JAMMU: The Department of National Security Studies (NSS), Central University of Jammu (CUJ) under the esteemed patronage of the Hon’ble Vice Chancellor Prof. (Dr.) Sanjeev Jain, organized ICSSR sponsored Two-Day International Seminar on “Security in the Changing World Order: Challenges and Responses”. In the Valedictory session, Dr. Neeta Rani, HOD, NSS, CU Jammu delivered a formal welcome address followed by the introduction of Guest speaker Prof. Rajiv Nayan, Nelson Mandela Centre for Peace and Conflict Resolution, Jamia Millia Islamia, New Delhi. Dr. Anuradha,  Assistant Professor, NSS, CUJ presented a summary of the seminar highlighting various themes deliberated upon and the outcomes of the seminar.

In his valedictory session address, Prof. Rajiv Nayan offered an incisive analysis of the rapidly evolving world order. He highlighted how shifts in global polarity, ongoing processes of securitization, and the persistent inevitability of conflicts define the contemporary international environment. Prof. Nayan emphasized that modern warfare is no longer confined to conventional domains; instead, it increasingly encompasses hybrid forms of conflict, particularly information warfare, which he identified as a critical battleground of the future. He underscored that the structure of the emerging world order is being shaped significantly by the rise of regional powers, whose strategic choices and capabilities are becoming decisive in global affairs.

In this context, Prof. Nayan called for a sustained national focus on developing indigenous capabilities, advancing modernization, and strengthening the core elements of national power, including scientific research, technological innovation, and sovereign indigenous defence technologies. A major thrust of his address was the need for a fundamental transformation in India’s security mindset.

He advocated cultivating a more assertive strategic posture, along with moving beyond conventional western-centric security discourses that have long framed global strategic thinking. Instead, he urged policymakers and scholars to draw upon the country’s historical experiences and traditional knowledge systems, arguing that these foundations offer valuable insights for shaping contemporary security strategies. Prof. Nayan concluded by reiterating that adapting to the changing world order requires both intellectual recalibration and institutional reform, anchored in self-reliance, strategic clarity, and a deep understanding of India’s civilizational wisdom

In his special remarks, Prof. Asit Mantri, Head, Department of Educational Studies at CU Jammu, offered thought-provoking reflections inspired by the ideas of Sri Aurobindo Ghosh. He emphasized Sri Aurobindo’s philosophical call for self-realization and the importance of understanding one’s true inner potential as a foundation for both individual growth and national strength. Prof. Mantri highlighted the relevance of dharma, the principle of righteous duty and moral responsibility in every sphere of life. He argued that adherence to dharma is essential not only for personal integrity but also for safeguarding the national interest, as it fosters discipline, ethical action, and a sense of collective purpose. He further stressed the need for the nation to identify, preserve, and build upon its inherent strengths, including its cultural heritage, intellectual traditions, and human capital.

In his special remarks, Hon’ble Vice Chancellor Prof. (Dr.) Sanjeev Jain commended the department for organizing an intellectually enriching and timely discourse. Reflecting on the dynamics of international relations, he underscored the enduring principle that a nation has no permanent friends or enemies, only permanent interests. Prof. Jain emphasized the responsibilities that every individual bears toward the nation, particularly in an era marked by evolving security challenges. He highlighted the need for citizens to remain aware, vigilant and committed to safeguarding national integrity, especially at a time when the country continues to confront the persistent threat of terrorism.

Earlier in the day, two technical sessions were held in which Dr. Sitakanta Mishra, Dean, School of Liberal Studies, Pandit Deen Dayal Energy University, Gandhinagar, Dr. N. Koiremba, Senior Assistant Professor, Department of Political Science, University of Delhi, New Delhi, Dr. Prashant Pradhan, IDSA Fellow, New Delhi, and Dr. Ellora Puri, Assistant Professor, Department of Political Science, University of Jammu deliberated on the issues of non-traditional security aspects, global governance and populism and the changing world order. Simultaneously, one parallel session was held which was chaired by Dr. Raosaheb Bhwaskar, National Law University, Aurangabad. In all the sessions across the seminar 30 participants including faculty members, research scholars and students from different institutes presented their research papers.

The day’s proceedings concluded with a Vote of Thanks delivered by Dr. Tilak Raj Sharma, Assistant Professor, NSS, CU Jammu, who expressed deep gratitude on behalf of the department. He extended heartfelt gratitude to the Hon’ble Vice Chancellor, Prof. (Dr.) Sanjeev Jain, for his visionary guidance, inspiring leadership and continuous support. Dr. Sharma acknowledged ICSSR and the valuable contribution of the guest speaker, Prof. Rajiv Nayan, as well as the other delegates, faculty members, research scholars, participants, and non-teaching staff whose collective efforts ensured the success of the event. The programme also brought together students, scholars, and faculty from various departments, fostering an enriching academic environment. The event was widely appreciated for its scholarly depth and contemporary relevance.
