JAMMU: Jammu Kashmir BJP Spokesperson and former Vice Chairman Balbir Ram Rattan has said that the launch of five new digital reforms by the Department of Personnel and Training (DoPT) is a strong reflection of the Government of India’s commitment to the vision of “Maximum Governance, Minimum Government” under Prime Minister Narendra Modi.
He said that these initiatives mark a significant step towards leveraging technology to bring efficiency, transparency and accountability in public administration. Balbir Ram Rattan was reacting to the launch of key digital reforms by Union MoS Dr. Jitendra Singh, aimed at modernising personnel management, recruitment processes and capacity building of government employees. He said that under the leadership of Prime Minister Narendra Modi, governance reforms have consistently focused on citizen-centric administration, reduced procedural delays and improved service delivery through the use of advanced digital tools.
Describing the reforms as forward-looking and transformative, Balbir Ram Rattan said they will not only simplify administrative procedures but also empower government employees by providing them with modern, accessible and technology-driven platforms. He added that digital governance has become the backbone of a responsive and efficient administration, ensuring that policies are implemented effectively and benefits reach the intended beneficiaries without unnecessary hurdles.
Balbir Ram Rattan highlighted that the five reforms launched include the Compendium of Guidelines on Reservation for Ex-Servicemen in Central Government, which will bring clarity, uniformity and ease of implementation in reservation-related matters. The AI-powered Recruitment Rules Generator Tool will help ministries and departments draft and update recruitment rules swiftly and accurately, reducing delays and ensuring consistency. The mobile application for e-HRMS 2.0 will provide employees seamless access to their service-related information anytime and anywhere, enhancing transparency and convenience.
He further noted that the AI-enabled features on the iGOT Karmayogi platform will strengthen capacity building by offering personalised, competency-based learning opportunities to government officials. The Karmayogi Digital Learning Lab 2.0 will serve as an advanced innovation hub to design, test and deploy digital learning solutions, ensuring continuous upskilling of the workforce.
Balbir Ram Rattan said these reforms collectively demonstrate Narendra Modi government’s resolve to build a future-ready civil services ecosystem that is efficient, transparent and citizen-oriented. He added that by integrating artificial intelligence and digital platforms into governance, the government is setting new benchmarks for administrative excellence.
He expressed confidence that these initiatives will further strengthen public trust in governance and contribute significantly to India’s journey towards a digitally empowered and efficient administration.
