ANANTNAG: Jammu & Kashmir Police registered the first FIR’s under the Bharatiya Nyay Sanhita (BNS) in Anantnag, Srinagar, Baramulla, Kulgam & Police District Sopore. This historic event marks the beginning of a new era in the justice delivery system within the Kashmir Zone.
FIR No. 143/2024, was registered under Section 125(a) and 281 of the Bharatiya Nyaya Sanhita 2023 at Police Station Bijbehara being the first FIR registered in Kashmir Zone. Similarly, in Srinagar district, first case vide FIR No. 22/2024 under sections 303 BNS and 135 (1) Electricity Act was registered at Police Station Chanapora.
Baramulla Police has also registered the first case under FIR No. 93/2024, filed under sections 303(2) and 329(3) under the Bharatiya Nyay Sanhita (BNS) at Police Station Kreeri. In Police District Sopore, the first case vide FIR No. 25/2024 under Section 223, 303 ii and 326A of the Bharatiya Nyaya Sanhita 2023 has been registered at Police Station Panzla. Kulgam Police also registered the first case vide FIR No 47/2024 under sections 74, 115(2) BNS (Bhartiya Nyaya Sanhita) at Police Station Yaripora.
This sets a vital precedent for the implementation of the new criminal law framework and underscores the swift and decisive action taken by the Police to uphold the law and ensure justice for all.
This development is a testament to the dedicated efforts of the District Police and the judiciary in harmonizing the legal framework, enhancing the efficacy of the justice system, and strengthening the rule of law in the district. The historic nature of this event signifies the entry of J&K Police into a new era which shall pave the way for a more efficient and robust justice delivery mechanism.
SRINAGAR: Historic Day in Indian Criminal Justice System as new Criminal Laws came into force today. To mark this momentous occasion, the Lieutenant Governor Shri Manoj Sinha presided over the implementation ceremony of the new Laws in J&K, at Police Headquarters. Hon'ble Chief Justice, J&K and Ladakh High Court Sh. Justice N. Kotiswar Singh also graced the occasion.
In his address, the Lt Governor expressed gratitude to the Hon’ble Prime Minister Shri Narendra Modi and Hon’ble Home Minister Shri Amit Shah for bringing the much-needed reforms in the Criminal Justice System of the country. He said the commencement of 3 new laws- ‘Bharatiya Nyaya Sanhita’, ‘Bharatiya Nagarik Suraksha Sanhita’ and ‘Bharatiya Sakshya Adhiniyam’- breaks the centuries-old shackles of colonial legacy.
“The new laws will ensure justice and equality for all, moving away from the repressive colonial framework. The reforms, rooted in the principles of liberty and fraternity, are a testament to our commitment to protect the vulnerable and ensure justice for all,” the Lt Governor said. The Bharatiya Nyaya Sanhita replaces the Indian Penal Code of 1860, focusing on restorative justice and victim rights. This law shifts the focus from mere punishment to rehabilitation and reintegration. It aims to address the root causes of crime and offer offenders a chance to reform and contribute positively to society.
The Bharatiya Nagarik Suraksha Sanhita replaces the Criminal Procedure Code of 1973, ensuring swift and fair trials. This law introduces measures to reduce delays in the justice delivery system, ensuring that justice is not only done but seen to be done on time. It also emphasizes the protection of the rights of the accused while ensuring public safety.
The Bharatiya Sakshya Adhiniyam replaces the Indian Evidence Act of 1872, modernizing evidence collection and use. This law uses modern technology to ensure the accuracy and integrity of evidence. It introduces digital documentation and forensic advancements to strengthen the credibility of the judicial process. Speaking on the overarching objectives of the new criminal laws, the Lt Governor said the new laws, based on individual freedom and human rights, reflect a major shift towards a more humane and just system.
“Designed to protect victim rights and ensure justice with a focus on human dignity, moving away from punitive colonial measures, new criminal laws acknowledge that every individual, regardless of their past, has the potential for change. New laws focus on restorative justice, where the emphasis is on repairing the harm caused by criminal behaviour and reintegrating offenders into society,” the Lt Governor said.
Highlighting the new provisions incorporated to suit contemporary times and technologies, the Lt Governor said, the new Criminal Laws addresses the issues like terrorism, sedition, and mob lynching and ensures our system is just, humane, and future-ready. By incorporating technological advancements, new laws will enhance the efficiency and transparency of our justice system. This includes the use of digital tools for evidence collection, case management, and communication among the five pillars of criminal justice system, he observed.
The Lt Governor underlined the need to remain vigilant about the potential misuse of technology, which could undermine the very justice we look to uphold. He also spoke on the substantial investment in infrastructure and training required with the integration of forensic technology and digital procedures. Ensuring data security and protecting the privacy of individuals is paramount. It is imperative to build robust systems that create a firewall against criminals, protect our citizens, and foster peace and development, the Lt Governor said.
On the occasion, the Lt Governor called for collective efforts to realize the full potential of the new reforms and ensure that justice is served efficiently and equitably.
He emphasised that all the stakeholders of the criminal justice system must nurture new laws collaboratively. “We embark on a journey towards a more just and fair society. These reforms uphold the rule of law, protect human rights, and ensure justice. The major challenge of training our core personnel in all the verticals has been accomplished, including joint trainings. J&K Police has been instrumental in training their core IOs, augmenting the material and human resources, and adapting to the technological challenges and working on legal changes. Let's work together to implement these changes, ensuring trust in a fair, transparent, and just legal system,” the Lt Governor said.
The Lt Governor further called for generating awareness on the new laws amongst the citizens, law enforcement agencies, stakeholders, legal fraternity, prosecutors, district administration officials, academia and students. He also congratulated the Jammu Kashmir Police on registering the First F.I.R under the provision of the new Laws.
Hon'ble Chief Justice, J&K and Ladakh High Court Sh. Justice N. Kotiswar Singh, in his address, said the new Criminal Laws is the reflection of the Resurgent India, Confident India building on its own destiny based on its rich heritage.
He advised the Vice Chancellors of various universities present on the occasion to conduct awareness sessions on the new laws in their respective institutions. Social workers, Legal Practitioners and Police officials from different districts, joined through video conferencing, also shared their views on the impact of new Laws on the criminal justice system.

JAMMU: The Indian Institute of Management (IIM) Jammu, under the aegis of the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India, in collaboration with the Dalit Indian Chamber of Commerce (DICCI), commenced the fifth batch of the Capacity Building Program on Small Business Development Units (SBDUs).
The inauguration took place at the Patanjali Classroom, IIM Jammu Jagti Campus on 1st July 2024, heralding a new chapter in entrepreneurial empowerment. Prof. B.S. Sahay, Director, IIM Jammu, presided over the event in an online mode. The fourth batch comprised 39 participants from various parts of the country, including individuals from the Union Territory of Jammu and Kashmir.
Among the notable attendees were Prof. Jabir Ali, Dean Academics, IIM Jammu; Dr. Mahesh Gadekar, Chairperson, Centre for Small Business Development, IIM Jammu; Dr. Sarbjit Singh, Program Director, SBDU, IIM Jammu, Dr. Vivek Sharma, Chief Innovation Officer (CIO), Centre for Innovation, Entrepreneurship and Skilll Development, IIM Jammu; and Shri Naren Karunakaran, Consultant, Centre for Diversity and Inclusion, IIM Jammu. The ceremony commenced with the ceremonial lighting of the lamp, symbolizing the enlightenment and empowerment that the program seeks to instill. Dr. Mahesh Gadekar, Chairperson, Centre for Small Business Development, IIM Jammu, in his welcome address, provided an overview of the program, setting the stage for an enriching journey of learning and growth.
Prof. B.S. Sahay, Director, IIM Jammu, joining online, emphasized the importance of the five-day program. He stated that big business is always talked about in India, but not small business, and this initiative aims to strengthen the small businesses thriving in the country. He mentioned that today, entrepreneurship has taken center stage, with the rise of unicorns and $1 million startups.
He expressed immense joy in seeing many women participating in this program and stressed the importance of participants aspiring beyond the skies. He noted that IIM Jammu is in the process of opening 22 SBDUs in the Union Territories of Jammu and Kashmir, and Ladakh. He emphasized the importance of focusing on the program, learning the nuances of developing business plans, and marketing products and businesses through various online avenues such as the GEM Portal, Amazon, and Flipkart registration. He urged Dr. Mahesh Gadekar to facilitate networking with past participants of the SBDU program.
With 150 participants already trained in the earlier SBDU programs, along with many other participants in other training programs, IIM Jammu is committed to fostering entrepreneurship in the country. He stressed the importance of participants asking questions, engaging in fruitful discussions, and making the most of this opportunity. He extended his gratitude to the Ministry of Skill Development, Govt. of India, for this initiative and mentioned that successful startups are key to community, society, and nation-building. He wished all the participants and the program great success.
Prof. Jabir Ali, Dean Academics, IIM Jammu, reflected on the institution's journey and the inception of the Capacity Building Program, envisioned by Padmashri Dr. Milind P. Kamble, Chairman, Board of Governors, IIM Jammu in collaboration with the Dalit Indian Chamber of Commerce (DICCI) under the aegis of Ministry of Skill Development, Govt. of India. He emphasized the Institute's commitment to fostering innovation and inclusivity while highlighting the necessity of establishing a robust entrepreneurial ecosystem in the region.
He underscored the importance of creating enterprises that lead to job creation. He noted that entrepreneurship is built on two factors: identification of an opportunity and utilization of that opportunity, leading to the creation of unicorns. He urged participants to make full use of the five-day module, which would sensitize them to different aspects of entrepreneurship and mark the start of a new journey and relationship, thereby contributing to the nation's development.
The ceremony also included the Campus Audio Visual of IIM Jammu followed by brief introductions from the participants, offering insights into their backgrounds and aspirations, further enriching the diverse tapestry of the program. Dr. Sarbjit Singh, Program Director, SBDU, IIM Jammu, proposed the vote of thanks. Candidates from various districts of Jammu and Kashmir, representing the One District One Product (ODOP) initiative, also participated in a program organized at IIM Jammu by Invest India to enhance their skills.
