JAMMU: As a few days are left for closing the officer in Srinagar for annual Darbar Move, the officials in administrative Department of Education seems in hurry these days to issue orders of promotion in different subjects and officers at top are signing the orders keeping their eyes closed and sign the files submitted to them by their subordinate staff.  

Intrestingly, Government order No- 327 Edu of 2019 dated 16-10-2019 regarding the temprory placement of Post Graduate Masters as Incharge Lecturers in the discipline of Education in School Education Department was issued on October 16, 2019 but was uploaded on 21^st October 2019, makes one ‘Laugh’ about the efficiency of subordinate staff in the administrative Department of Education and sincearity of the officials at top.

According to the order, 16 Masters were shown appoint in the years yet to come and were placed as I/c Masters.

JK MONITOR while going through the order copy available on the website of Department of School Education, pointed out that the list was comprising of 250 Masters in total who were placed as I/c Lecturers in the descipline of Education and their details were given as –

While reading the whole list JK MONITOR pointed out that from Serial No- 235 to 250, which comprise of 16 Masters, as indicated in the Date of First Appointment column they were supposed to be appointed in the years yet to come ranging from 21 to 32, as the year 2021 to 2032 are yet to come.

Some may term it as a clerical mistake but the point here is that clerical mistake can be in one case not in 16 that too in a row and that too after passing through several subordinates at the clerical level.

All such lists are prepared at the Directorate level by some efficient staff who are mostly on deputations and checkd by officers of the Joint Director leval there after such files are sent to Administrative Department of the School Education Department where another round of scrutinty is done by clerical staff there after senior subordinate officers check each column than moves step by step to the top officials for final approval and then orders are issued.

This order has openly exposed the working style, sincerity and dedication towards assigned work of every official of School Education Department from Directorate level to Administrative Level.  Such approach of employees in the School Education Department justifies the time to time accusations doubting the transparency and deliberate delays about the work concerning the large chunk of employees.

The reason is that those responsible were never ever made accountable for their laxity and casual approach towards assigned work. Time is changing and parameters for such employees need to be be changed to ensure justice towards the hefty salaries they are being paid.
