On making calculations, an amount of Rs 4, 02, 760 was collected in excess from 10069 students at Rs 40 per student registered for the year 2012 across the district. As per a DSE-J circular which is in force since 2011, examination fees as decided was to be charged at a rate of Rs 110 per student but on the directions of Middle Examination Cell in CEO office Doda, Rs 150 was collected from all the 10 Educaton Zones.

The act of those involved is not less than a crime committed by those in Middle Examination Cell in CEO office Doda, as they have conspired to cheat, misinform and exploit the innocent students who in as per the law are minors and exploitation of a minor is a punishable crime.
Though the same strategy was conspired for this year too but with the timely exposing of the nexus by the JK Monitor, this year’s bid was foiled.
The fact that in the year 2012, Rs 150 was charged from students on the directions from MS Middle Standard Examination Cell, was revealed when JK Monitor during its continuous investigations and exposure of Exam Fees scam in Doda, talked to the employees at ZEO offices in all 10 zones, and during conversation it was revealed that for the last year (2012) too, Rs 150 per student, which is in violations of Govt rules and circular.
According to a circular issued by DSE-J in the year 2011, it was decided to charge Rs 110 from students as examination fees for class 8th which include Rs 100 as examination fees and Rs 10 as registration fees, and till date the same circular is in force as fees structure in this regard has not been revised. SIE-Jammu Principal and others concerned staff in the office has confirmed to JK Monitor that the fees is same Rs 110 and it has not revised since 2011.
From the 10 education zones of Doda, some ZEOs and Dealing Assistants when asked about that why Rs 150 was charged from the students as examination fees majority of them told, that directions were passed by the MS Examination Cell which is in CEO office Doda, that there is no change this year and fees be charged same as charged last year”.
When these zones started charging Rs 150 as per directions, this establishes the fact that last year too they had charged Rs 150 per student.
ZEO Gundna Amar Chand while talking to JK Monitor over the issue of overcharging this year has disclosed that his office was told to charge the same fees as charged last year and the last year they charged Rs 150 per student.
ZEO, Bhagwa, Mr Natnoo after confirming from his office staff, told JK Monitor that for the year 2012 too, Exam Fees for the class 8th was charge at the rate of Rs 150 per student.
ZEO Bhaderwah, Mr Ram Prashad and one of his female staffer to who he passed on the phone also confirmed to JK Monitor that for the year 2012, examination fees for the class 8th was deposited in the Middle Standard (MS) Exam Cell which is in CEO Office Doda. He confirmed that fees of 941 students were deposited at the rate of Rs 150 per student.
However, persuasions are being made to manipulate and temper and even make fresh records, as being done by the ZEO office Thathri where teachers are also being involved to set their records correct, but in the process, those involved are multiplying problems for themselves by involving themselves in manipulation of records and forging of documents.
Relevant to mention here that after the exposing the Exam Fees over charging scam, by JK Monitor, the authorities of the department at district level in consultation with ZEOs started refunding the extra charged fees to the students to save their face. But the question arises here that, which will refund the money collected from the students last year after cheating them and keeping in dark even the teachers of respective schools about the actual fees structure.
