking on the occasion, the Deputy Commissioner directed the enforcement agencies to impart road safety awareness among common people, which shall play a key role in minimizing the number of accidents.
The DC instructed for the constitution of a Committee which shall submit suggestions/ resolutions for rectification of already identified black spots within Srinagar City in a week’s time. Besides, he also instructed the Road Construction agencies to take short term as well as long term remedial measures to rectify black spots
The Chairman directed the Road Construction agencies to carry out road safety audit of all black spots in the Srinagar city. He stressed upon the R&B Department to erect more crash barriers, road signages, etc on the vulnerable/ black spots to curb accidents and prevent loss of lives.
It was also directed by the chairman that all the provision of road safety furniture be part of DPR. Later, the meeting also discussed parking and roadside vending issues, and DC directed the concerned to come up with a resolution for smooth movement of traffic.
JAMMU: Mission Shakti SANKALP-Hub for Empowerment of Women Jammu, Social Welfare Department organized an awareness camp in Village Ambaran, Akhnoor in association with JKNRLM in block training centre. A large number of women from Ambaran and adjoining areas attended the camp.
The officials of Mission Shakti SANKALP HEW Jammu elaborated government schemes/ services and programmes such as BBBP, Health Related Schemes of Sukanya Samridhi Yojana, Ladli Beti, scholarship schemes, education oriented schemes, skill oriented programmes, business start up schemes, pensions for Old Age, Widow, Physically Challenged Person, SMAS for marriage, schemes for women in distress, Nasha Mukt awareness session, Helpline Nos.
They further stressed how these schemes are designed for women's education, health, safety and empowerment. At the end of the session, the grievances were also noted for early redressal.
SRINAGAR: Chief Secretary Atal Dulloo today chaired a meeting to assess the proposal of Tourism department to be taken up with Union Ministry of Tourism for funding by World Bank.
The meeting was attended by the ACS, Forests; Commissioner Secretary, Tourism; Secretary, Revenue; Director Tourism, Jammu/Kashmir; DG Budget besides other concerned officers.
During the meeting, the Chief Secretary had an overview of proposal framed by the department to be taken up with Union Ministry of Tourism and World Bank for their funding over a period of next 4-5 years.
Dulloo impressed upon the officers to choose destinations from both the Divisions that are currently less treaded and have potential to be developed on their unique strengths.
He advised that these destinations along with other nearby lesser known destinations should be developed as a circuit. He called for inclusion of activities related to adventure, nature, leisure, pilgrimage or eco-tourism in this plan.
He also enjoined upon the concerned to focus on promotion of destinations that would address the problems of overcrowding in the existing, popular destinations. He also asked for focusing on high-end and niche tourism.
Commissioner Secretary, Tourism, Yasha Mudgal, during the meeting threw light on the main features of this proposal. She highlighted that it is going to lay focus on the already developed infrastructure available in the vicinity besides the status of bed capacity, surface and air connectivity, communication network, medical, sanitation and other common amenities along with that of the creation of master plan in such areas.
It was also revealed that this envisaged plan is going to look into the identification of zones that could be developed for hospitality, fun, pleasure, adventure or eco-tourism activities.
Besides the gap analysis and acknowledging of strengths of each site, the proposal is also covering the scope of introduction of activities like Paragliding, Zipline, Camping, Skiing, Trekking, Mountaineering, Rafting, Canoeing for their development and promotion as alternate destinations accessible to tourists round the year.
JAMMU: Divisional Commissioner Jammu, Ramesh Kumar, today visited Raghunath Bazaar and inspected the status of development works being executed there. CEO Jammu Smart City Limited, SSP Traffic Jammu, Engineers, representatives of Raghunath Bazaar Association were present.
The Div Com was apprised about the different components of the up-gradation and development works that were either completed or ongoing including construction of footpath, Drain, power ducts, road work and entrance gateway.
The representatives of the Raghunath Bazaar Association expressed satisfaction and committed their support and assistance in the execution of the works for face-lifting and development of the famous Bazar.
The Div Com suggested for providing a uniform look to the front of the shops in tandem with the revered and famous Raghunath temple so as to provide a pleasing visual experience to the tourists and visitors.
The Div Com asked the President of Raghunath Bazaar Association for working on a plan with CEO JSCL for uniform sign Boards of the shops. Inspecting the ongoing works at the Bazaar, the Div Com directed for completing them at the earliest.
