PULWAMA: Deputy Commissioner Pulwama, Dr. Basharat Qayoom, today chaired a comprehensive meeting at the Meeting Hall of the Administrative Complex, Pulwama, to review the physical and financial progress of development works being executed under the District Capex Budget 2026-27 and other related schemes.
At the outset, Joint Director Planning/Chief Planning Officer, Pulwama, Aashiq Hussain Khanday, gave a detailed PowerPoint presentation on the overall progress of works under the District Capex Budget, covering various regular and area development sectors. The presentation included the status of administrative approvals, tendering, allotment and execution of works, along with the financial and physical progress achieved so far.
The meeting reviewed the progress under key sectors including Minor Irrigation, Roads & Buildings, School Education, Youth Services & Sports, Health, Urban Development, PHE, NFB, Untied Grants, DDC, BDC and PRI Grants, besides Aspirational Block Development Programme (ABDP) and Aspirational Panchayat Development Programme (APDP). The status of new as well as ongoing works was discussed in detail.
Dr. Qayoom took a sector-wise review of the works and sought detailed feedback from the concerned officers regarding the present status of projects, particularly those pending at different stages of approval, tendering and allotment. He directed the officers to remove bottlenecks, expedite pending processes and ensure that all eligible works are taken up and completed within the stipulated timelines.
While reviewing the status of works under various components, Dr. Qayoom directed the concerned officers to speed up the processes relating to pending estimates, administrative approvals, tendering and allotment. He stressed upon the executing agencies to ensure the timely execution of works under various components.
The Deputy Commissioner also reviewed works under Archives and Heritage, including restoration, preservation and maintenance of heritage sites across the district. Progress under UT Capex Tribal and the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) was also reviewed. The DC directed the concerned agencies to ensure timely implementation of works aimed at improving infrastructure and basic amenities in tribal areas.
He further directed all executing agencies to strictly adhere to quality parameters, prescribed procedures and approved timelines, while ensuring close coordination among departments at every stage of project implementation. He called for intensified field-level monitoring and directed senior officers to personally review the progress of works.
Concluding the meeting, the Deputy Commissioner reiterated that timely completion of development projects, quality execution and effective utilisation of public funds must remain the priority of all concerned departments.
Among others, the meeting was attended by Superintending Engineers of R&B and KPDCL; Assistant Commissioner Development Pulwama; Chief Education Officer; Chief Medical Officer; Executive Engineers of concerned departments; District Youth Services & Sports Officer; Chief Executive Officer of Municipal Council Pulwama and Executive Officers of various Municipal Committees; besides other concerned district and sectoral officers.
