SRINAGAR: On the eve of Constitution Day also known as ‘Samvidhan Diwas’ being observed every year on November 26, Preamble reading ceremonies were held across all the districts of Kashmir. The day was marked by reading of preamble and solemn pledge ceremonies with participants reaffirming their commitment towards principles of the Constitution.
At District headquarters, the respective Deputy Commissioners (DCs) presided over the functions and read out the Preamble and Charter of principles enshrined in the preamble of Constitution.
At Budgam: The Constitution Day, also known as Samvidhan Diwas, was celebrated with great zeal across Budgam district today. The day was observed to honour the historic adoption of the Constitution of India and to reiterate collective commitment to the constitutional values that guide the nation.
The main district-level event was held at Sheikh-ul-Alam Hall Budgam, where the Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-ud-Din Bhat, presided over the programme.
During the ceremony, the Preamble of the Constitution was read out by the DC to a large gathering comprising Government employees, students, officers, and prominent citizens. Through this collective reading, the participants reaffirmed their resolve to uphold the principles of justice, liberty, equality, and fraternity.
In his address, the DC remarked that Constitution Day commemorates the momentous occasion when the Constituent Assembly adopted the Constitution of India on November 26, 1949, which subsequently came into force on January 26, 1950.
He highlighted that the Constitution stands as a cornerstone of democratic governance and represents the vision and aspirations of the people of India.
The DC further impressed upon all officers, officials, and citizens the importance of striving to achieve social, economic, and political justice, maintaining brotherhood, ensuring freedom of thought and expression, and upholding equality among all.
He emphasized that fraternity and national unity must be preserved at all times, as enshrined in the Preamble.
He added that the safeguarding of constitutional values is a shared duty and that citizens must contribute responsibly towards the nation’s progress.
While the Preamble was being read, officers and officials collectively reiterated their commitment to constitute India into a Sovereign, Socialist, Secular, and Democratic Republic.
Similar,Pledge-taking ceremonies were conducted in all Government offices, schools, and colleges throughout the District.
Educational institutions throughout the district also organised activities, discussions, and awareness programmes to mark the day.
On the occasion, a documentary titled “Making of the Constitution” was showcased by the District Administration Budgam, in the Conference hall of the DC office complex, offering participants an informative perspective on the drafting process of the Constitution.
A vibrant and energetic “Run for Rights” rally was also organised as part of the Constitution Day, flagged off by the Deputy Commissioner from the New Parking Area Budgam.
Throughout the rally, participants carried messages promoting justice, equality, liberty, fraternity, and responsible citizenship, making the event not only a physical activity but also a powerful awareness campaign.
Earlier, the District Administration Budgam joined the online Preamble reading ceremony led by the Lieutenant Governor, Shri Manoj Sinha.
Additionally, online quizzes, webinars, and other awareness activities were conducted with notable enthusiasm across the district.
The event witnessed the participation of the ADC Budgam, CPO,all SDMs, CEO Education, CEO Municipal Council Budgam, DIO, DSWO, Executive Officers, representatives from police and health departments, schoolchildren, and citizens from different areas of Budgam.
At Baramulla: In a vibrant celebration of Constitution Day, District Baramulla marked the occasion with a series of engaging events aimed at promoting awareness about the Constitution and fostering civic responsibility among students and citizens.
The day commenced with the virtual administration of the Constitution Day pledge by Lieutenant Governor, observed at the Main Meeting Hall of the DC Office.
The Deputy Commissioner Baramulla, Minga Sherpa, along with senior officers and officials, actively participated in the pledge-taking ceremony, reaffirming their commitment to uphold the principles enshrined in the Constitution.
Following the pledge, the DC inaugurated a specially curated exhibition organized by the Information Department, showcasing an impressive collection of books, paintings, and patriotic musical performances. The exhibition highlighted the rich legacy of the Constitution and aimed to educate visitors on its historical and contemporary relevance.
Adding a dynamic dimension to the celebrations, Minga Sherpa also flagged off a Mini Marathon from the DC Office. The event witnessed the enthusiastic participation of hundreds of students from across the district, symbolizing energy, unity, and the spirit of civic engagement.
Through these initiatives, the district administration sought to instill a sense of constitutional awareness among the youth and encourage active involvement in nation-building activities. The day’s events were widely appreciated by students, teachers, and officials alike, reflecting Baramulla’s commitment to celebrating the values of democracy and citizenship.
At Anantnag: On the 76th Anniversary of adoption of the Constitution of India, Samvidhan Diwas (Constitution Day) was celebrated today with enthusiasm and patriotic fervor across district Anantnag.
The main function, organised by District Administration at Town Hall Anantnag, was attended by Deputy Commissioner, SF Hamid, ADDC, GM DIC, ACR, ACD, CPO, Exen R&B, Exen PDD, CEO, CEO MCA and other district and sectoral officers, officials from various departments besides students and civil society members.
Participants listened to live streaming of Lieutenant Governor's speech from Jammu and read out the Preamble of the Constitution of India.
Addressing the gathering, the DC said that we all should act in conformity with the constitutional principles in personal as well as official capacity as a fitting tribute to our glorious constitution.
Similar events were held in Subdivisions, Tehsils, Blocks, ULBs, educational institutions and public offices of the district.
To create awareness of the Preamble of the Constitution and constitutional values, multiple mini-marathons and wall art paintings were organised which witnessed enthusiastic participation from students and youth.
Special documentaries depicting the making, adoption, evolution and role of constitution in realising the ambition of Viksit Bharat were also screened in colleges and higher secondary schools of the district.
At Shopian: District Administration Shopian today celebrated National Constitution Day with a series of events aimed at reinforcing constitutional values, democratic responsibilities and citizen awareness.
The programme was held at Mini Secretariat, where Deputy Commissioner (DC) Shopian, Shishir Gupta presided over the proceedings, accompanied by SSP, Mushtaq Ahmad Choudhary; ADDC, Dr. Nasir Ahmad Lone; ADC, .Zakir Hussain Faaz and other officers and officials.
During the event, the DC led the Preamble Reading, reaffirming the collective commitment towards the values of justice, liberty, equality and fraternity. All officers and officials joined the reading with great enthusiasm and pledged to uphold constitutional duties in their respective roles.
The DC highlighted that Constitution Day is not just a ceremonial observance, but a reminder of the duties that guide public administration and strengthen democratic governance. He urged participants to uphold constitutional values and commit for good behavior in all endeavors.
The SSP focused on balancing the rights, enjoyment and duties obligations and said that it is equally important that youth are made aware of fundamental duties which will help them become responsible and law-abiding citizens.
On the occasion Quiz was held, participated by students of various educational institutions of the district on the constitution of India alongside with conduct of symposium wherein students deliberated on the essence and features of the constitution.
Diverse range of cultural events were also presented by the students instilling the celebratory fervour among the gathering, composing of young and old, staff and citizens, numbering in hundreds.
Appreciation certificates were distributed among the participants in recognition of their outstanding contribution.
At Kupwara: The District Administration Kupwara today commemorated Constitution Day (Samvidhan Divas) with a series of events aimed at honoring the adoption of the Constitution of India and spreading awareness about its values, spirit, and significance among citizens.
In this connection, a walkathon under the theme of ‘Run for Justice, Liberty, Equality and Fraternity’ was organized by District Administration Kupwara in which Deputy Commissioner Kupwara, Shrikant Suse, SSP Kupwara, Syed Al Tahir Gilani along with officers and officials from administration and school children participated.
A mega event was also organized by the District Administration at Town Hall Kupwara, where Deputy Commissioner Kupwara, SSP Kupwara, ADDC Kupwara, ADC Kupwara and other senior officers and officials from District Administration, students and civil society members gathered and read the Preamble of the Constitution, reaffirming their commitment to the ideals of justice, liberty, equality, and fraternity. All officers and officials of the district administration collectively read the Preamble, reinforcing the constitutional values that guide governance and public service.
DC Kupwara along with officers and officials also read the preamble in a separate ceremony held at Mini Meeting Hall of D.C Office Kupwara and reinforced the commitment for upholding the values of the constitution and democracy.
Similarly, ADC Handwara along with the officers and officials read Preamble of the Constitution in a function held at ADC Complex Handwara.
To commemorate the Constitution Day, Preamble reading ceremonies were held all across district offices, sub divisions, Government Degree Colleges, Schools, ITIs and other Government and Semi-Government institutions.
At Bandipora: The District Administration Bandipora on Wednesday joined the nationwide celebrations of Constitution Day 2025, reaffirming collective commitment to the principles and values enshrined in the Constitution of India.
The main district-level event was held at the Mini Secretariat Bandipora, where the Deputy Commissioner Bandipora, Indu Kanwal Chib and Senior Superintendent of Police, Ajaz Ahmad Zargar joined the UT-level Preamble Reading Ceremony, during which the Hon’ble Lieutenant Governor of Jammu & Kashmir administered the Preamble reading across the Union Territory through a live broadcast.
Officers and officials from various departments participated with patriotic zeal and renewed dedication to the ideals of justice, liberty, equality, and fraternity.
Speaking on the occasion, the Deputy Commissioner highlighted the significance of Constitution Day in reminding citizens and government officials alike of their duties toward upholding constitutional principles and strengthening democratic institutions.
Similar Preamble Reading Ceremonies were organised across all government offices of the district, including at the Sumbal and Gurez Sub-divisions, where officers, employees, and local participants joined the nationwide observance with equal enthusiasm and patriotic spirit.
At Srinagar: To mark the 76th Constitution Day celebrations and pay tributes to the founding fathers and architects of the sacred constitution, the District Administration Srinagar on Wednesday hosted the live streaming of J&K level event besides organized pledge-taking ceremonies across the district.
The live streaming of J&K level event presided by Lieutenant Governor, Shri Manoj Sinha was attended by Deputy Commissioner(DC) Srinagar, Akshay Labroo along with senior Officers of District Administration and all the Officers and Officials as a part of the UT level commemoration programme.
Meanwhile, to commemorate the adoption of the Constitution of India, which has been a beacon of equity, liberty and social justice and a guiding light for the citizens, the District Administration Srinagar today organised Preamble reading ceremonies in all the Government Offices across the District.
The main function was held at the Meeting Hall of the DC Office Complex where Deputy Commissioner(DC) Srinagar, Akshay Labroo read out the preamble of the Constitution along with all senior Officers and Officials of the DC Office Srinagar.
Speaking on the occasion, the Deputy Commissioner emphasized the importance of upholding constitutional values, including social justice, liberty, and equality and encouraged all officers to embody these principles in public service as enshrined in the preamble of our Constitution.
The similar functions were also held in all District Offices of Srinagar, during which participants read Preamble and expressed their strong will to secure all its citizens justice, liberty and equality. Besides, promote among them all fraternity assuring the dignity of the individual and the unity and integrity of the nation.
At Kulgam: District Kulgam today celebrated Hamara Samvidhan, Hamara Swabhiman with a series of activities to mark Constitution Day.
As part of the celebrations, Preamble-Reading Ceremonies were held, during which officers, officials, and participants collectively recited the Preamble of the Constitution, reaffirming their commitment to constitutional values and democratic ideals.
A similar ceremony was held at the Mini Secretariat, Kulgam, where the Preamble was read by Deputy Commissioner Kulgam, Athar Aamir Khan, and joined by SSP Kulgam, Anayat Ali Chowdhary and other officers, officials, and students.
A ‘Run for Rights’ was also organised, aimed at promoting justice, liberty, equality, and fraternity, while strengthening citizen engagement with the core values of the Constitution.
Functions were organised at sub-division and tehsil levels, where officers and officials deliberated on the significance of the Constitution in governance.
Degree colleges and educational institutions across the district participated in Preamble-reading sessions, highlighting the basic principles of the Constitution, acknowledging the role and contributions of its drafters, and paying rich tributes to them.
At Pulwama: The District Administration Pulwama, in collaboration with Mera Yuva Bharat (MY Bharat) Pulwama, today organised a mega event at Government Degree College (Boys) Pulwama to commemorate Samvidhan Diwas (Constitution Day).
The programme also marked the culmination of the year-long celebrations held across the district under the theme “Hamara Samvidhan – Hamara Swabhiman.”
On the occasion, the district virtually joined the UT level event presided over by the Lieutenant Governor, Jammu & Kashmir, Shri Manoj Sinha commemorating the 75 years of adoption of constitution.
Besides, as part of the celebrations, a cricket match was organised at the Sports Stadium Pulwama, while the “Samvidhan Run for Rights” (Run for Justice, Liberty, Equality and Fraternity) was earlier conducted with enthusiastic participation from students, youth, officials and local community members. Participants of various activities were also felicitated during the event.
The programme witnessed the presence of Deputy Commissioner Pulwama, Dr. Basharat Qayoom; SSP Pulwama, Tanushree; ADC Pulwama; ACR Pulwama; CEO Pulwama; CMO Pulwama; district and sectoral officers; elected representatives; students; members of trade unions; civil society; and the general public.
Later, as part of the Samvidhan Diwas observance, Deputy Commissioner Pulwama unveiled a Preamble Plaque at the District Administrative Complex and led officers and employees in the collective reading of the Preamble to the constitution.
Meanwhile, similar events were also organised at the sub-divisions Awantipora and Tral, with preamble-reading ceremonies held at the tehsil and block levels, panchayats, educational institutions, and government offices as part of the day’s celebrations.
At Ganderbal: District Administration Ganderbal today participated in the UT level celebration of Constitution Day (Samvidhaan Diwas) celebrated every year on 26th of November, joining the mass Preamble reading ceremony led by Lieutenant Governor J&K, Shri Manoj Sinha.
In this connection a grand mass Preamble reading ceremony was organised here in the lawns of the Mini Secretariat Complex, Ganderbal led by Deputy Commissioner, Ganderbal, Jatin Kishore.
Additional Deputy Commissioner, Assistant Commissioner Revenue, Assistant Commissioner Development/ Panchayat, officers and officials from various departments of the district participated in the event, reaffirming their commitment to uphold the values and principles enshrined in the Constitution of India.
Speaking on the occasion, the DC said that on 26th November 1949, our Constituent Assembly had adopted the Constitution and since then the occasion is celebrated every year. He said all the people had assembled here today to mark the event and pledge to uphold the values of the constitution and commit to protect and uphold the rights of citizens.
Following the ceremony, a Mini Marathon was flagged-off jointly by Deputy Commissioner Ganderbal and SSP Ganderbal from the Clock Tower Ganderbal, witnessing enthusiastic participation from students, local youth and officials. The marathon aimed to spread awareness about constitutional values and promote the spirit of unity and national integrity.
Meanwhile, Preamble reading ceremonies were also held in all government departments, educational institutions, etc. Also, special assemblies were organised in schools & colleges, besides screening of short films/ documentaries in addition to wall paintings.
Moreover, a series of week-long activities will be conducted across all educational institutions in district Ganderbal to promote constitutional values among students. The programme will include quizzes, debates, essay writing, slogan competitions, poster making, and special assemblies highlighting the importance of the Constitution.
