NEW DELHI: Union Home Minister &Minister of Cooperation Minister and Senior BJP leader Shri Amit Shah addressed the Lok Sabha during the discussion on Operation Sindoor on Tuesday. During his address, Shri Shah remarked that under the leadership of Hon’ble Prime Minister Shri Narendra Modi ji, the Indian Army deserves praise for destroying terrorist hideouts during Operation Sindoor. He accused the Congress and the Opposition of allowing terrorists to flee the country during the UPA regime, whereas under the Modi government, terrorists are being eliminated one by one. During the UPA era, the government merely sent dossiers to Pakistan after terror attacks, but under the leadership of Shri Narendra Modi ji, India responds by entering the enemy’s territory.

Shri Shah stated that the killing of innocent people in Pahalgam was carried out by Pakistan, and Hon'ble Prime Minister Shri Narendra Modi Ji granted permission to the Indian Army for Operation Sindoor,following which the Army bravely destroyed the Pakistani bases. Shri Shah condemned the brutal killings of innocent civilians in Pahalgam after identifying their religion and expressed his condolences to the bereaved families and the civilians who were injured in the firing by Pakistan in response to Operation Sindoor. Shri Shah remarked that both the ruling and opposition parties have been discussing this incident since yesterday, and it is important that such discussions take place and that measures are taken to ensure that such incidents are not repeated in the future.

Union Home Minister, through the House, informed the entire nation about Operation Mahadev carried out by the Indian Army. He said that yesterday, three terrorists were killed in a joint operation by the security forces under Operation Mahadev.One of them, Suleman, was a commander of Lashkar-e-Taiba and was involved in the Pahalgam attack. Indian agencies have evidence of this. The other two terrorists, Afghan and Jibran, were also A-grade terrorists who had killed Indian civilians in the Baisaran Valley. All three terrorists were the same individuals and have been eliminated. Shri Shah, through the House, extended heartfelt congratulations to the personnel of the Jammu and Kashmir Police and the Indian Army who were part of this operation.

Shri Shah informed that Operation Mahadev began on 22 May 2025. A security meeting was held on the very night of the Pahalgam terror attack. The Pahalgam terror attack took place at 1 PM, and I had landed in Srinagar by 5:30 PM.On 23 April, a security meeting was held, and in this meeting with all security forces, it was decided that the accused of the Pahalgam terror attack should not be allowed to flee to Pakistan, and we ensured this. On 22 May, the Intelligence Bureau received information about the presence of terrorists in Dachigam. From May to 22 July, efforts were made to confirm this information. Army, CRPF, and IB officers kept moving around to catch the terrorists' signals. On 22 July, when the IB confirmed the presence of the terrorists there, the terrorists were surrounded under the leadership of 4 Para soldiers. All in all, in the operation that took place yesterday, all three terrorists who killed innocent civilians were eliminated. Suleman alias Faizal Jatt, along with terrorists named Afghan and Jibran, were the ones who carried out the Pahalgam terror attack. Those who had helped these terrorists were also made to identify them by the NIA, and it was confirmed that these were the terrorists who had attacked in Pahalgam. The cartridges recovered from the incident site were sent for SFL testing. The cartridges recovered in yesterday’s operation were also tested, and the rifles were sent to Chandigarh for examination. All these investigations confirmed that these three were the same terrorists. Hon'ble Prime Minister Shri Narendra Modi ji not only eliminated the terrorists but also took down the masterminds who sent them. Such a lesson has been taught that no one will dare to repeat such an act in the future. 

Union Home Minister stated that he had expected that when the opposition would hear the news of the terrorists being killed, there would be a wave of happiness among them, but instead their faces turned grim. Even the killing of terrorists is not bringing them joy. The opposition is troubled even by the fact that terrorists have been eliminated—what kind of politics is this? I have the ballistic report in my hand. Security experts themselves informed me via video call at 6:46 PM on the evening of 28th July that the terrorists killed in the operation were the same ones responsible for the Pahalgam attack. At that moment, the girl who had been married just six days earlier and had become a widow was standing in front of me—I still cannot forget that scene. This is a huge success of the Indian Army, Jammu & Kashmir Police, and CRPF, of which the 140 crore people of the country are proud. 

Shri Shah stated that the investigation of the Pahalgam terror attack was handed over to the NIA, a globally recognised agency with a conviction rate of over 95 percent, on the very same day that TRF claimed responsibility. During the investigation, statements were recorded from 1,055 individuals including the families of the deceased, tourists, mule operators, and workers at various shops—all of which were video recorded. Based on this, sketches were prepared. Several people were detained for more than 3,000 hours. On this basis, on 22ndJune 2025, Bashir and Parvez were identified as those who had given shelter to the terrorists. Both were arrested. They revealed that on the night of 21st April, three terrorists came from Baisaran to Parvez Dhok, about two kilometres away. These terrorists were carrying AK-47 rifles and M9 carbines. Two of them were dressed in black and one in a disguise. They left after taking some items. Based on this, sketches were prepared. Both arrested individuals and their mothers identified the three deceased terrorists. Two AK-47 rifles and one M9 carbine were used in the Pahalgam attack.

Hon’ble Union Home Minister said that he felt saddened when the former Home Minister of the country, Chidambaram, questioned the evidence proving that the terrorists came from Pakistan. He raised this question right before the Parliament was to discuss the matter. What does Chidambaram want to convey, and why does he want to shield Pakistan?Let me inform you that two of the three terrorists were found with Pakistani voter ID cards. The chocolates recovered from Dhok were also manufactured in Pakistan. By raising such a question, Chidambaram, a former Home Minister, is essentially giving a clean chit to Pakistan. He is even questioning the Indian strike on Pakistan. While our MPs went across the world and all nations acknowledged that Pakistan was behind the attack, Chidambaram’s attempt to save Pakistan is now understood by every citizen of the country—this conspiracy will not go unpunished. 

Shri Shah said that this is just the beginning. He wants to narrate the sequence of events related to the Pahalgam terror attack and Operation Sindoor. Thought that after the Union Defence Minister's statement yesterday, the Congress party would deliver a speech in support, but that did not happen and the Opposition raised several questions. On April 22, a terror attack took place in Pahalgam, in which 25 Indian and one Nepali citizen were killed. At that very moment, I left for Srinagar. On the same night, a meeting with the security forces was held to ensure that the terrorists could not escape. On April 23, a CCS meeting was held, in which Congress's blunder—the Indus Water Treaty—was decided to be suspended. The Integrated Check Post at Attari was suspended and Pakistani citizens were sent back. The advisors to the Pakistani High Commissioner were declared undesirable and many were sent back. Along with this, the CCS resolved that an appropriate response would be given to the terrorists and their handlers. Yesterday, Gaurav Gogoi said that Prime Minister Shri Narendra Modi Ji was on a foreign tour at the time of the attack, but when Rahul Gandhi went, there was no one there. On the Hon'ble Prime Minister Shri Narendra Modi Ji attending a program in Bihar during such an attack, Shri Shah explained that in such times, the Hon'ble Prime Minister must respond in accordance with the sentiments of the people. The Hon'ble Prime Minister Shri Narendra Modi Ji gave a stern message to the terrorists during the public meeting in Bihar and spoke about breaking the backbone of the terror masterminds. Now, if someone sees an election speech in this address by the Prime Minister Shri Narendra Modi Ji, then serious questions arise on their understanding. This is not an election speech but the resounding echo of 140 crore Indians fighting against terror.

Union Home Minister stated that after this, on April 30, a CCS meeting was held in which the armed forces were given full freedom for operations, and thereafter, Operation Sindoor was carried out. It was conducted on the night of May 7 from 1:04 AM to 1:24 AM, and nine terrorist bases in Pakistan were destroyed. There cannot be a more restrained attack than this. Wars are taking place all over the world, where civilians are dying, but in our attacks, not a single civilian was killed. Attacks were carried out on Markaz, Subhanallah, Bahawalpur, Markaz-e-Taiba, Sialkot, Muzaffarabad, Kotli, and Barnala camp. In surgical strikes and airstrikes, we had essentially attacked our own part in PoK, but this time, we entered 100 kilometres inside and attacked Pakistan. Among the terrorists killed in the attack were Hafiz Mohammad Jameel, Mudassir Khadian, Yaqoob Malik, Mohammad Hamza Jameel, Mohammad Yusuf Azhar, Mohammad Amir, Mohammad Hassan, Abdul Malik, Noel Malik, and others. Out of these 10 people, eight had carried out terrorist attacks during the UPA government, whom the Hon'ble Prime Minister Shri Narendra Modi Ji eliminated.The terrorists who had gone into hiding during the UPA regime have been eliminated by the Indian Army, and not just these 10, our army has killed at least more than 100 people — yet the opposition cannot even take pride in this. 

Shri Shah stated that on May 7 at 1:26 AM, the army operation was completed. Our DGMO spoke to the Pakistani DGMO, informed them of our action, and clarified that we had only targeted terrorist bases under the right to self-defence. This is not the Manmohan government, where, after the Mumbai attack, only discussions took place. This is the Modi government, which doesn’t send dossiers but takes immediate action. In response to the Uri attack, we conducted a surgical strike; in response to the Pulwama attack, we carried out an air strike; and after the Pahalgam attack, India went 100 kilometres inside Pakistan and destroyed 9 terrorist bases and eliminated over 100 terrorists. The Indian Army attacked terrorist camps, and Pakistan took it as an attack on itself. The next day, the funerals of the terrorists were held, in which officers of the Pakistani army participated. This exposed the reality of Pakistan before the entire world — that terrorism in Pakistan is state-sponsored. Pakistan attacked our military bases, but we suffered no damage. The next day, Hon'ble Prime Minister Shri Narendra Modi ji held a meeting with military officials and Union Defence Minister Shri Rajnath Singh, following which a retaliatory strike was carried out targeting 11 Pakistani airbases. Of these, eight were hit with such precision that their air defence systems were rendered useless. The airbases at Nur Khan Chaklala, Muridke, Rafiqui, Rahim Yar Khan, Jacobabad, Sukkur, and Bholari were destroyed. India effectively crippled Pakistan’s ability to launch further attacks.

Union Home Minister said that Pakistan had no option left but to seek refuge, which is why on May 10, the Pakistani DGMO called the Indian DGMO, and at 5 PM the conflict was brought to a halt. Yesterday, the opposition raised questions, asking why India stopped if it was in such a strong position. I want to say that war has many consequences, and decisions must be made with careful consideration. In 1948, Pt. Nehru unilaterally declared a ceasefire, and therefore Pt. Nehru is responsible for PoK.In 1960, India was geographically and strategically in a very strong position on the Indus waters, but Pandit Nehru gave 80 percent of India’s water to Pakistan. In the 1965 war, we had captured places like Haji Pir, but returned them in 1966. In the 1971 war, we had 93,000 prisoners of war — that is, 42 percent of the Pakistani Army — and 15,000 square kilometres of territory.When the agreement was signed in Shimla, we even forgot to demand PoK and returned the 15,000 square km. of land that we had won. A war crimes tribunal was supposed to be established for the Pakistan-led massacre, but it never was. Pakistani military officers were to be prosecuted, but no trial took place. Shri Shah said that Field Marshal Sam Manekshaw had bluntly told the then Prime Minister, after the release of 93,000 Pakistani PoWs under the Shimla Agreementreportedly without consulting the Army — that ‘ He (Pakistan’s Prime Minister Zulfiqar Ali Bhutto) has made a monkey out of you (Indian PM Indira Gandhi).” And these people are now trying to lecture us. They are giving a clean chit to Pakistan—so what right do they have to ask questions? A former Home Minister of the country is saying Pakistan did not attack—so they have no right to question.

Shri Shah said that yesterday some Congress members were raising the issue of China. But they should remember that in the 1962 war, 30,000 square kilometers of land were given to China. At that time, such a discussion also took place in Parliament, and Jawaharlal Nehru had said that not even a blade of grass grows there, so what is the use of it? To this, a member replied that there is not a single hair on your head either—should that too be given to China? Pt. Nehru had bid farewell to Assam on All India Radio.America had proposed that China should not be given a seat in the Security Council and that India should be given the seat instead. But Pt Nehru had said that we will not accept this because it would spoil our relations with China and a great nation like China would be offended. Today, China is in the Security Council, but is not allowing India in, and the reason for this is Pandit Nehru's decision. The Rajiv Gandhi Foundation had signed an MoU with China. When our soldiers were face to face with China in Doklam, Rahul Gandhi was meeting with the Chinese ambassador. The root of terrorism is Pakistan, and had the Congress party not accepted Partition, Pakistan would never have existed. Yesterday, External Affairs Minister Dr. S. Jaishankar had said that the Balochistan blunder was done by Congress, which enabled Pakistan to stand equal with India for talks.

Union Home Minister said that in 2002, Atal Bihari Vajpayee's government was in power, and to eliminate terrorism, the NDA government brought the POTA law. Who opposed the POTA law? The Congress party did. We were forced to convene a joint session, and only then was the POTA law passed. Today, I want to ask the Congress, whom did you want to protect? By blocking POTA, Congress wanted to serve its vote bank and save terrorists. When the Congress-led UPA government came to power, they repealed the POTA law in their very first Cabinet meeting. I ask, for whose benefit did Congress repeal the POTA law? In December 2004, the POTA law was abolished, and in 2005, there was an attack on Ram Lalla's tent in Ayodhya. In 2006, 187 people were killed in the Mumbai train bomb blasts. In 2006, Hindus were attacked in Lodha-Udhampur, in which 34 people were killed. In 2007, 44 people were killed in Hyderabad and 13 people were killed in Lucknow and Varanasi in Uttar Pradesh. In 2008, there was an attack on the CRPF camp in Rampur. There was an attack on the Army convoy in Srinagar, in which 10 soldiers were killed. In November 2008, 246 people were killed in the Mumbai terror attacks. In 2008, 64 people were killed in 8 bomb blasts in Jaipur, 57 people in 21 bomb blasts in Ahmedabad, 22 people in 5 bomb blasts in Delhi, and 17 people were killed in the German Bakery blast in Pune. In 2010, there was a bomb blast in Varanasi, and in 2011, three blasts occurred in Mumbai in which 27 people were killed. There is a fight against terrorism. But the question is, between 2005 and 2011, there were 27 heinous attacks and around 1,000 people were killed. What did you do? Rahul Gandhi should come to the House and explain what his government did. They just kept sending dossiers to Pakistan. They say that attacks happened during our time too. The attacks during our time were Pakistan-sponsored and Kashmir-centric. Apart from these, from 2014 to 2025, not a single terror incident occurred in the country. Under the Modi government, the situation in Kashmir is such that terrorists have to come from Pakistan; there are no terrorists in Kashmir. One day I heard Salman Khurshid’s statement where he said that Sonia Gandhi cried over the Batla House encounter. If one had to cry, it should have been for martyr Inspector Mohan Chand Sharma. But they cry for the terrorists of Batla House. They have no right to question us. 

Shri Shah said that the Opposition believed the culprits of the Baisaran incident had fled to Pakistan, but the Army eliminated them. “If you want to raise this issue, go ahead—I have a video of Salman Khurshid. Fix a time if you want me to show it.” He added that Syed Salahuddin fled in 1993 when Congress was in power, Dawood Ibrahim fled in congress period, Tiger Memon in 1993, Riyaz Bhatkal in 2007, Iqbal in 2010, and Shadab Beg in 2009—every time under a Congress government. “Whenever terrorists fled, Congress was in power.”

Union Home Minister said that on the issue of Kashmir, the Bharatiya Janata Party government remains accountable to the people and will respond to every allegation made by the Opposition. From 2004 to 2014, during the uninterrupted Sonia-Manmohan regime, a total of 7,217 terrorist incidents occurred. Between 2014 and 2025, this number dropped by 70% to 2,150. From 2004 to 2014, 1,770 people were killed, whereas between 2014 and 2025, the number fell to 357. From 2014 to 2024, the number of casualties in security forces was 1,060, which reduced to 542 under the BJP government. There has been a 123% increase in the number of terrorists killed under the BJP regime. By abrogating Article 370, the BJP government has dismantled the terror ecosystem. The BJP formulated a Zero Terror and Area Domination Plan, implemented multi-level deployment, established security jails, ensured 98% of trials now happen via video conferencing, set up communication infrastructure, jailed 702 mobile vendors, and deactivated 2,667 illegal SIM cards. There was a time when funerals in Kashmir drew crowds of 10,000 people, but now, terrorists are buried at the spot where they are killed. In the Modi government, no glorification of terrorists is allowed. Supporters of terrorists have been systematically removed from government jobs; their passports and government contracts have been cancelled. More than 75 terror sympathizers have been dismissed from government service with court orders. A Bar Council filled with terror sympathizers was suspended, and impartial elections were conducted. Several organizations were banned, special UAPA courts were established, and between March 2022 and 2025, 367 UAPA cases were registered and 374 properties were attached.  As a result, under Congress rule, there used to be 2,654 incidents of organized stone pelting annually, but by 2024, this number dropped to zero. During their regime, the Valley witnessed 132 days of shutdowns per year; now, the Valley remains open, and no organized strike has occurred in the last three years. Under Congress, 112 civilians died annually due to stone pelting, but for the past three years, not a single civilian has lost their life. During the UPA regime, 6,235 people were injured each year in stone-pelting incidents; today, that number has also fallen to zero.

At one time, Hurriyat leaders received VIP treatment, but the BJP government has banned every component of Hurriyat and sent its leaders behind bars. We do not engage in dialogue with Hurriyat; they are terror outfits. If we hold talks, it will be with the youth of Kashmir. Earlier, there used to be an atmosphere of fear during elections, but now, 98.3% voter turnout was recorded in the panchayat elections. The era of Congress-led shutdowns and boycotts is over. Previously, separatists wanted to talk, but now they cannot.  Since 2019, the Modi government has banned several terrorist organizations. The central government has proscribed TRF, People's Anti-Fascist Front, Tehreek-ul-Mujahideen, Jamaat-ul-Mujahideen Bangladesh Hindustan, Jammu and Kashmir Ghaznavi Force, Khalistan Tiger Force, Hizb ut-Tahrir, Jamaat-e-Islami, Jammu and Kashmir Liberation Front, Jammu and Kashmir Democratic Freedom Party, Jammu and Kashmir Muslim League, Tehreek-e-Hurriyat, Muslim Conference, Jammu and Kashmir National Front, Jammu and Kashmir People's Freedom League, Jammu and Kashmir People's League, Jammu and Kashmir Ittehad-ul-Muslimeen, Awami Action Committee, Sikhs for Justice, and the Popular Front of India (PFI).

Shri Shah said that Gaurav Gogoi has visited Pakistan several times but perhaps never via the border route. Soldiers are stationed there in snow and in temperatures as low as -43°C. Anyone attempting to infiltrate from there will be eliminated. Congress is unaware of the challenges at the borders. During the Congress regime, infiltrators would enter openly and were even granted visas. Those who repealed POTA will naturally dislike Prime Minister Shri Narendra Modi ji’s anti-terrorism policy. The Modi government follows a zero-tolerance approach towards terrorism, and India will emerge victorious. In conclusion, Shri Amit Shah expressed gratitude and appreciation to the Army and security forces for their valour.
