KARGIL In a moment of pride and reflection, the Kargil region bid a heartfelt farewell to Er. Haji Maqbool Hussain, Chief Engineer of PHE, Irrigation, and Flood Control, UT Ladakh, as he retired after 34 years of dedicated service. A pioneer in the true sense, Er. Maqbool Hussain stands as an inspiration, being the first person from Kargil to rise through the ranks—from Junior Engineer to the top post of Chief Engineer—setting a precedent for future generations.

Er. Haji Maqbool Hussain’s career began humbly after completing his 10th and 12th from Government Higher Secondary School, Kargil. He went on to earn a degree in Civil Engineering from the prestigious Regional Engineering College, Srinagar. In 1991, he was appointed as a Junior Engineer. Over the decades, his relentless dedication, technical acumen, and leadership skills saw him rise to become the Chief Engineer—a journey that has inspired countless young engineers in Ladakh.

What sets Er. Maqbool apart is not just his leadership, but the breadth of his experience. He is the only person in the region who has worked across all the major wings of engineering, including PWD, R&B, Irrigation, PHE, PDC, and even JK PCC. His versatility and expertise in handling a variety of engineering challenges make his career even more remarkable.

Under Er. Maqbool’s leadership, Kargil achieved unprecedented milestones in water management. He successfully implemented the Jal Jeevan Mission, achieving 94% coverage and ensuring that over 18,000 households in Kargil have water taps at their doorsteps. The overall work of the Jal Jeevan Mission in UT Ladakh was recognized nationally and honored with the Best Winter Water Management Award on behalf of Ladakh.

He laid the groundwork for the 24x7 Water Supply Scheme for Kargil and Leh towns, and Sewerage Treatment Plant for both Leh and Kargil Town, with work slated to begin in the next financial year, which he terms as his dream project.

Er. Maqbool’s vision and expertise were instrumental in shaping the physical infrastructure of Kargil. He designed and executed key projects such as the Civil Secretariat, DPR of the New Hospital Building Initiated, and various schools across the region. Additionally, he constructed vital irrigation canals, including the Parkachik Canal and the Kaksar Canal, boosting agricultural productivity in the area.

He played a critical role in enhancing connectivity by constructing numerous link roads, notably the Zimstang Bridge to TCP Road, which connects the LAHDC Secretariat and District Hospital, providing an alternative route to commuters.

Sajjad Hussain, Accounts Officer at the Chief Engineer’s Office, Ladakh, while speaking on this occasion, said that Er. Maqbool was not just an engineer but a leader who prioritized teamwork and harmony. Known for his staff-friendly demeanor and ability to foster a productive work environment, he earned the respect of colleagues, subordinates, and contractors alike, he added.

To honor his contributions, the LAHDC Kargil organized a grand farewell ceremony at the Conference Hall, Kargil. The event was attended by CEC Dr. Mohd Jaffar Akhone, Deputy Commissioner Shrikant Suse, Executive Councillors and Councillors, senior officers, and representatives from various departments, where he was presented with traditional Khataks by dignitaries, contractor associations, and colleagues. Later, a similar programme was also organized by the staff of his office. After the ceremony, Er. Maqbool was escorted in a cavalcade from the Council Secretariat to his home in Pishoo, Kargil.

As the first person from Kargil to climb the ranks from Junior Engineer to Chief Engineer, Er. Maqbool Hussain has broken barriers and inspired countless young minds in Ladakh. His technical expertise, visionary projects, and unwavering dedication to public service will be remembered for generations.

The LAHDC Kargil, DC Kargil, and contractor associations have all expressed their gratitude and extended an open invitation to Er. Maqbool for future collaborations, acknowledging his unparalleled contributions to society and his expertise in technical matters.

While Er. Maqbool may have retired; his legacy continues to shape Kargil. His transformational projects, especially in water management and infrastructure development, have left an indelible mark on the region. His journey is a testament to the power of determination, vision, and service to society.
