JK MONITOR EXPOSES EXAM FEES SCAM IN DODA |
Keeping every one, upside and down the line in dark, officials of DIET Doda in the year 2011 not only avoided the directions and order/circular of higher authorities but also misinformed, exploited and cheated the poor, innocent and minor students of Doda district who had registered for appearing in the class 8th examination in October/ November 2011.
As per the guidelines issued for the conduct of Middle standard Examination in winter/Summer Zone of Jammu Division, No. DSEJ/Po/PS/1298-1319 DATED 18-05 2011, item number (6) of the guidelines clearly mentioned that Registration fees @ Rs 10 per students and examination fees @ Rs 100/- shall be charged. Out of the total fees i.e Rs 110/ per student, Rs 70 shall be retained by the Principal DIETs and Rs 40/- shall be remitted to SIE Jammu.
But later before the exam started in 2011, keeping in view the demand and pressure from respective DIETs, a meeting was held wherein it was decided that against the earlier decided Rs 40 per student, Rs 35 only will be remitted to SIE-Jammu. And since the year 2011 all the DIETs of Jammu have been remitting at Rs 35 per students to SIE-Jammu and the examination fees for each student remained unrevised so far at Rs 110.
Relevant to mention here that after pressure from the DIETs, it was later some modifications were done in the guidelines and later it was agreed by the SIE Jammu that instead of Rs 40, only Rs 35 will be remitted to SIE Jammu. This was also confirmed by the SIE officials while talking to JK MONITOR.
But the DIET Doda not only acted against the guidelines issued by the top office of the Jammu Division i.e Directorate of School Education Jammu (DSEJ), but also cheated the students and collected the fees at their will which was swindled by few officials at the district level.
The DIET Doda for the year 2011, printed the examination forms and there was clearly mentioned in the form printed that Rs 180/- be charged from the regular student and Rs 240/- from the private candidate registered for middles standard examination for the session Oct/Nov 2011.
During in-depth investigations by the JK Monitor, it was established that all the Education zones of the Doda district which are 10 in number charged Rs 180 per candidate while Thathri Zone took a step ahead and charged @ Rs 190 from each student, while from Zone Bhalla fees was deposited to the Middle Standard Examination Cell which is functioning for CEO office Doda at the rate of Rs 185 per candidate.
ZEO Bhaderwah Ram Prashad and one of his office female office subordinate after going through the office records have confirmed to JK MONITOR that Examination Fees for the class 8th for the year 2011 Oct/Nov, was charged at Rs 180 per student from 938 students who had registered from Bhaderwah Education Zone.
On the condition of anonymity, an employee of the ZEO office Bhalla confirmed JK Monitor that for the year 2011 Oct /Nov, examination fees for the Middle Standard examination was charged at the rate of Rs 185 per candidate and the total number of candidates was 511 ( 507 regular an 4 private).
An employee of the ZEO office Ghat after confirming from a teacher of a school of his zone told JK Monitor that in the year 2011, Rs 190 per candidate.
ZEO Bhalessa, Mr Dhayan Singh told JK Monitor that he has joined recently so had not gone through the previous records yet and added that the concerned Dealing Assistant is on leave so cannot confirm what is written in office records about the fees collected in the year 2011. Later, an employee of the said office called JK Monitor and said that he asked some teacher of his zone and it was confirmed that Rs 190 per student was charged for the year 2011 Oct/Nov.
As per the records of SIE Jammu, for the year 2011 Oct/Nov, a total number of 10166 students were registered to appear for the middle standard examination from Doda district and the total fees supposed to be collected from them was Rs 11, 18,260 at the rate of Rs 110/ per students but under a designed conspiracy to cheat and exploit by misinforming the minor and innocent students of Doda district, Rs 18, 29, 880 (and even higher).
The amount was collected at the rate of Rs 180, 185 and 190 per students which include an excess amount of Rs 7, 11, 620, if calculate at Rs 180 only which means excess amount of Rs 70 only per student. But as some in some zones the amount has been collected at Rs 185/ and Rs 190/ student that gives an impression of more excess amount collected from the students which can go over Rs 8 lakh.)
The excess money over Rs 8 lakhs collected from the students after misinforming, exploiting and cheating them has been embezzled and swindled by few officials who allegedly enjoy patronage of some politicians.
More than 8 lakhs of poor students money has been embezzled and swindled and it was confirmed when JK Monitor through its sources confirmed that for the year 2011, DIET Doda remitted at Rs 35 per student to SIE Jammu which amounts to Rs 3,55,810 for 10166 students.
It has been confirmed by the SIE officials that DIET Doda remitted Rs 3,55, 810 at the rate of Rs 35 per student for 10166 students in two instalments of Rs 50, 830 and Rs 3,04,980.
The nefarious designs, ill intentions and corrupt practices by the concerned officials was to collect the excess amount under a well planed conspiracy by keeping the ZEO offices, teachers and parents and thousands of students in dark and misinformed, which amounts to cheating and exploitation of students.
Present Principal of the DIET Doda, K.L Parihar who has taken over the charge of the office recently told JK Monitor that he has written to the SIE about the incomplete records in office of previous years and has also constituted an internal three member Inquiry Committee. Sources in the SIE-Jammu also confirmed that the present principal has written about the incomplete records and delay in handing over the charge to him by the Middle Examination Cell in CEO office Doda.
The expose of a just a tip of the iceberg, by the JK Monitor after in-depth investigations established that in the absence of appropriate action by the higher authorities as they are misinformed and kept in dark by the subordinates at each level and political patronage, the violation of rules, guidelines and Govt orders is a common thing in Doda district which is not only damages the image of education system in the district but also questions the seriousness and intentions of Govt and concerned ministry from time to time towards this hilly district Doda and its poor students and people who are always forced to suffer just to protect a handful elements who are internally eating the system and the department which is not good for the generations to come.
When Govt and the authorities concerned fail to act and streamline the system for the betterment of the people and safeguard rights of students, people have to think over it and understand the long term effects of the ongoing practice of a few.
