JAMMU: The two-day Capacity Building Programme (CBP) for Tax Officers to strengthen human resource of State Taxes Department (STD) for implementation of Goods and Service Tax (GST) commenced today at Excise and Taxation Training Institution here. The workshop is being organised by State Taxes Department (STD), J&K in collaboration with Institute of Chartered Accountants of India (ICAI).
The two day workshop was inaugurated by Additional Commissioner, Administration & Enforcement, Jammu, Namrita Dogra in which all Deputy Commissioners of Tax department, Assistant Commissioner and State Tax Officers of Jammu division participated. Speaking on the occasion, Namrita Dogra said that the Capacity Building Programme has been initiated under the guidance of Commissioner State Taxes Department, P K Bhat.
She said that this strategic move not only enhances the productivity of tax officers of STD but also promotes significant partnership between the ICAI community for larger economic growth of the nation. She added that the training module will continue tomorrow (October 15) and resource persons from ICAI will cover topics on demand, recovery, appeals, E-way Bill and Enforcement process.
In the first session, ICAI’s resource person CA Rahat Mohan informed the officers of Jammu division regarding audit under GST, types of Audits, Basic & Procedural provisions, covering audit u/s 65 of CGST Act, 2017 and related rules in detail besides risk-based selection. Doubts of STOs were also cleared through question-and-answer session, wherein from basic concepts of audit to advance and technical issues were discussed in detail.
In the second session of the day, ICAI’s resource person CA Archana Jain delivered the lecture on Audit of Banking and Insurance sector, Procedural Checks under GST, ITC Taken, utilised, reversed, Specialised accounting practices for presentation of financial statement and Scrutiny of Returns and other records.
The Capacity Building programme also deliberated on issues included GST law pertaining to real estate, hospitality and tourism sector, banking & insurance industry, work contracts as well as analysis of financial statements of banking & insurance companies with GST perspective.
Other issues like Types of Red Flag Reports, Investigation Experiences – Interesting cases with practical insights, System Overview of Scrutiny and Audit and Return and E-invoicing under GST were also discussed during the workshop. The Capacity Building programme received incredibly positive feedback from the participants.
